The Accreditation Challenge
• Demand for accreditation of centres across the
world
• Cost holds up progress and timing
• Pool of accreditation personnel in the UK who
travel to Africa/Middle East
• Pool of Africa-based assessor now formed; Asia

• Need for a robust, independent panel that can
work in conjunction with CILT Branches
Approval of training providers
• Move towards use of ‘locally’-based
professionals
• Train the trainer process to keep standards up
• CILT International can still come in to support
with final approvals and visits
• Accreditation teams should include
representation from outside their
Branch/country
• 3 year maximum approval period per
provider/location

Accreditation Process
• ‘Kit’ made up of
– Flowchart explaining the overall process – 14 steps
– Guidance notes
– Standard Reports
– Memorandum of Understanding
– Standardised pricing
• Revised Accreditation Manual and reformatted
reports/MoU available now
Importance of the Memorandum of
Understanding (MoU)
• Provides clear agreement on expectations
• Provides basis for change control or special
measures if needed
• Training provider expected to provide
information on charge out costs to students for
courses so CILT International can benchmark and
also input into ASPIRE funding applications
Current Approved Providers
• Regular monitoring by IPDC
• 6 months, 3 month and 1 month warnings
• Re-accreditation should trigger at least a ‘local’
visit but may need additional auditing if there are
concerns over performance and/or key
expansion opportunities
• Stronger ‘account management’ approach

Accreditation
• Branches to nominate and validate providers
before formal accreditation process to save time
• IPDC and Branches work together as a team
including reporting
• Modular options can be offered ahead of ‘full’
accreditation
• All accreditation fees and expenses should be
paid before visits and are agreed with the IPDC

Accreditation
• Locally approve centres without an independent
visit from CILT International - the IPDC or an
approved representative
• Nominate centres which are not yet ready to
deliver in terms of ability, profile, numbers etc
• Move forward with training providers where
there is no CILT Branch or volunteer activity in
the area
Education Processes – ‘Must Nots’ on
Accreditation
• Approve a provider universally – it must be for
the specific Branch location/s and specific
courses
• Issue any reports or certification locally – they
must come via the IPDC for final sanction
• Forget to follow up on a conditional approval
• If in doubt –ask!
Major system improvements – accreditation
• Moving to on line system to register interest
• Approach can be via Branch, direct to IPDC, via
CILT International website or online
• Vital to strip out the ‘time-wasters’ or those for
which short course/modular offerings would be a
better option
• When accreditation renewals are approaching,
the online system will stop new student
registrations until the provider is re-approved

time information and reduced delays
• Ensure information is provided ‘right first time’

• Link invoices to student batches
• Same system for everyone

– Entry by the provider
– Viewing by the provider
– Entry/billing through the local Branch
– Student profiles/records to be drawn up
– Exam results per module
– Certificates and Transcripts
– Reporting
– But this also requires people to follow process
What we expect from Branches and
Training Providers
• All providers to follow the process and the new
Training Manual
• All providers to register the FULL information
and make FULL payment
• Queries to be limited to the named email
contacts and to be put in writing
• Reinforcement by Branches on this process
Education Processes – ‘Must Dos’ on
Student Registration and Certification
• Follow the Training Provider Guide and Flowchart
• Give early warning to CILT that new students are
about to come on stream
• Provide all registration details according to the
new system as soon as the students start
• Pay all fees at the beginning – no payment on
time means that there is a penalty fee per
student of £30 and certificates are withheld

• Send in student information in one big batch –
separate your information by course/level and
student intake
• Give incomplete information – you will not be
able to save the records (spreadsheet solution)
• Send in requests for moderation and certification
with little notice

• Take the approved processes out of sequence
• Pay for the students that have finished the
course rather than those that registered at the
start – Review of any outstanding students and
then penalties will be charged. Note late fees
policy.

days in duration. Delivery is by face to face, online,
remote, or a combination
Recognition: Starts with an Institute/Provider filling in a
Recognition Application, then the course application
assessment against evaluation criteria is undertaken.

What the IESC does • Main role is to protect the professional standards and ensure consistent quality education provision • Also to advance ongoing professional development and lifelong learning • Look for new opportunities to support education, training and professional development activities • Room for more volunteers !

  • 9. The journey so far • Accreditation moving forward • 50 Centres approved with different levels of commitment and student numbers • 40 Expressions of interest at various stages • 3700 student registrations since 2005/6 • Need 1500 student registrations per year to run the service

The Accreditation Challenge • Demand for accreditation of centres across the world • Cost holds up progress and timing • Pool of accreditation personnel in the UK who travel to Africa/Middle East • Pool of Africa-based assessor now formed; Asia to follow • Need for a robust, independent panel that can work in conjunction with CILT Branches

