Overview
What are LCFF & LCAP?
Local Control Funding Formula (LCFF):
• Provides flexibility for charter schools to work with our
stakeholders/community to identify education priorities
• Less strings attached to funding but with increased
accountability
• Formula will be fully funded after 8 years
Local Control & Accountability Plan (LCAP):
• Inform the public of our school’s alignment among academic
programs, funding, & stakeholder engagement
• 3-year plan – that is updated annually
• 8 Priority areas to be addressed 4

LCAP – Overview
• As part of the LCFF, school districts, county offices of
education and charter schools are required to develop, adopt,
and annually update a three-year Local Control and
Accountability Plan (LCAP), beginning on July 1, 2014, using a
template adopted by the California Board of Education (SBE).
• The LCAP is required to identify annual goals, specific actions,
and measure progress for student subgroups across multiple
performance indicators, including student academic
achievement, school climate, student access to a broad
curriculum, and parent engagement. School districts and
charter schools are required to obtain parent and public input
in developing, revising and updating LCAPs. 6

LCAP – Overview
• The academic priorities must be aligned to our charter
school’s spending plan. Our governing board must approve
the LCAP and the annual school’s budget.
• Our charter school’s LCAP will then be submitted to our
authorizer, San Diego Unified School District.
• The state Superintendent of Public Instruction may intervene
if a school district or charter school fails to show improvement
across multiple subgroups in three out of four consecutive
years..

LCAP TIMELINE
• Jan 2014: State Board of Education approved LCAP Template
• April 2014: Meeting with Stakeholders; communicate LCAP &
obtain input
• Mid-April 2014: Online Questionnaire for all stakeholders
• May: Draft LCAP with input from all stakeholders
• June: Submit LCAP to Governing Board for review & approval
• July 1, 2014: Deadline to submit LCAP to authorizer
• August 2014: Begin implementation & planning for new LCAP
cycle with greater alignment

3 SECTIONS OF THE LCAP
The State Board of Education (SBE) adopted an LCAP Template
with 3 main areas:
1. Stakeholder engagement: Engage students, parents, staff
and community in the development of the LCAP.
2. Goals & Progress Indicators: Identify the measurements
that support ongoing student learning.
3. Actions, Services & Expenditures: Describe how the
academic program is supported by the budget process.

  • 10. 3 SECTIONS OF THE LCAP The State Board of Education (SBE) adopted an LCAP Template with 3 main areas: 1. Stakeholder engagement: Engage students, parents, staff and community in the development of the LCAP. 2. Goals & Progress Indicators: Identify the measurements that support ongoing student learning. 3. Actions, Services & Expenditures: Describe how the academic program is supported by the budget process. 10 4/11/14
