SCOPE
The Senior M&E Officer will be responsible for providing support to the M&E Manager on data collection related activities
for all sector programming and oversee the department’s administration needs. With technical and managerial support
from the M&E Manager and M&E Coordinator, the Senior M&E Officer will contribute to the activities and objectives of the
M&E department in a timely and effective manner. He/she work directly with various IRC (program, logistics/supply chain,
security) and partner organization staff to coordinate and deploy data collection teams; facilitate data analysis and
reporting; build capacity amongst IRC and partner staff in relation to data collection and data management; and
track/process M&E departmental procurements, assets and other administrative requirements.
The Senior M&E Officer reports to the M&E Coordinator and works closely with the M&E Manager and program staff.
RESPONSIBILITIES
1 * Turkey-side Programming:
Recruit an M&E team dedicated to monitoring the IRC’s Turkey-side programming
Train and build the capacity of the recruited Turkey-side M&E team
Develop work and movement plans for Turkey-side programming to ensure coverage of all essential monitoring
activities for Education and Protection programming
Combine and provide reports from all Turkey-side monitoring activities in all locations and communicate the
findings to the Turkey Field coordinator
Provide support and training on information management tools to partner organization staff working in Turkey -side
Work with Turkey-side program staff on designing and implementing relevant data collection and information
management systems for tracking the activity data flow
2 * Syria-side Programming:
Data collection coordination and supervision:
Provide support to the M&E manager by supervising and coordinating data collection teams in Syria to carry out
data collection activities (including registration monitoring, distribution monitoring, post-distribution monitoring,
etc.) for program activities, in order to promote quality programming, accountability and compliance.
Supervise M&E team leader in deployment of five data collectors for ERD activities; train team on purpose and
use of new/revised tools and provide feedback to M&E Coordinator for adjustments if needed; plan team
movements and logistics; secure team security clearances; and coordinate with program staff to facilitate M&E
participation at activity sites.
Coordinate with partner organizations to ensure M&E involvement in monitoring partner-led activities for
accountability and compliance.

Lead the review and development of electronic data collection forms for M&E department and other sectors to
assure quality control and compliance with minimum data requirements (MDR).
Information management:
In coordination with the M&E Coordinator, supervise Reporting Assistant(s) to ensure timely support for entry,
cleaning, analysis and visualization (graphs, charts, maps, etc.) of data from data collection activities, as well as
contribute to carrying out these functions when needed.
Manage the implementation and data of Commoditiy Tracking System (CTS) used to track partner-implemented
NFI distributions, if system is revitalized in the future. Train partner organizations on use of CTS if required, and
liaise with warehouse officer to ensure assembly line of assistance packages is completed in timely manner.
Capacity building and technical support:
Train IRC and/or partner organization staff on use of mobile data collection technology, how to build and use
electronic data collection forms (using Ona and ODK platforms), and on use and mainstreaming of MDR in both
M&E and programmatic data collection activities for standardization and improved data quality.
Provide support to sector-specific Information Management Officers (IMO) to help them maintain clean data sets
and ensure sector databases are compliant with requirements.
Administration:
Manage contracts, performance reviews, and leave plans for Turkey and Syria-based staff under direct
supervision to ensure appropriate coverage and continuity.
Supervise one Administration Assistant to maintain up to date tracking and processing of all M&E departmental
procurements, assets (including 200+ mobile phones for IRC and partner organization staff), and field staff
expense reports.
Follow-up with Supply Chain on regular basis to follow-up on departmental purchase requests (PRs), and define
specifications for new equipment (phones, tablets, etc.) purchased. Conduct technical reviews to ensure offers
received match specifications and requirements.
Other duties as assigned by the supervisor to achieve the department’s M&E objectives and administrative requirements.

REQUIREMENTS
Fluency in Arabic and working proficiency in English
Experience supervising staff/teams
