For new build or major refurbishment projects, we provide a developer-style management
service often with a high level of delegated authority from our clients.
Value flows from our involvement in the initial feasibility, developing the project brief, design
team and contractor selection and proactive management throughout.

We manage complex fit out and new build project for developers, occupiers & investors,
helping them develop their design brief and dealing with stakeholder management within their
own organization.

We provide cost management from the earliest stages of a project through to completion by
helping clients to establish budgets and then carefully advising and guiding the project team

0 – STRATEGIC DEFINITION
Defining the project road map for a successful delivery
During the strategic definition phase, JLL assists the client in defining
the project objectives, scope and budget. The strategic brief often
includes extensive optioneering exercises which go beyond the typical
due diligence and allows the project management team to truly test the
business case. Once this is established, the selection of the most
appropriate procurement route for the project will be made. This initial
selection will play a major part in defining the success of the project.
JLL develops the consultant’s scopes, including architects and
engineers, to define and agree roles and responsibilities and procure
the most appropriate consultants for the project.
A Project Execution Plan (PEP) will be developed, which is effectively a
road map for successful delivery. In addition JLL will liaise with the
professional team and establish and agree effective procedures in order
to proactively manage the project.
The PEP will propose the recommended procurement options available
for the project. Detailed analysis will establish which procurement route
is most suitable and JLL will make a recommendation based on one of
the following routes; Construction Management, Management
Contracting, Design and Build or Traditional. In addition, JLL go above
and beyond the typical project management approach and produce
bespoke procurement strategies tailor made to our clients needs.

Our Approach to
Project Management
1 – PREPARATION & BRIEF
Defining the project scope and developing a brief
Preparation of the brief is the most critical stage of the project, as it
establishes the main criteria for the project. Once the brief has been
developed with the client, JLL will brief the consultancy team to
ensure all stakeholders understand the client vision and the various
deliverables of the project.
JLL will carry out feasibility studies and due diligence reporting if
required, feeding the information back to the client to assist with
decision making and the preparation of an outline project
programme.
During the briefing phase, JLL will establish the key time, cost and
quality goals of the project and ensure that they are the main drivers
of the project. At this stage JLL will prepare a risk analysis register.
JLL is committed to improving value for money for our clients.
During this phase, JLL will apply a systematic approach to value
management, to ensure that maximum value for money is achieved.
The earlier these steps are taken on a project the more scope there
is for increasing the value of a project.
2 – CONCEPT DESIGN
Evolving the initial brief into a Concept Design
During stage 2, the initial concept design is produced in line with the
requirements of the Initial project brief.
The concept design phase will outline various proposals for
structural design, building services systems, outline specifications,
design concepts and preliminary cost information. The concept
design will be used as the basis for the design development and
master programme.
As part of this phase JLL will develop both the project and design
risk register to ensure that strategies are put in place to manage and
mitigate risks. This process is key to keeping the project on
schedule.
In parallel with design activity, a number of other related tasks need
to be progressed in response to the emerging design, including a
review of the cost information, the development of a construction
strategy, and a health and safety strategy and updating of the
project execution plan.
3 – DEVELOPED DESIGN
Developing the concept design to establish a detailed design
During this stage, the concept design is further developed and,
crucially, the design work of the core designers is progressed until the
coordination exercises have been completed. This process may
require a number of iterations of the design and different tools may be
used, including design workshops.
The developed design helps in providing the client with far more
accurate measurements for both time and cost. In line with this
process JLL will coordinate with the authorities to ensure their
requirements are met.
JLL will establish a tender list comprised of suitable and capable
contractors and undertake a pre-qualification process with each of
them.
The cost management team will issue a cost plan for client approval
based on the developed design.
4 – TECHNICAL DESIGN
Adding detail and specifications to the detailed design
The architectural, building services and structural engineering designs
will be further refined to provide the technical definition of the project
and the design work of any specialist subcontractors will be
concluded.
The technical design at this stage will depict the quality, and as a
result, the expected cost and timeline.
In parallel to the design element, JLL will prepare the tender
documentation, the draft version of which will be issued to the project
team for comment
JLL will review the strategic testing and commissioning procedure
prepared by the specialist sub-consultants.

