This study examined an integrative model for community participation in tourism development. It hypothesized relationships between means and ends oriented studies. Questionnaires were designed and tested to assess motivation, opportunity, and ability factors of the MOA model. Structural equation modeling found the MOA model had an acceptable fit to the data and supported hypotheses that community participation depends on motivation, opportunity, and ability. Limitations included using existing measurement scales and a traditional community participation research approach.
