Jemma Williams
Aims to transform Australia’s energy
production, distribution and usage
systems

 Price on carbon.

Initiatives to promote
innovation and
investment in
renewable energy.

Offers significant
opportunities for
households
businesses and
communities.
The south-east NSW
  and ACT Region
Why a regional level?

This sub-national regional focus is
typically ‘used by a government as an
administrative strategy for recognising
and dealing with the spatial layout of
society, whatever the formal political
structure’.

(Brown and Bellamy 2006, 14)
A stakeholder is:

‘any group and individuals
who can affect, or is
affected by the
achievement of an
organisation’s objectives’

(Freeman, 1984, p. 46).
Focus group discussion questions:
• How are the Clean Energy Future
  initiatives relevant to you?
• What project theme would be most
  beneficial for you?
• What do you perceive as challenges and
opportunities in transitioning into a clean
  energy future?

                                                9

Editor's Notes

  1. Hello everyone,I am Jemma Williams, and I am focusing on the stakeholder engagement aspect of the project. This RDA pilot capacity building project aims to create a framework that can be applied by RDAs in other regions of Australia . The major focus is to investigate renewable energy opportunities for the RDAs to facilitate community engagement with the Clean Energy Futures initiatives in their regions. So in my very short presentation today, I will first give some background to the Clean Energy Future package and how it relates to you all as stakeholdersBefore going on to your role as a stakeholder in this reference group. This will some what link into our after lunch reference group discussions.
  2. So Clean Energy Future package. In July of 2011, the Australian Government released the Clean Energy Future Package, in an effort to reduce green house gas emissions that lead to Climate Change. The package was enacted later in that year and it aimed to transform the nation’s energy production, distribution and usage systems. The package included, in addition a carbon price, initiatives to promote innovation and investment in renewable energy that target businesses, communities and households The Clean Energy Future Package offers potential changes to the way we govern energy in Australia.  A literature review is being conducted to examine the Clean Energy Futures documentation and translate the generic opportunities embodied in the package into practical options for communities, businesses and jurisdictions in the south-east New South Wales and Australian Capital Territory region.
  3. Now his far-reaching package offers significant opportunities for the south-east NSW and ACT region to build a renewables-based clean energy future. (The defined as the south-east NSW and ACT region is indicated in grey on the slide.) The south-east New South Wales and ACT region has been selected to be a prototype for how best to implement renewable energy initiatives. The study area is substantially large to assess a diverse range of renewable sources, in solar, wind, hydro, and biomass, making the area representative of key renewable energy resources across Australia. The south-east New South Wales and ACT region also has the geographical advantage of including the energy grid servicing Sydney and Melbourne. Consequentially, the study area will also refer in part to the broader supply and demand chain, such as the resource distribution of gas and electricity withinthe National Energy Market. Due to the abundance of renewable energy resources, established governmental and academic networks, as well as advantageous geographical position within a significant supply chain, the study area is optimal for this project. As it has the ability to reflect the various natural and governmental capacity of other regions in Australia.
  4. So why a regional focus?A sub-national regional focus is typically ‘used by a government as an administrative strategy for recognising and dealing with the spatial layout of society, whatever the formal political structure’ It allows for a specific area to be identified from a web of existing overlapping spatial boundaries conceived by federal, state and local governments.   Therefore this regional approach of the project operates within, and does not replace, existing administrative boundaries and defined stakeholder responsibilities from various overlapping initiatives. Rather, the boundaries of the study area operate in conjunction with existing polycentric systems, of government, economic systems, community organisations and energy stakeholders.  In this senseThe projectworks within the geographical boundaries of three RDAs; RDA Australian Capital Territory, RDA Far South Coast and RDA Southern Inland, to form the south-east New South Wales and Australian Capital Territory region. But the project also accommodates the spatial frameworks of various conflicting regional institutions, For instance, the National Electricity Markets, Renewable Energy Precincts, and ACR as defined by CURF, whose boundaries are not consistent with the RDA boundariesSo that the geographic extent of the region will vary depending on the issue concerned. In short, a sub-national regional approach allows for boundaries to be identified based on what study area is best suitable for analysis. This approach therefore allows for a focus on regional ‘cross-boundary’ issues
  5. Now into stakeholder engagement, A stakeholder is ‘any group or individual who can effect and is affected by the achievement of an oragnisation’s objectives.Stakeholder theory stipulates that is it important to engage stakeholders for very instrumental reasons (Donaldson & Preston 1995).(*may not inc: ‘ as well as normative reasons – The normative explanation articulates that the organisation is morally obligated to engage with stakeholders who have a legitimate stake in decision-making (Greenwood 2007; Preble 2005). )Instrumentalthinking sees the valuable utility in organisations managing their relationships with stakeholders as a means to an end in achieving their objectives (Donaldson & Preston 1995; Preble 2005). This approach is based on the understanding that managing the interests of those who have influence in decision-making, will inevitably lead to stronger decisions and better performance. Such a perspective is relevant in achieving energy change in the south-east NSW and ACT region. This is because of systematic nature of energy change, and the need to address the issue is a collective manner.(*may not inc: as much of the Clean Energy Futures package is directed towards informed and influential stakeholders with expert knowledge and investment capacity.) For this reason we have asked you to join the reference group for this project, to gain specific insights experienced by informed and influential stakeholder with expected knowledge.
  6. As such the stakeholders are been divided into a primary and secondary groups. based three criteria –urgency, power and legitimacy.  This done down in the paper by reserving the primary stages of policy implimention, to stakeholders like policy markers, energy generators and RDA Who are are urgently required  and have both the power and legitimacy,  to formulate a policy platform, on civil and technical feasibility,
