Agile Methodology Based SW
Development & Integration and
Release Management support to
Cancer Human Biorepositories
and Biospecimen at NIH/NCI
• SCI Team is developing web
applications, portals and backend data
management software for the
Genotype-Tissue Expression (GTEx)
system. GTEx aims to study human
gene expression and regulation in
multiple tissues, providing valuable
insights into the mechanisms of gene
regulation, its disease-related
perturbations.
• Methodology : SCI Team has applied
Agile Scrum methodology on this
project.

14. Agile Capabilities and
Past Performance
Proprietary and Confidential to SCI Group
SCI brings a track record of consistently providing
quality software development, maintenance, integration
and oversight services to Department of Homeland
Security, National Institutes of Health (NIH),
Department of Education,, and many other federal
agencies and Fortune 500 organizations.
SCI has designed, developed, installed and continue to
maintain millions of lines of code for our customers
supporting numerous mission critical applications. SCI
has experience in using Agile methodology and
developing robust software systems in complex and
demanding customer environments.
15. Expertise in Agile Scrum
development methodology
Proprietary and Confidential to SCI Group
Our performance and user-centric (Agile) approach minimizes
the risk of developing systems that meet the software
requirements yet fail to meet the business and functional
requirements
This approach ensures that systems and the applications that
we build are continuously evaluated through user-demos at the
end of short iterative development cycles (Sprints)
We have proven track record applying Agile Development
methodology to build enterprise applications that incorporate
and provide desirable features -- open, standards-based
frameworks, component re-use, performance that provide quick
responses, user-friendly rich user-interface and scalable
applications with decision support functionality.
16. DHS/USCIS AGILE Development
PROGRAM DESCRIPTION
SUMMARY:
The Department of Homeland Security, US Citizenship and
Immigration Services, has a requirement for agile
development teams for IT maintenance efforts for sustaining
previously developed systems and applications.
REQUIREMENTS
The contractor shall provide agile development teams for IT
maintenance efforts of previously developed systems and
applications using processes like Scrum, Kanban, and others.
17. DHS/USCIS Systems Assurance and
Technical Services (SATS)
Period of Performance: 06/’12-6/’17
Proprietary and Confidential to SCI Group
Challenge:
USCIS- Office of Transformation Coordination (OTC) is in
the midst of transition of major application-centric legacy
systems technologies and IT support to global, web-
based technologies and IT support that give direct,
secure access to USCIS services by applications and
petitioners (customers).
18. DHS/USCIS Systems Assurance and
Technical Services (SATS)
Period of Performance: 06/’12-6/’17 Continue……
The central system that is key to the move from an
application-centric enterprise architecture to a person-
centric SOA enterprise architecture is the ELIS.
Ongoing improvements and enhancements build upon
programs that implement collaborative information
sharing technology, like the Enterprise Service Bus
(ESB) to support secure, remote access internally to
USCIS and DHS as well as other need to know entities
outside DHS
19. Our Services at USCIS on SATS
Proprietary and Confidential to SCI Group
We are working with USCIS to move toward becoming an Agile
development organization with the major modernization program ‘ELIS’
applying formal Agile methodology. It is the responsibility of our team to
ensure that the program can successfully navigate the complex SELC
path through the stages while adapting the Agile SCRUM methodology.
Oversight on Agile methodology and SW work products including the
Sprint plans, architecture and software design and code. In this role, we
participate in the daily Scrum meetings, ensure that delivery schedules
align with the planned product backlog, ensure that the sprints prioritize
the stories (features) and carry low work-in-progress limits.
Facilitate and assess cross-functional program wide compliance with
standards and maintains evidence to prove independent verification of
implemented processes, methodologies and product functionality meets
mission requirements, and provide project information
20. Our Services at USCIS on SATS Continue…
Large number of legacy systems involved creates a
complicated organizational and technical environment with
many contractors involved in various stages of maintenance
and operations of the legacy systems as well as the adoption
of Agile methodology throughout.
Additionally, new technologies in development, testing,
deployment, and support in the modernization projects (ELIS,
etc.), require a constant challenge to meet program goals. SCI
interfaces with many contractor-teams on a regular basis to
oversee their performance and as we conduct our
assessments, we must provide timely, reliable and continuous
improvements/recommendations.
