• £23 Million UK-AID funded initiative managed by Oxford Policy
Management, 2014-2019.
• Provides technical support to national and subnational governments in 4
South Asian Countries to mainstream climate change resilience into
sectoral policies, programmes, plans and budgets.
• Main outcome areas are increased capacity, systems and policy
enhancements, knowledge generation, and budgets shaped and finance
accessed.
• Work stream in climate finance – two presentations of today.

How to Fund NAP Implementation?
Need for Funding Strategies
• Many CC action plans are ‘shopping lists’ that do not take into account the funding
constraints
• Likewise, where adaptation actions are ranked it is rarely in order of their
effectiveness to address economic costs of climate change
• An effective allocation strategy should start with the resource projections and work
backwards, aligning available funding to national adaptation priorities
• Proposed adaptation actions should be assessed for their effectiveness and ideally
prioritized according to effectiveness
• Climate Change Financing Frameworks (CCFFs) are a promising means of integrating
climate change into national planning and budgeting processes. They can be used to
plan funding for NAPs.
Climate Change Financing Framework
• Framework for climate budgeting to mainstream Climate Change into
public planning, by steps …
• Assess the economic cost of climate change and translate it into GDP growth
foregone
• Compute the current and planned expenditure on climate change adaptation
• Assess said expenditure for climate change effectiveness of, and
• Deduct from economic cost of CC the effective expenditure to compute the
adaptation gap
• Sketch financing scenarios covering all sources – public, private sector, climate
funds
• Applicable to public budgets of different government entities (sector ministries, such
as agriculture; states, etc.)

climate change relevance

Element D: Reporting, monitoring & review
• Monitoring public expenditure:
• CCFFs provide an entry point for tracking CC expenditure through government
systems
• Results to be compared against sectoral L&D forecasts and feedback into next
budget cycle
• Monitoring the adequacy of the total effort in economic terms
• Adaptation gap: Level of effort versus effort required to ensure growth is same
as without climate change (“Climate-proof growth”)
• Results to be compared against sectoral L&D forecasts and feedback into next
budget cycle
Sustainable Development Goals
• CCFFs are also invaluable in the SDG follow-up and review process and
the monitoring of progress on Goal 13 Take urgent action to combat
climate change and its impacts
• Besides providing information on several indicators reported under goal 13,
much of the information required for CCFFs are already being reported under
SDG (synergetic)
• More importantly, regularly conducting CCFFs or parts of it – in particular, CC
impact assessments and assessments of effectiveness of spending – will form
a basis for evaluation and shed light on policies’ impact
Nexus between Climate Budgeting , NAP
and SDG follow-up and review process
• Adaptation institutions developed under the UNFCCC since 2000 can serve as
a starting point for implementing SDG target 13.1. as well as for climate
budgeting
• No need to reinvent wheel but rather (i) identify linkages between NAP
process, SDG reporting and climate budgeting, (ii) connect focal points, and
(iii) create a reporting interface

  • 5. Need for Funding Strategies • Many CC action plans are ‘shopping lists’ that do not take into account the funding constraints • Likewise, where adaptation actions are ranked it is rarely in order of their effectiveness to address economic costs of climate change • An effective allocation strategy should start with the resource projections and work backwards, aligning available funding to national adaptation priorities • Proposed adaptation actions should be assessed for their effectiveness and ideally prioritized according to effectiveness • Climate Change Financing Frameworks (CCFFs) are a promising means of integrating climate change into national planning and budgeting processes.
