5.  Set an open data policy for your institution
students and teachers must only use licenced
material in their course work

6.  For copyright works, the default licence is the Creative
Commons Attribution 3.0 licence
 Use the NZGOAL review and release process to identify
whether a more restricted CC licence is needed
 For non-copyright materials, use clear “no-known rights”
statements
