The SME Innovation Instrument, Horizon2020 and Talent Europe. A discussion by...Alberto Minin
I provide a quick introduction to the Meridian Fellowship on Social Innovation and to my project, Talent Europe,
I will then present some of the latest numbers regarding the implementation of the SME Innovation instrument, one of the most innovative parts of the 8th presentation Framework program called Horizon 2020
I will briefly share with you three concepts that I think might be interesting to explore as a basis of a useful comparison between Europe and US science and technology Policy.
What I am seeking to do as a Meridian Fellow is to expand my expertise on science and technology policy and to contribute to the debate around this topic that is developing in Europe. I think that there are better ways to engage and to empower EU talent, and to make it become key player of EU Economic Recovery and competitiveness
The US had been a continuous source of inspiration for the EU debate on science and technology, and more in general on innovation policy.
Later on I will discuss about the SME innovation instrument that had been inspired in part by the SBIR program here in the US.
Not only policy makers and scholars have been guiding this exchange of ideas and experiences, but also US Embassies in Europe have been very important in sharing with Europe some news. I am very familiar with the case of the US Embassies in Italy. The past three Ambassadors have been evangelists of messages and priorities. Ronald Spogli emphasized the role of high tech entrepreneurs in society, David Thorne has focused on the role the digital economy can have a driver of growth, more recently the sitting ambassador, John Phillips is very vocal about the benefits that Italy could derive by a more efficient judiciary system
My experience as scholar, and teacher is telling me that the debate on innovation in Europe is desperately in need of some fresh air and new ideas.
I believe that there are four areas where we can look.
The first one has to do with new original ways to communicate the relevance of sicence and technology for society.
The second has to do with the way we mentor and assist scientists and engineers that seek to become entrepreneurs. What is the role of universities, government and private sector to achieve this task.
Third area is corporate entrepreneurship, industrial venturing and the attitude EU large corporations have towards change.
Finally demands side innovation policy: public procurement and the setting of challenges and ambitious goals, where sometimes the role of the government should not be to provide the means to achieve these goals, but to promise to act as first buyer for the best solutions for a specific challenge.
The main focus of the webinar is to help inform UK participants of the needs of African partners in the area covered, and African partners of the capabilities of UK partners, to aid consortia building.
The webinar provides an overview of the Agri-Tech Catalyst funding programme, and then cover specific issues affecting Crop Production in Africa.

How Satellite Terminals can Best Serve the Agri Sector - Les Hurdiss - Agri-E...KTN
On Wednesday 20 November 2019, The Satellite Terminals Working Group (STWG), organised by Sven Knowles of KTN, chaired by Simon Watts of Avanti on behalf of the STWG, and hosted by Les Hurdiss of Agri-EPI Centre, held a successful meeting of Satcom (Satellite Communications) and Agriculture professionals to discuss and identify the technology needs, challenges and possible solutions in for Satcoms in Agri-tech systems.
With rapid innovation among antenna and terminal technologies, Satcom services are becoming accessible to a much wider range of users. They can provide communications and data services to remote locations, they are more easily installed, and can be integrated directly into equipment.

12. Decreasing pig
production in CEE
• Bad structure of primary pig industry: a lot of
backyard production especially in Romania;
• Lack of good infrastructure: genetics, feed,
veterinarians, equipment, traders, transport,
slaughterhouses, processing industry;
• Continuous increasing demand regarding
quality, hygiene standards, labelling,
endemic diseases and contagious diseases
from government and retail;

• Good external circumstances for pig fatting
in Central Eastern Europe;
• Pig meat is a highly competing and
saturated market in EU;
• There are barriers to expand in Central
Eastern Europe (finance, knowledge, chain
cooperation).
• With Western management and equipment
competing cost prices can be realised.

19. Alternative CAP
• Within Pillar I it is possible to allocate budget
specific for risk management on large farms and
social security / restructuring on small farms
• Taking into account normal standard of living
(assuring minimum income) in agriculture results
in a budget distribution of 2/3 risk management
and 1/3 social security
• Further research and underpinning is necessary
20. The future of AKI
• Is in doing this type of policy research
• As agri-food becomes more and more a
business, sustainability is a licence to
produce and sell, not a source of additional
income.
• FADN will help to check sustainability (we’re
happy to collaborate in the FLINT project)
• Public-private partnerships will become
more common with the agri-food industry

• Is more and more in European consortia:
ERAnets and JPI pool national funds
• New issues will arise in new policy areas
like:
– the biobased economy
– rural poverty
– the relation between food and health.

Twee sets van lijnen. De data over de ontwikkeling in aantal zeugen lopen van 2005 tot 2012. De andere lijnen gaan over de ontwikkeling in productie van slachtvarkens. NETTO productie, dus varkensvleesproductie inclusief geïmporteerde (c.q. na aftrek van geëxporteerde) levende slachtvarkens. Dus niet de Gross Indogenous Production (binnenlands geproduceerde vleesvarkens).
Ontwikkeling aantal zeugen duidelijk dalend, vooral in 2007 zichtbaar: na de onverwachts fors gestegen voerprijzen, maar vooral krimp in de nieuwe lidstaten. Dat zie je terug in de productie van slachtingen in de EU-12N. In West veel gematigder. In de jaren 2010-2012 ook weer krimp, niet alleen door duur voer, ook door verplichte groepshuisvesting.
Cijfers:
Netto productie: EU15 109%; EU12N 99%; EU27 107%. Verdeling netto productie: EU15 86%, EU12 dus 14% (w.v. HU 1,5% en RO 2,2%)
Zeugenstapel: EU15 -12%; EU12N -39%; EU27 -18%. Verdeling zeugenstapel: EU15 83%; EU12 dus 17% (w.v. HU 2,2% en RO 2,9%).
