In general there are three related points on local content:
Most, if not all, developing countries already have local content,
typically provided by local newspapers, radio stations, and other
businesses and individuals.
This content tends to be hosted abroad, even when there are local
data centers that could be used.
The performance of these websites is often poor, dampening potential

I calculated it brings in about 18 mbps peak traffic, so at $125 per month per mbps half average,, that works out to $13,500. We can assume if hosted local, the cost for the other ISPs to access would be free via the IXP (assuming they already have enough capacity into the IXP anyway).
Finally, for latency, I think we should show the time from Rwanda to access and then compare it to the time in Rwanda to access a website we know is local. BTW, I made up those numbers so you can fill them in.
