much larger than local home grown terrorists. Several combat indicators support that this attack was long in the planning.

It is the largest coordinated spate of attacks outside the southern provinces in the history of the insurgency. It should be read as such and understood within the context of the message. The potential for growing political and security instability to spread further across the country is here and has just been highlighted to a broad audience in a very visible manner. The military government’s response will determine to what extent additional messages will be delivered.
- Turkey is accused by the West of supporting ISIS militarily and through oil purchases, allowing ISIS to more efficiently attack Europe, though Turkey does not directly order attacks.
- However, Western support for Kurds in Syria indirectly supports Kurdish attacks against Turkey through cooperation between Syrian and Turkish Kurdish groups.
- There is an indirect conflict between Turkey and the West over the issues of Kurdish attacks in Turkey and jihadist attacks in Europe as long as both sides support opposing forces in Syria.

monitoring the Internet for these activities is an extremely complex and time-consuming activity, requiring a huge amount of money and manpower, and resulting in
very poor – and only temporary – outcomes. To stem this rapidly spreading phenomenon, it can be useful to focus the attention of decision-makers, intelligence and
law enforcement on a possible profile of a “cyber terrorist”.
This paper aims at tracing the identikit of a possible “cyber terrorist” that is as
broad and consistent as possible.
