State of the Map Asia (SotM-Asia) is the annual regional conference of OpenStreetMap (OSM) organized by OSM communities in Asia. First SotM-Asia was organized in Jakarta, Indonesia in 2015, and the second was organized in Manila, Philippines in 2016. This year’s conference, third in the series, was organized in Kathmandu, Nepal on September 23 – 24, 2017 at Park Village Resort, Budhanilkantha, Kathmandu, Nepal. We brought nearly 200 Open Mapping enthusiasts from Asia and beyond to this year’s SotM-Asia. The event provided an opportunity to share knowledge and experience among mappers; expand their network; and generate ideas to expand map coverage and effective use of OSM data in Asian continent. We chose ‘from creation to use of OSM data’ as the theme of this year’s conference, emphasizing on the effective use of OSM data. We also brought together a government panel from four different countries in this year’s SotM-Asia. We believe this event will deepen the bond and enhance collaboration among OSM communities across Asia. More information about the conference can be found on: http://stateofthemap.asia.

Data Driven Governance was a unique project for microplanning of village development plans. The data for the overall development of the village was captured by tab based survey where 1000 volunteers worked with community to gather data and dashboard was created to monitor the progress of development in villages. The project provided very good platform for district administration to monitor the development in villages and also to track the budget expenditure with latest project updates. The project was appreciated at national level and United Nations selected it as a model project to showcase across India. This project then helped us to work on "Action Room to Reduce Poverty" policy initiative.

The University of Ballarat’s Centre for eCommerce and Communications (CeCC) and Lateral Plains were engaged by the Central Highlands Mayors and CEOs Forum to coordinate the Central Highlands ICT Study.
The study builds upon and is integrated with the Ballarat ICT 2030 and the Moorabool Community Broadband and Telecommunications Strategy.
The objectives of the study included:
Mapping current ICT adoption levels and service satisfaction
Identifying areas of pent up demand for ICT services
In the light of the study findings, examining the consequences for the Central Highlands region and the state of Victoria
Recommending actions to overcome the issues and identifying areas of opportunity for residents and businesses that can be addressed.
The study was completed in the period between March and November 2010.
Listening to the poor enabled through technology
How can international donors and governments listen better to poor communities? How can development partners better share data for greater development impact? How can we use innovations in ICTs including cellphones, SMS and inter-active mapping to empower poor people to make their voices heard?
This presentation made at the World Bank's Civil Society Forum on Oct,8 2013 provides an overview of the the following programs: Mapping for Results, ICT-enabled Citizen Engagement and Open Aid Partnership. The presentation demonstrates that Geography matters for development. Where are the projects of international donors and where are the regions with the greatest needs in terms of education and health. The Open Aid Partnership aims to working together with governments, international donors, foundations and civil society to use the power of mapping to enhance the transparency and accountability of international development.

Mobile Security Framework - MobSF is a free and open source automated mobile application security testing environment designed to help security engineers, researchers, developers, and penetration testers to identify security vulnerabilities, malicious behaviours and privacy concerns in mobile applications using static and dynamic analysis. It supports all the popular mobile application binaries and source code formats built for Android and iOS devices. zkStudyClub - LatticeFold: A Lattice-based Folding Scheme and its Application...
Folding is a recent technique for building efficient recursive SNARKs. Several elegant folding protocols have been proposed, such as Nova, Supernova, Hypernova, Protostar, and others. However, all of them rely on an additively homomorphic commitment scheme based on discrete log, and are therefore not post-quantum secure. In this work we present LatticeFold, the first lattice-based folding protocol based on the Module SIS problem. This folding protocol naturally leads to an efficient recursive lattice-based SNARK and an efficient PCD scheme. LatticeFold supports folding low-degree relations, such as R1CS, as well as high-degree relations, such as CCS. The key challenge is to construct a secure folding protocol that works with the Ajtai commitment scheme. The difficulty, is ensuring that extracted witnesses are low norm through many rounds of folding. We present a novel technique using the sumcheck protocol to ensure that extracted witnesses are always low norm no matter how many rounds of folding are used. Our evaluation of the final proof system suggests that it is as performant as Hypernova, while providing post-quantum security.

Apps Break Data
How information systems are built or acquired puts information, which is what they should be about, in a secondary place. Our language adapted accordingly, and we no longer talk about information systems but applications. Applications evolved in a way to break data into diverse fragments, tightly coupled with applications and expensive to integrate. The result is technical debt, which is re-paid by taking even bigger "loans", resulting in an ever-increasing technical debt. Software engineering and procurement practices work in sync with market forces to maintain this trend. This talk demonstrates how natural this situation is. The question is: can something be done to reverse the trend?

This event will adopt a hybrid format, allowing participants to join us either through an online Mircosoft Teams session or in person at TU/e located at Den Dolech 2, Eindhoven, Netherlands. The meet-up will be hosted by Eindhoven University of Technology (TU/e), a research university specializing in engineering science & technology.
Power Grid Model
The global energy transition is placing new and unprecedented demands on Distribution System Operators (DSOs). Alongside upgrades to grid capacity, processes such as digitization, capacity optimization, and congestion management are becoming vital for delivering reliable services.
Power Grid Model is an open source project from Linux Foundation Energy and provides a calculation engine that is increasingly essential for DSOs. It offers a standards-based foundation enabling real-time power systems analysis, simulations of electrical power grids, and sophisticated what-if analysis. In addition, it enables in-depth studies and analysis of the electrical power grid’s behavior and performance. This comprehensive model incorporates essential factors such as power generation capacity, electrical losses, voltage levels, power flows, and system stability.
Power Grid Model is currently being applied in a wide variety of use cases, including grid planning, expansion, reliability, and congestion studies. It can also help in analyzing the impact of renewable energy integration, assessing the effects of disturbances or faults, and developing strategies for grid control and optimization.

For the upcoming meetup we are organizing, we have an exciting lineup of activities planned:

Mutation Testing for Task-Oriented Chatbots
Conversational agents, or chatbots, are increasingly used to access all sorts of services using natural language. While open-domain chatbots - like ChatGPT - can converse on any topic, task-oriented chatbots - the focus of this paper - are designed for specific tasks, like booking a flight, obtaining customer support, or setting an appointment. Like any other software, task-oriented chatbots need to be properly tested, usually by defining and executing test scenarios (i.e., sequences of user-chatbot interactions). However, there is currently a lack of methods to quantify the completeness and strength of such test scenarios, which can lead to low-quality tests, and hence to buggy chatbots.
To fill this gap, we propose adapting mutation testing (MuT) for task-oriented chatbots. To this end, we introduce a set of mutation operators that emulate faults in chatbot designs, an architecture that enables MuT on chatbots built using heterogeneous technologies, and a practical realisation as an Eclipse plugin. Moreover, we evaluate the applicability, effectiveness and efficiency of our approach on open-source chatbots, with promising results.

Temporal Event Neural Networks (TENNs), developed by BrainChip, represent a novel and highly efficient state-space network. TENNs demonstrate exceptional proficiency in handling multi-dimensional streaming data, facilitating advancements in object detection, action recognition, speech enhancement and language model/sequence generation. Through the utilization of polynomial-based continuous convolutions, TENNs streamline models, expedite training processes and significantly diminish memory requirements, achieving notable reductions of up to 50x in parameters and 5,000x in energy consumption compared to prevailing methodologies like transformers.
Integration with BrainChip’s Akida neuromorphic hardware IP further enhances TENNs’ capabilities, enabling the realization of highly capable, portable and passively cooled edge devices.
