13. CLOUD ROI CALCULATION
We propose a dedicated cloud for E-Municipality.
Inputs:
Software application is based on open-source platform.
Project is currently managed by TCS and Patni Computer systems.
Number of Database Servers=8 ; Web servers(Internet gateway, firewall,
etc)=3.

15. ROI CALCULATION
We calculated ROI based on Cost Control
We took cost (/year) for maintaining current infrastructure as Cost1 and
cost(/year) for maintaining cloud infrastructure as Cost2.
Cost1 = Rs.75,00,000 + Rs. 8,00,000 = Rs. 83,00,000.
Cost2 = Rs.67,06,080 + Rs.6,00,000 = Rs.73,06,080.
ROI(in terms of cost control) = (Cost1 – Cost2)/Cost2 = 13.6%
The other benefit is Dynamic usage, where resources on cloud, if not utilized
can be outsourced to other activities.

26. Implementing a dedicated cloud for e-Municipality would be
the ideal IT strategy.
The cloud strategy that we have suggested incorporates
Private IAAS (web portal management), private SAAS
(customer relations management & payment gateways and
processing services), hybrid PAAS (online customer account
management).
We believe this would enhance operational efficiency and
increase customer satisfaction.
