WATER AND THE PROPOSED SDGS
The current state of play

• 2012-2013: Following the Rio+20 conference, UN-Water leads
thematic consultations on water and with GWP national
consultations are carries out in 22 countries
• February 2014: UN-Water TA paper presented during PGA
discussions on water, sanitation and sustainable energy
• Feb-April 2014: GWP led national consultations on a water SDG in
29 countries
• 19 July 2014: Open Working Group’s final report
• 10 September 2014: GA adopts OWG report
• 4 December 2014: SG’s synthesis report

Paragraph 7.
Rio+20 outcome reaffirmed the need to be guided by the
purposes and principles of the Charter of the United Nations, with
full respect for international law and its principles. It reaffirmed the
importance of freedom, peace and security, respect for all human
rights, including the right to development and the right to
an adequate standard of living, including the right to food and
water, the rule of law, good governance, gender equality,
women’s empowerment and the overall commitment to just and
democratic societies for development.

Proposed goal 6. Ensure availability and sustainable
management of water and sanitation for all
6.1 by 2030, achieve universal and equitable access to safe and
affordable drinking water for all
6.2 by 2030, achieve access to adequate and equitable
sanitation and hygiene for all, and end open defecation,
paying special attention to the needs of women and girls and
those in vulnerable situations
6.3 by 2030, improve water quality by reducing pollution,
eliminating dumping and minimizing release of hazardous
chemicals and materials, halving the proportion of
untreated wastewater, and increasing recycling and safe
reuse by x% globally

Proposed goal 6. Ensure availability and sustainable
management of water and sanitation for all
6.4 by 2030, substantially increase water-use efficiency
across all sectors and ensure sustainable withdrawals and
supply of freshwater to address water scarcity, and
substantially reduce the number of people suffering from
water scarcity
6.5 by 2030 implement integrated water resources
management at all levels, including through transboundary
cooperation as appropriate
6.6 by 2020 protect and restore water-related ecosystems,
including mountains, forests, wetlands, rivers, aquifers and
lakes

1.5 by 2030 build the resilience of the poor and those in
vulnerable situations, and reduce their exposure and
vulnerability to climate-related extreme events and
other economic, social and environmental shocks and
disasters

being for all at all ages
3.3 by 2030 end the epidemics of AIDS, tuberculosis, malaria,
and neglected tropical diseases and combat hepatitis,
water-borne diseases, and other communicable diseases
3.9 by 2030 substantially reduce the number of deaths and
illnesses from hazardous chemicals and air, water, and soil
pollution and contamination

Proposed goal 11. Make cities and human settlements
inclusive, safe, resilient and sustainable
11.5 by 2030 significantly reduce the number of deaths and the
number of affected people and decrease by y% the
economic losses relative to GDP caused by disasters,
including water-related disasters, with the focus on
protecting the poor and people in vulnerable situations

Proposed goal 12. Ensure sustainable consumption and
production patterns
12.4 by 2020 achieve environmentally sound management of
chemicals and all wastes throughout their life cycle
in accordance with agreed international frameworks
and significantly reduce their release to air, water and soil to
minimize their adverse impacts on human health and the
environment

Proposed goal 15. Protect, restore and promote sustainable
use of terrestrial ecosystems, sustainably manage forests,
combat desertification, and halt and reverse land degradation
and halt biodiversity loss
15.1 by 2020 ensure conservation , restoration and sustainable
use of terrestrial and inland freshwater ecosystems and
their services, in particular forests, wetlands, mountains
and drylands, in line with obligations under international
agreements
15.8 by 2020 introduce measures to prevent the introduction and
significantly reduce the impact of invasive alien species
on land and water ecosystems, and control or eradicate
the priority species

“Decides that the proposal of the Open Working
Group on Sustainable Development Goals contained
in the report shall be the main basis for integrating
sustainable development goals into the post-2015
development agenda”

partnership as a
way of framing the
global agenda

• Address the unfinished business of the MDGs – a springboard into the
future we want.
• The report does not suggest ‘clustering’ the goals and targets under these
six elements so outstanding questions remain on whether these are
merely a communications tool or will they have more significance?
• The report also focuses on means of implementation (including financing
and technology) and implementation and accountability

AND NOW WHAT?

The roadmap:
• 19-21 January [3 days] – Stocktaking
• 17-20 February [4 days] – Declaration
• 14-19 March - World Conference on DRR, Sendai, Japan
• 20 March – World Water Day celebration, New Delhi, India
• 23-27 March [5 days] – Sustainable Development Goals and targets incl. WATER.
• Technical proofing - reassurance that the goals are implementable and targets
measurable.
• There is a strong sentiment not to re-open/re-negotiate the outcome of the
OWG, though some countries are pressing to have a smaller set of goals.
• Member States might decide to make technical adjustments on them or
undertake a broad assessment of the balance of the targets.
• 20-24 April [5 days] – Framework for monitoring and review of implementation
• 18-22 May [5 days] – Means of Implementation and Global Partnership for SD
• 22-25 June [4 days] – Preparation of the draft outcome document
• 15 July – Int. Conference on Financing for Development, Addis Ababa, Ethiopia
• 20-24 July and 27-31 July [10 days] – Finalization of the draft outcome document;
• 25-27 September – High Level summit to adopt the SDGs, New York, USA
• December - Climate Change COP 21st session, Paris, France

Indicators, data collection and reporting:
• Indicator work will be taken up by the UN Statistical Commission
• The Statistics Division of UN-DESA, serves as Secretariat of the Statistics
Commission
• An online consultation on indicators is planned for January
• Expert group meeting in February to verify and validate the indicators. The
findings would then go to the Statistics Commission meeting in March
• An Inter-Agency and Expert Group (IAEG) on SDG Indicators (composed of
UN organizations, experts and national statistical offices) will be formedva
• The final SDG indicator framework is planned to be endorsed by the
Statistical Commission in February/March 2016

What UN-Water is doing
• Continued work on indicators, data collection and reporting
• Supporting the continued discussions / negotiations on the role
of water in the Post-2015 development agenda
• Building awareness and inspiring action through the 2015 WWD
campaign at all levels
Water is fundamental to sustainable development – it will need
to be addressed whether it is explicitly included in the SDG
framework or not – so let’s keep the pressure on all the way and
win this match – for our people, our societies and our planet!