5 – CONSTRUCTION
Implementation, installation and procurement & build.
During this stage, construction begins on site in accordance with the
tested construction programme.
JLL will manage the appointment of the successful contractor,
preparing the contract and managing the construction delivery. JLL
will often act as the contract administrator as part of the Project
Management scope of service.
JLL will oversee all aspects of the construction with the emphasis on
achieving project handover on time, within budget and with zero
defects.
Throughout the process JLL will ensure the contractor has every
opportunity to achieve the optimum standard and finish. This will be
done by ensuring continuous snagging and monitoring throughout
the construction phase occurs.
6 – HANDOVER & CLOSE OUT
Move management, transition management and
occupation
JLL’s priorities during this stage will be facilitating the successful
handover of the project in line with the project programme. In the
period immediately following the handover, JLL will conclude all
aspects of the project contract, including the inspection of defects as
they are rectified or obtaining certification as required by the
relevant authorities.
Other services required during this period will be dictated by the
project specific schedule of services, which will be aligned with the
procurement and handover strategies. Tasks in relation to the
handover strategy may include, attending Feedback workshops,
considering how any lessons learned might be applied on future
projects and undertaking tasks in relation to commissioning or
ensuring the successful operation and management of the space.
The handover and close out phase usually overlaps with the close
out stages of construction. Various third parties will be involved in
this phase such as the facility managers, tenants and third party
consultants.
7 – IN USE
Aftercare, defects and post-occupation variations
At this stage the project has achieved “practical completion”, the
occupier has completed the move and is now occupying the space.
The project will now enter the “defects notification” period, which
usually lasts for a year. During this phase JLL will act as the point of
contact with the client to assist with any post occupation issues
relating to the construction works. This may include managing the
close out of any defects which may be identified by the new
occupiers.
JLL will introduce the clients designated point of contact to the
building / development facilities management team and establish a
process for reporting issues, should there be any, relating to the
base build.
If the client directly employs the services of the building’s facilities
management team, be it as engineers or in a soft FM role relating to
cleaning etc, JLL will initiate those discussions between the client
and the building management.

career spanning 14 years of which 9 years have been spent in the UAE. Andrew
has worked in South Africa, the United Kingdom and now currently resides in the
UAE. Andrew’s expertise and background is in Cost and Project Management, he
has successfully delivered some of the UAE’s most iconic projects such as Al
Bahr towers in Abu Dhabi. Andrew’s current role is Head of JLL P&DS in the

expertise and background is in Project & Programme Management. Ben joined
JLL from AECOM where he ran the “Corporate Solutions Team” and also the
“Small Projects Team” (construction value of less than AED 120 m). Ben’s team
were responsible for delivering over 2 m sq.ft of built assets in the leisure,
tourism, hospitality, retail and commercial sectors in 2013.

Rory has worked with WH Stephens, Davis Langdon, AECOM and now JLL in
a career spanning over 11 years, of which 7 years have been spent in the
UAE. Rory has worked in the United Kingdom, the Republic of Ireland and now
currently resides in the UAE. Rory’s expertise and background is in Cost and
Project Management and he has successfully delivered some of the UAE’s
most iconic projects such as the LEED platinum Masdar Siemens Building in
Abu Dhabi. Rory’s current role is Cost Management Director for JLL P&DS in
the UAE.

Background
Elaine joined JLL from Dutco Styles and Wood where she oversaw the
Commercial function with responsibility for the Estimating, Procurement and
Commercial departments. Elaine has been in the UAE for 6 years and prior to
her time at DSW Elaine previously worked for Fibrex and CMC. Elaine worked
for Pierse Contracting Limited in Ireland for over 10 years prior to moving to the
UAE. Elaine is currently Head of Fit Out for Project and Development Services
in the UAE and is responsible for overseeing the delivery of all Commercial,
Retail, Food and Beverage and Hotel fit outs.

The strategic brief often includes extensive optioneering exercises which go beyond the typical due diligence and allows the project management team to truly test the business case. Once this is established, the selection of the most appropriate procurement route for the project will be made. This initial selection will play a major part in defining the success of the project. JLL develops the consultant’s scopes, including architects and engineers, to define and agree roles and responsibilities and procure the most appropriate consultants for the project. A Project Execution Plan (PEP) will be developed, which is effectively a road map for successful delivery. In addition JLL will liaise with the professional team and establish and agree effective procedures in order to proactively manage the project. The PEP will propose the recommended procurement options available for the project. Detailed analysis will establish which procurement route is most suitable and JLL will make a recommendation based on one of the following routes; Construction Management, Management Contracting, Design and Build or Traditional. In addition, JLL go above and beyond the typical project management approach and produce bespoke procurement strategies tailor made to our clients needs. 11JLL | Delivering results that create value Our Approach to Project Management

