Barriers may exist across many domains

 Telecom regulation
– Competition at the international gateway is important – open access
is preferred to allow sharing of infrastructure
– Even where there is competition, the cost of the license must be
reasonable
 Rights-of-way
– Cost and bureaucracy of access for laying fiber may be significant
– Few countries allow sharing of existing networks (e.g. roads,
railroad, etc.)
 Equipment import
– This can add significant time and cost to deployment
– For instance an import duty of 15-25% in Zambia

Local hosting of content is critical

As access infrastructure is more available, and there is a
well-functioning IXP, content infrastructure is important
In general there are three related points on local content:
 Most, if not all, developing countries already have local content,
typically provided by local newspapers, radio stations, and other
businesses and individuals.
 This content tends to be hosted abroad, even when there are local
data centers that could be used.
 The performance of these websites is often poor, dampening potential
usage.
We conducted a study on local content hosting in Rwanda to
show the impacts

Conclusion
As mobile networks leap-frog fixed ones in developing
countries, availability is outpacing adoption
 The cost of service is clearly still an issue
– roadblocks may hinder private infrastructure investment
– local IXP critical to lower cost of traffic exchange and attract content
 While the Internet allows for access to global Internet, the
availability of locally relevant content is critical
– content hosted abroad significantly increases costs
– hosting content locally lowers latency and cost

Expert Forum | 8 Sept 2014 Local hosting of content is critical 16 As access infrastructure is more available, and there is a well-functioning IXP, content infrastructure is important In general there are three related points on local content:  Most, if not all, developing countries already have local content, typically provided by local newspapers, radio stations, and other businesses and individuals.  This content tends to be hosted abroad, even when there are local data centers that could be used.  The performance of these websites is often poor, dampening potential usage. We conducted a study on local content hosting in Rwanda to show the impacts

It is only 8GB, however, so could be hosted at MTN for RWF 180,000, which is $261 – all numbers per year. I calculated it brings in about 18 mbps peak traffic, so at $125 per month per mbps half average,, that works out to $13,500. We can assume if hosted local, the cost for the other ISPs to access would be free via the IXP (assuming they already have enough capacity into the IXP anyway). Finally, for latency, I think we should show the time from Rwanda to access and then compare it to the time in Rwanda to access a website we know is local. BTW, I made up those numbers so you can fill them in.
