a. Candidate refers to the learner whose application for candidacy to an elective position is qualified and is duly
approved by the LG COMEA.
b. Canvassing refers to the process of validating the official tally of votes of the election.
c. Complainant refers to any learner who files a written complaint to LG COMEA.
d. Digital Election refers to the mode of election were voting procedures and canvassing of votes are done
through an online platform.
e. Election Help Desk refers to a body composed of teaching and non-teaching personnel, and/or learner
established by the Commissioner on Grievance to provide information, guidance, and support related to
elections.
f. Election Paraphernalia refers to any regulated materials used during application, campaign, election,
validation, and tabulation process.
g. Hybrid Election refers to the use of both digital and manual modes of elections.
h. Learner Government refers to the Supreme Elementary Learner Government (SELG) and Supreme Secondary
Learner Government (SSLG) which served as the highest governing body of all learners at the elementary and
secondary levels respectively.
i. Manual Election refers to a paper-based modality of voting procedures and canvassing of votes.
j. Political Party refers to an organized group of learners that is officially recognized as being part of the
electoral process and who can support candidates for elections.
k. Polling Precinct refers to a place officially designated by the LG COMEA where the voters cast their votes.
l. Poll watcher refers to a learner allowed by a political party or an independent candidate to observe activities
at the polling precinct.
m. Resolution refers to a written motion adopted by LG COMEA Commissioners.
n. Special Election refers to an election process conducted due to vacancy of certain positions in the Learner
Government, except for the President, either by removal of the officer, death, or resignation.
o. Tabulating refers to the systematic counting, calculation and recording of election results.
p. Voter refers to a learner qualified to cast a vote in learner government elections

Composition of the Commission:
The Learner Government Commission on Elections and
Appointment (LG COMEA) is composed of the following
commissioners:
• Chief Commissioner
• Commissioner on Screening and Validation
• Commissioner on Electoral Board
• Commissioner on Grievance
• Commissioner on Appointment (in case of
Appointment)

Qualification of the Commissioners:
• The LG COMEA Chief Commissioner shall be the
School Head and the other commissioners shall
come from the teaching and non-teaching
personnel not handling any learner government.
• The Commissioner on Grievance shall preferably be
the Guidance Counselor or Guidance Designate, or
any teaching or non-teaching personnel who is a
member of the Child Protection Committee of the
school.

Appointment of the Commissioners:
• The Chief Commissioner shall issue a School
Memorandum designating the LG COMEA
commissioners.
• In case of schools with limited personnel, the Chief
Commissioner may designate a personnel to handle
multiple commissions.

Duties and Responsibilities of the Commission:
• enforce rules and regulations, and administer the conduct of fair, honest, credible, systematic
elections and appointments;
• decide on the election modality to be used considering the preference of the learners;
• administer the conduct of fair, honest, credible, systematic elections and appointments;
• prepare and distribute the necessary LG COMEA election forms, appointment forms and other
election related materials before, during, and after the elections;
• approve or disqualify a candidate;
• validate the electoral and appointment proceedings and results;
• act on and resolve all complaints related to the elections and appointment processes;
• conduct the proclamation of the new set of learner government officers; and
• keep and secure all pertinent elections and appointment documents.

General Qualifications
Must be a bona fide learner of the current school year
Must have good moral character
Must have no failing grade on the previous semester/
grading/quarter

Elective Positions
Regardless of the school classification, only one (1) learner shall be
elected to the following positions:
• President
• Vice President
• Secretary
• Treasurer
• Auditor
• Public Information Officer
• Protocol Officer
The Grade Level Representatives shall be either one (1) or two (2) per
grade level depending on the table in Enclosure 2.
For schools with incomplete grade levels, the major elective positions shall
be made open to the highest grade level available.

What will the aspiring candidates submit?
Requirements are:
• Enclosure 6 - Election Application Form (EAF)
• Enclosure 7.1/7.2 - Introductory Profile for Elementary/Secondary Level

a. Photocopy of School Form 9 (Report Card)
b. Certificate of Good Moral
In case there will be political parties, the LG COMEA shall provide a
resolution to regulate the number of political parties.
Any candidate may also run independently.

Campaign
Campaign Period – five (5) school days and may be extended up to eight (8)
school days
Modes of Campaign – adopt what is applicable to the school context
a. In-person: room to room campaign with a maximum of ten (10)
minutes for a party and three (3) minutes for an independent
candidate
b. Virtual: Facebook or any social media platform regulated by the
LG COMEA
c. Hybrid: combined modality of campaigning
Note: In considering the policy on no disruption of classes, in-person
campaigns are recommended to be conducted during recess or integrated
during the subject Araling Panlipunan.
Campaign materials – shall be regulated and approved by the LG COMEA
and posted in designated areas or platforms only.

Election Proper
• Polling precincts shall be open within school hours with no noon break.
• Each political party/independent candidate is allowed to have one (1) poll
watcher per precinct. All poll watchers have to submit a filled out copy of
Enclosure 9 (Poll Watcher Authorization Form).
• The LG COMEA shall prepare and secure the following:
a. readily accessible equipment and materials
b. displayed list of candidates
c. master list of voters
d. official ballots
e. Enclosure 11 (Election Tabulation Form)
f. Enclosure 12 (Election Canvass Form)
• In case of tie, toss coin, draw lots, or other similar methods agreed upon
all concerned shall be done and facilitated by the Chief Commissioner.
• After canvassing, the names of the winning candidates shall be encoded in
Enclosure 13 (Registry of Elected Officers).

Special Elections
• There is a vacancy of a certain position/s except for presidency during the
term of office.
• The vacancy of the position may be caused by removal from office, death
or resignation.
• It shall adopt the same rules and procedures of elections.

Appointment
• No learner filed an Election Application Form for all positions before the
election proper.
• There is/are remaining elective position/s which is/are not filled before
the election proper because there are no candidates for the position.
• The LG COMEA shall follow the process as indicated in page 2 of
Enclosure 1 (Summary of Elections and Appointment Procedures).

Oath Taking
• Shall be scheduled by the LG COMEA
• Can be done in-person within school premises or through online
livestream
• Chief Commissioner or any authorized representative shall lead the
oath taking using Enclosure 14 (Oath of Office)
• Oath of Office shall be signed with blue wet ink and submit a
duplicate copy to the Screening and Validation Committee for filing
• In case of virtual oath taking, PDF copy of oath signed with blue wet
ink may be submitted within three (3) school days