    1 – PREPARATION& BRIEF Defining the project scope and developing a brief Preparation of the brief is the most critical stage of the project, as it establishes the main criteria for the project. Once the brief has been developed with the client, JLL will brief the consultancy team to ensure all stakeholders understand the client vision and the various deliverables of the project. JLL will carry out feasibility studies and due diligence reporting if required, feeding the information back to the client to assist with decision making and the preparation of an outline project programme. During the briefing phase, JLL will establish the key time, cost and quality goals of the project and ensure that they are the main drivers of the project. At this stage JLL will prepare a risk analysis register. JLL is committed to improving value for money for our clients. During this phase, JLL will apply a systematic approach to value management, to ensure that maximum value for money is achieved. The earlier these steps are taken on a project the more scope there is for increasing the value of a project. 2 – CONCEPT DESIGN Evolving the initial brief into a Concept Design During stage 2, the initial concept design is produced in line with the requirements of the Initial project brief. The concept design phase will outline various proposals for structural design, building services systems, outline specifications, design concepts and preliminary cost information. The concept design will be used as the basis for the design development and master programme. As part of this phase JLL will develop both the project and design risk register to ensure that strategies are put in place to manage and mitigate risks. This process is key to keeping the project on schedule. In parallel with design activity, a number of other related tasks need to be progressed in response to the emerging design, including a review of the cost information, the development of a construction strategy, and a health and safety strategy and updating of the project execution plan. 3 – DEVELOPED DESIGN Developing the concept design to establish a detailed design During this stage, the concept design is further developed and, crucially, the design work of the core designers is progressed until the coordination exercises have been completed. This process may require a number of iterations of the design and different tools may be used, including design workshops. The developed design helps in providing the client with far more accurate measurements for both time and cost. In line with this process JLL will coordinate with the authorities to ensure their requirements are met. JLL will establish a tender list comprised of suitable and capable contractors and undertake a pre-qualification process with each of them. The cost management team will issue a cost plan for client approval based on the developed design. 4 – TECHNICAL DESIGN Adding detail and specifications to the detailed design The architectural, building services and structural engineering designs will be further refined to provide the technical definition of the project and the design work of any specialist subcontractors will be concluded. The technical design at this stage will depict the quality, and as a result, the expected cost and timeline. In parallel to the design element, JLL will prepare the tender documentation, the draft version of which will be issued to the project team for comment JLL will review the strategic testing and commissioning procedure prepared by the specialist sub-consultants.     5 – CONSTRUCTION Implementation,installation and procurement & build. During this stage, construction begins on site in accordance with the tested construction programme. JLL will manage the appointment of the successful contractor, preparing the contract and managing the construction delivery. JLL will often act as the contract administrator as part of the Project Management scope of service. JLL will oversee all aspects of the construction with the emphasis on achieving project handover on time, within budget and with zero defects. Throughout the process JLL will ensure the contractor has every opportunity to achieve the optimum standard and finish. This will be done by ensuring continuous snagging and monitoring throughout the construction phase occurs. 6 – HANDOVER & CLOSE OUT Move management, transition management and occupation JLL’s priorities during this stage will be facilitating the successful handover of the project in line with the project programme. In the period immediately following the handover, JLL will conclude all aspects of the project contract, including the inspection of defects as they are rectified or obtaining certification as required by the relevant authorities. Other services required during this period will be dictated by the project specific schedule of services, which will be aligned with the procurement and handover strategies. Tasks in relation to the handover strategy may include, attending Feedback workshops, considering how any lessons learned might be applied on future projects and undertaking tasks in relation to commissioning or ensuring the successful operation and management of the space. The handover and close out phase usually overlaps with the close out stages of construction. Various third parties will be involved in this phase such as the facility managers, tenants and third party consultants. 7 – IN USE Aftercare, defects and post-occupation variations At this stage the project has achieved “practical completion”, the occupier has completed the move and is now occupying the space. The project will now enter the “defects notification” period, which usually lasts for a year. During this phase JLL will act as the point of contact with the client to assist with any post occupation issues relating to the construction works. This may include managing the close out of any defects which may be identified by the new occupiers. JLL will introduce the clients designated point of contact to the building / development facilities management team and establish a process for reporting issues, should there be any, relating to the base build.
