This job description is for an expert to assess how information and communication technologies (ICTs) can empower rural women in India. The expert will evaluate how ICT can contribute to women's economic empowerment and be used for training in rural areas. They will recommend tools for informal education and share best practices from other countries. The deliverables will include a report with recommendations on how ICT can be used to mainstream gender issues and empower women through existing rural programs in India.

A) Description of Duties :
Under the direction of the Senior Advisor, ITU Regional Office for Asia and Pacific and in close
collaboration with designated national counterpart from Department of Telecommunications,
Government of India, in carrying out the study on use of ICT for woman empowerment in Rural
areas; the expert will undertake the following:
1. Assess the ways in which ICTs can contribute to women’s economic empowerment with focus on
rural women;
2. Evaluate the roles of ICT in training and capacity-building;
3. Recommend tools to provide an effective and efficient means to deliver informal training courses,
more sophisticated qualification-driven learning;
4. Share international best practices and highlighting concrete examples that would be relevant in
Indian context considering literacy & language and affordability c hallenges;
5. Recommend policy and regulatory initiatives for gender main streaming taking into account
existing various rural empowerment programs.
6. Include all the above mentioned details with a Mission Report and any other information deemed
necessary in a report to be submitted in electronic copy to ITU Regional Office for Asia and the
Pacific.
7. Carry out any other duties in his/her specialty as may be assigned to him/her by ITU.
