Ms. Korrer has worked as a project engineer and project manager for clients in a
wide range of industries including pulp and paper, engineered wood products, food
and beverage, printing and coating, industrial machinery manufacturing, mineral
processing, and foundries. Her work at TRC has focused on air permitting and
regulatory compliance, ranging from simple operating permit renewals for existing
facilities to Prevention of Significant Deterioration permitting for Greenfield sites.
She has assisted multiple facilities with determining applicability and compliance
strategies for federal regulations under 40 CFR Parts 60 and 63. Ashley has been
involved with on-site project and client assistance, most notably at paper mills while
they were transitioning between environmental managers. Ms. Korrer has also
conducted client-specific compliance and regulatory training, both in person and via
webinars.
Air Permitting – Construction, Operation, PSD, Permit-by-Rule, and Renewal
Prepared construction and operating permit applications for minor, synthetic minor
(FESOP), and major (Part 70) sources for a wide range of industries including pulp
and paper, engineered wood products, industrial machinery manufacturing, mineral
wool, food and beverage, mineral processing, and printing and coating. Permitting
projects have included both existing and Greenfield facilities, as well as clients in
areas designated as non-attainment and projects that have triggered Prevention of
Significant Deterioration (PSD) requirements, including Best Available Control
Technology (BACT) reviews. Applications include the development of emission
calculations, process flow diagrams, a review of facility- or process-specific
applicable regulations and requirements, and final application package preparation.
In addition to construction and operating permits, prepared multiple operating permit
renewal and Permit-by-Rule applications. Acted as a liaison between state
regulatory agencies and facilities. Air permitting experiences include clients in

Onsite Environmental Assistance
Provided multiple clients with onsite environmental assistance during periods of
personnel changes or shortages. Served as the onsite environmental contact and
provided remote assistance as needed to ensure that day-to-day environmental
needs were met. Worked directly with facility personnel to meet state and federal
air compliance requirements, including reviewing operating permits requirements,
assisting with environmental submittals such as quarterly excess emission reports,
acting as a liaison with the State Agency when warranted, and providing training to
facility staff to assist with environmental needs. Assisted with training of new
environmental hires and provided transition assistance as needed.
Boiler MACT (40 CFR 63, Subpart DDDDD)
Worked with clients to determine applicability to Boiler MACT and the development
and implementation of compliance strategies. Provided both onsite and remote
assistance with reviewing historical boiler information, determining applicable
emission limits and work practice standards, determining performance testing
requirements and assisting with test plans. Worked with clients to create Site
Specific Monitoring Plans, Fuel Analysis Plans, Compliance Monitoring System
Performance Evaluation Test Plans, and other documents required by Boiler MACT.
Developed Initial Notification of Compliance Status templates and assisted facilities
with online submittals through CEDRI.
Greenhouse Gas Mandatory Reporting Rule (40 CFR 98) and e-GGRT
Evaluated the applicability of the GHG MRR for pulp and paper mills as well as
other industries, including landfills, healthcare, natural gas import/export facilities,
and various industrial manufacturing operations. Identified the affected sources and
emission estimating method(s) required by the rule for each source. Assisted
facilities with data collection requirements, quality control of data, emission
calculations, and recordkeeping requirements. Provided assistance with completing
facility registration and report submittals via the GHG MRR online reporting
interface, e-GGRT. Assisted clients with responding to EPA correspondence and
resolving data or reporting discrepancies. Created and maintained GHG Monitoring
Plans for multiple facilities. Experience has primarily been in the following subparts

Carbon Footprint Analyses and Carbon Disclosure Projects
Conducted carbon footprint analyses for multiple clients in the forest product
industries to characterize the carbon impact of their operations. Utilized various
tools to determine Scope 1, 2, and 3 emissions, including the National Council for
Air and Stream Improvement’s Greenhouse Gas Calculation Tools for Pulp and
Paper Mills and the Forest Industry Carbon Assessment Tool (FICAT)TM. Developed
or maintained documents demonstrating trends in greenhouse gas emissions and
recommended future actions for reducing their carbon footprint. Assisted facilities
with the completion of their Carbon Disclosure Projects (CDP) questionnaires.
Annual Environmental Reporting
Assisted clients with the preparation and submittal of both state and federal
environmental reporting including air emission inventories, SARA 313 Toxic
Release Inventory (Form R), hazardous waste reports, compliance certifications,
and Tier 2 chemical inventory reports, among others. Provided quality control of
data and assistance with recordkeeping and documentation of reporting
applicability. Experience includes clients in Wisconsin, Indiana, Illinois, Tennessee,
and Texas. Completed reports for a variety of industries, including pulp and paper,
food and beverage, and chemical manufacturing.
Compliance Management
Conducted evaluations of compliance with minor source, synthetic minor source,

developed methods for demonstrating compliance, including the development of
electronic compliance calendars and emission tracking spreadsheets in Microsoft
Excel®. Prepared compliance monitoring and compliance certification reports for

requirements for a wide range of affected sources, including pulp and paper

On-Site Training and Webinars
Assisted facilities with compliance and understanding of regulatory rules and
requirements by conducting site-specific training, both in-person and via webinars.
Training topics have included continuous emission monitoring system (CEMS)
operations and requirements and the Greenhouse Gas Mandatory Reporting Rule
(GHG MRR, 40 CFR 98) and its reporting interface e-GGRT. Participants in the

Continuous Monitoring System Data Interpretation and Compliance
Provided analysis and interpretation of continuous monitoring system data outputs
from single and multi-fuel boilers and engines at pulp and paper facilities, food and
beverage facilities, and power utilities. Data analysis included reviewing multiple
years of CEMS, CMS, or CPMS data output to determine compliance with
operational conditions and regulations and evaluating the feasibility of replacing
fossil fuels with biofuels. Reviewed and analyzed CEMS data outputs for quarterly
excess emission reports, semiannual and annual compliance reports, and the GHG
MRR. Worked with clients to create Continuous Monitoring System Performance
Evaluation Test (CMS PET) Plans; Startup, Shutdown, and Malfunction (SSM)

RICE MACT (40 CFR 63, Subpart ZZZZ)
Assisted clients with determining applicability and compliance under 40 CFR 63,
Subpart ZZZZ: National Emission Standards for Hazardous Air Pollutants for
Stationary Reciprocating Internal Combustion Engines (RICE MACT). Clients
included both area and major sources of hazardous air pollutants. Outlined specific
requirements for meeting the definition of emergency versus non-emergency under
the rule and the subsequent consequences of each classification. Determined
monitoring, recordkeeping, and maintenance requirements, as well as emission
standards, for applicable units. Assisted clients with the incorporation of RICE
MACT into their operating permits and with state and federal notification
requirements.