Approval of training providers • Move towards use of ‘locally’-based professionals • Train the trainer process to keep standards up • CILT International can still come in to support with final approvals and visits • Accreditation teams should include representation from outside their Branch/country • 3 year maximum approval period per provider/location
  • 15. Why we insist on accreditation visits • Quality control • Reputation management • Keeping standards high and maintained • Facilities are of quality • Lecture staff competent • Local relationship with the Branch and increased membership • Financial strength and long – term sustainability
  • 16. Accreditation Process • ‘Kit’ made up of – Flowchart explaining the overall process – 14 steps – Guidance notes – Standard Reports – Memorandum of Understanding – Standardised pricing • Revised Accreditation Manual and reformatted reports/MoU available now
  • 17. Importance of the Memorandum of Understanding (MoU) • Provides clear agreement on expectations • Provides basis for change control or special measures if needed • Training provider expected to provide information on charge out costs to students for courses so CILT International can benchmark and also input into ASPIRE funding applications
  • 18. Current Approved Providers • Regular monitoring by IPDC • 6 months, 3 month and 1 month warnings • Re-accreditation should trigger at least a ‘local’ visit but may need additional auditing if there are concerns over performance and/or key expansion opportunities • Stronger ‘account management’ approach
  • 19. Education Processes – ‘Must Dos’ on Accreditation • Branches to nominate and validate providers before formal accreditation process to save time • IPDC and Branches work together as a team including reporting • Modular options can be offered ahead of ‘full’ accreditation • All accreditation fees and expenses should be paid before visits and are agreed with the IPDC

Education Processes – ‘Must Nots’ on Accreditation • Locally approve centres without an independent visit from CILT International - the IPDC or an approved representative • Nominate centres which are not yet ready to deliver in terms of ability, profile, numbers etc • Move forward with training providers where there is no CILT Branch or volunteer activity in the area
  • 21. Education Processes – ‘Must Nots’ on Accreditation • Approve a provider universally – it must be for the specific Branch location/s and specific courses • Issue any reports or certification locally – they must come via the IPDC for final sanction • Forget to follow up on a conditional approval • If in doubt –ask!
  • 22. Major system improvements – accreditation • Moving to on line system to register interest • Approach can be via Branch, direct to IPDC, via CILT International website or online • Vital to strip out the ‘time-wasters’ or those for which short course/modular offerings would be a better option • When accreditation renewals are approaching, the online system will stop new student registrations until the provider is re-approved
  • 23. Major system improvements • Online access for student registration • View function for contact information, students, invoicing, and accreditation
  • 27. Major system improvements • Database system will allow better accuracy, real- time information and reduced delays • Ensure information is provided ‘right first time’ • Avoid multiple handling • Link invoices to student batches • Same system for everyone

Major system improvements • Features will allow – Entry by the provider – Viewing by the provider – Entry/billing through the local Branch – Student profiles/records to be drawn up – Exam results per module – Certificates and Transcripts – Reporting – But this also requires people to follow process
  • 29. What we expect from Branches and Training Providers • All providers to follow the process and the new Training Manual • All providers to register the FULL information and make FULL payment • Queries to be limited to the named email contacts and to be put in writing • Reinforcement by Branches on this process
  • 30. Education Processes – ‘Must Dos’ on Student Registration and Certification • Follow the Training Provider Guide and Flowchart • Give early warning to CILT that new students are about to come on stream • Provide all registration details according to the new system as soon as the students start • Pay all fees at the beginning – no payment on time means that there is a penalty fee per student of £30 and certificates are withheld
  • 31. Education Processes – ‘Must Nots’ on Student Registration and Certification • Send in student information in one big batch – separate your information by course/level and student intake • Give incomplete information – you will not be able to save the records (spreadsheet solution) • Send in requests for moderation and certification with little notice
  • 32. Education Processes – ‘Must Nots’ on Student Registration and Certification • Take the approved processes out of sequence • Pay for the students that have finished the course rather than those that registered at the start – Review of any outstanding students and then penalties will be charged. Note late fees policy. • Delay on raising queries

CILTA - Certifies Major Educational Programs 52 Certified so far: 2 – Masters Degree Programs 3 – Undergraduate Degree Programs 1 - Graduate Certificate Program 1 - Diploma Program Certification – Starts with Institute Certification Application, then site and library inspection, staff and student interviews, and application assessment report is written.
  • 53. CILTA – Recognizes Short Educational Programs 53 24 Short Courses Recognized and Continuing So far recognized short courses have been 1 – 4 days in duration. Delivery is by face to face, online, remote, or a combination Recognition: Starts with an Institute/Provider filling in a Recognition Application, then the course application assessment against evaluation criteria is undertaken.

Continuing Professional Development Points (CPD) 54 Completion of Higher Level education programs assists with Membership Level Determination Short courses can earn CPD points as can CILTA events, webinars, seminars , etc. Completion of major programs. whist a CILT member, also earns CPD points

Continuing Professional Development Points (CPD) 55 Points Framework and Calculator was designed for assessing CPD points that re gained for : Training Activities Publications Relevant other Memberships, and Awards Requirement 60 CPD points per 3 years irrespective of Membership Grade.
