3. Introducing T&D Europe: Europe’s Grid Technology
Providers
T&D EUROPE is the European association of
the electricity transmission and distribution
equipment and services industry
Our scope includes the complete range of
products and services necessary to trans-port
and distribute electricity in high and medium
voltage
T&D Europe is working towards future-
proofing the electricity networks in Europe
by means of policy, technology and
investments
The companies represented by T&D Europe
account for a production worth over €25
billion, and employ over 200.000 people in
Europe

4. The Clean Energy Package- A European ambition
• Context
• Feb. 2015 European Energy Union Strategy
• Dec. 2015 The Paris Agreement
• November 2016 – European Commission proposes a “
Clean Energy for all Europeans” legislative Package
• Support the Clean energy transition
• Foster a European Energy union
• 5 dimensions: Energy security, Internal energy market, energy
efficiency, decarbonisation of the economy, Research &
innovation
• Adoption in 2019
5. The Clean Energy Package- Content
Support the Clean energy transition
Energy Efficiency Directive
✓32,5% energy efficiency by 2030
Renewable Energy Sources Directive
✓32% RES in energy mix by 2030
Energy Performance of Buildings
Directive (EPBD)
✓Support buildings renovation to save
energy
Foster the Energy Union
Electricity Market design: Electricity Directive

Energy regulators
6. Clean energy package – transposition process
EPBD - 10 March 2020
Energy Efficiency Directive – 25 June & 25 October
2020
Electricity Directive – 31 December 2020
Electricity Regulation – 1 Jan 2021
Renewable Energy Directive – 1 July 2021
Process ongoing at national level –
expected delays...
Regulations -> directly applicable into national law
Directives -> need to be transposed in national law (adoption in national parliaments)
7. The European Green Deal redefining climate goals
• 40%
• 50%
• 55%
• 60%
Poll #2 - What should be the EU’s
reduction target for greenhouse gas
emissions by 2030?
8. The European Green Deal impact
EU to become climate-neutral in 2050
The action plan The 2019 European Green
Deal
Review of climate targets
• 40% -> 55% reduction GHG by 2030
• European Parliament pushes for 60%
Review of clean energy package legislation with
higher targets for Renewables and Energy efficiency
• Commission proposal in June 2021 “Fit for 55”
9. The Clean energy package impact for the electricity grid
The EU ambition requires a future-proof electricity grid
• High renewable energy influx
• Transport and heating/cooling electrification
• Flexibility, consumer empowerment
• Sector coupling
…in an energy efficient way
How can EU legislation support grid transformation?
10. T&D Europe focus: The Electricity Directive
Common rules for the internal market for electricity
• Competitiveness, security of supply, sustainability
+ Energy transition for decarbonising the energy system
+ technology development
= new market rules for a new reality
Technology needed for grid transformation
-> how can we support smart grids deployment in the legislation?
-> how can we define the future requirement of the grid?
11. T&D Europe focus: The Electricity Directive
Transparency & cooperation opportunity in 2 articles
1. Article 32 (3): “The development of a distribution system shall be based on a
transparent network development plan that the DSO shall publish at least every
two years and shall submit to the regulatory authority. (…)”
2. Article 59.1 (l): “The regulatory authority shall have the duty of monitoring and
assessing the performance of transmission and distribution system operators in
relation to the development of a smart grid that promotes energy efficiency
and the integration of energy from renewable sources, based on a limited set of
indicators, and publish a national report every two years, including
recommendations”
12. Smart Grid Indicators
• To be developed at national level
• Opportunity for defining the country grid’s future requirements and track
progress
• New challenges: RES, DER, consumer participation, energy & cost-efficiency
• Resilience for facing unforeseen event (Covid-19, climate change, etc.)
• T&D Europe proposed technology-based indicators ideas e.g. dynamic line rating,
substations fitted with predictive maintenance
• Dialogue established with network operators and a number of national regulators
for effective indicators
• Importance of digital solutions for observing and improving grid operation
• Question of the way operators are remunerated (CAPEX vs OPEX)
