EXPERIENCE OVERVIEW
Mr. Kilian has extensive experience in the process of Web application analysis, design, planning,
configuration, production, and programming using Adobe ColdFusion and MS SQL. He has also
developed dynamic online training courses, multimedia training programs and games for DOD on
Tobacco Sensation using Adobe Flash Professional.
Mr. Kilian has developed components of the Childwelfare Information Gateway, HFC Village, ONDCP
Drug Free Communities Evaluation Website, National Center on Substance Abuse and Childwelfare
Technical Assistance Center, Administration of Children and Families Regional Partnership Grants
website, Diabetes at Work website, and National Association of State Mental Health Program Directors
extranet. He implemented the creation of the sites’ architectural design. The site architecture included a
file-management system, calendar-tracking system, project-tracking system, and administrative systems,
using advanced server-side information technology systems to help organizations accomplish their goals.
PROJECT EXPERIENCE
Systems Software Engineer
Child Welfare Information Gateway, Children’s Bureau HHS, 2014-2015. Mr. Kilian programmed and was
involved in the websites modernization and overall integration via the Mura Content Management System.
Was responsible for the conversion of various mini applications into FW/1 framework, from various other
legacy frameworks and updating them into Mura plugins that integrated within the new system. Other
updates within custom display objects and formatting of HTML changes to modern web technologies.
HFC Village, U.S. Environmental Protection Agency, 2015. Mr. Kilian provided new upgrades to the
system to allow for dynamic language translations using XML and jQuery technology and configured
output display updates within the overall system to include CSS and jQuery changes that enhanced user
visual representations of the displayed information as well as automatic updates.
Technical Assistance Tracker, National Center on Substance Abuse and Child Welfare, 2007-2015. Mr.
Kilian provided of new upgrades to the TA Tracker Module to increase data collection capabilities and
functionality, including updates for the RPG-II to record management to include referral Methods.
Created dynamic AD-Hoc Self-reporting system software enabling client real time access to TA Tracker
data sets in real-time. Designed and implemented automatic Correspondence Tracking System to
increase communications and continuity tracking among multi-channel communications lines.
MacroVOLT Online Training System, NACOA/HHS/OWRA/SOCAL, 2005-2015. Mr. Kilian is the chief
application architect and systems analyst for the ground up development of the MacroVOLT Online
Training System. He planned and managed rapid prototyping and systems development and provided
guidance to one programmer and one system designer. He coordinated and ensured that initial system
deployment and testing was conducted and completed on schedule for the planned release date of the
first phase of the project.
He provided on-going system upgrades and special engineering changes to conform to customer needs
and requirements for over 10 separate and dedicated Learning Management Systems (LMS). These
included the Administration of Children and Families, HHS Online Work Readiness Assessment Tool,
National Association of Children of Alcoholics, Child Welfare Information Gateway, USAID Measure
Evaluation Project, and Southern California Energy Contractors Learning Center.
Diabetes At Work, National Diabetes Education Program, 2012-2013. Mr. Kilian applied new design and
engineering changes to the Diabetes at Work website and adding Web 2.0 functionality to update the
overall application architecture. Combining various social network technologies integrating new Spotlight
and what’s new information in to the 4 informational sections Diabetes Basics, Plan, Build and Promote.
Created administrative back-end architecture to facilitate content expert integration within a new
proprietary content management system specifically designed for the client specific needs.
USDA Forestry Component – Database, Colorado State University, 2013. Mr. Kilian converted legacy
data sets for the Greenhouse Gas Quantifier Tool create at Colorado State University, into modern
database structures including data cleaning, script updating and population of the data set. Delivering a
new populate database configured for use in the new Greenhouse Gas Quantifier Tool.
Collaborative Project Management System, NCSACW/RPG/NASMHPD, 2003-2013. Mr. Kilian is the
application architect and systems analyst for the Collaborative Project Management System (CPM) an
online project collaboration system that includes a directory, calendar, file library and interactive forums to
support a group project. CPM can also be tailored to individual projects such as for the Children and
Family Futures contract a mission critical Technical Assistance Tracker (TA Tracker) application has been
developed and is used to track technical assistance requests for the National Center on Substance Abuse
and Child Welfare (NCSACW). These TA requests can then be queried for information using over 50
comprehensive and tailored reports. This ability included the ability to create Ad Hoc Reporting capability
so support just in time information queries that could be necessary when critical mission reports were
necessary at short notice.
Technology Proficiency Initiative, South Carolina Department of Education, 2007-2011. Mr. Kilian
programmed interactive systems modules for the South Carolina Department of Education (SCDE) that
improves technology competency among the State’s teachers, administrators, and students. The system
assesses users’ proficiency and provides customized guidance and professional development based on
their resulting level. The system enables users to construct online portfolios of their work.
Centers for Application of Prevention Technology (CAPT), SAMHSA, 2004-2011. Mr. Kilian designed and
developed the integration of the CAPT Web site for the redesign and consolidation of the regional CAPT
sites. He coordinated the technical integration of multiple technologies using a seamless application
interface to allow the various CAPTs to maintain local information while taking advantage of the national
presence provided by the redesigned architecture. He incorporated into the system an administrative staff
area that includes a file management system, calendar-tracking system, project tracking system, and
administrative systems.
Prevention Platform SAMHSA, 2002-2008. Mr. Kilian was Web Systems Programmer for the Prevention
Platform he currently programs and develops the Write Your Reports and View Your Work sections of
Needs Assessment, Develop Capacity, Select Programs, Implement Programs, and Evaluate Programs.
Conducts System Error troubleshooting and system wide maintenance; including the correction of
problems discovered during testing and after the system has gone live.
SACO Information and Reference Guide, US Marine Corp, 2002-2003. Mr. Kilian was responsible for
interactivity programming that provided automated student registration, course progress tracking, and the
storage of students’ progress information between sessions.
Foundations of Prevention/Evaluation Tutor, Center for Substance Abuse Prevention 2000-2002. Mr.
Kilian designed, developed, and coordinated the production of a Web-based (Online) Training site named
Foundations of Prevention and Evaluation Tutor that was developed for the CSAP. The site includes
unique interactive educational content, which includes a structured learning environment, real time self-
tests, and the ability to track and evaluate students’ progress. The site also includes access to Web-
based glossary, indexes, site searches, video and audio streaming, bulletin boards, and a White board.
Acoustics Systems Analyst/Technician, U.S. Navy, 1981-1998. While serving in the United States Navy, Mr.
Kilian supported the installation and administration of a local area network (LAN) by using Novell 3.0;
scripted a multimedia presentation including video and audio feeds; created Dynamic HTML documents
that included JavaScript; created submarine-training-guide software that saved the Government $1
million; and maintained, upgraded, and troubleshot submarine electronic equipment. Mr. Kilian also
analyzed and classified intelligence information and briefed superiors, supervised and mediated
personnel disputes among subordinates, and conducted weekly, 1-hour training sessions for submarine
sonar personnel. He devised and implemented a program of planned maintenance for submarine
electronic equipment, supervised and coordinated factory-acceptance tests between naval laboratories
and contractors, and coordinated and executed day-to-day personnel administrative functions.
