Authorization
Provisions Hazardous Waste Authorization
Every hazardous waste handling/generating unit has been made responsible for collection, reception,
treatment, storage and disposal of the hazardous waste.
Mandatory authorization from the DPCB is to be sought for collection, treatment, storage and disposal of
hazardous Waste.
Import and export of hazardous waste is not permitted for dumping and disposal.
Import and export of HW is permitted as raw materials for recycling and reuse subject to the compliance of
procedure prescribed involving the grant permission from MoEF for such import and export HW.
Under these rules the HWGUs may also dispose their hazardous at a common disposal site(s) identified and
finalized after a proper environmental impact assessment.
Recyclers/re- refiners of non-ferrous metal, waste/used oil are required to register themselves with CPCB.
Owner or occupier generating specified non ferrous metal waste or generating used oil or waste oil of 10 tons
or more per annum are required to sell to auction such waste only to a registered re=refinet or recyclers.
The implementation of the said rules is of utmost importance now a days in view of on going case before
Hon'ble Supreme Court in which issues of national and international importance are being addressed. The high
power committee constituted in pursuance of the court orders has suggested that all the industries involved in
hazardous chemicals and generating hazardous wastes display online data outside the factory gate, on quantity
and nature of hazardous chemicals being used in the plant as well as water and air emissions and solid wastes
generating in the factory premises. In case of failure to do so the units may even be asked to close down.

Pre-requisites for
Hazardous Waste
Common pre-requisites for obtaining authorization for storage under HW Rules
i. Display of updated data outside the main factory gate in twoboards of size 6 feet x 4 feet
both in English and in Hindi (the local language)
ii. Storage facility should have appropriate containment system.
iii. The container/enclosure holding hazardous waste should be marked 'Hazardous Waste' in
red colour in English/in Hindi and should bear the prescribed label.
iv. The occupier must take precautions to prevent any accidental ignition or reaction of
ignitable or reactive waste.
v. The containment system should be leak proof and able to drain / remove liquids.
vi. Units that store hazardous waste should do so in such a manner that it does not in any way
contaminate the environment or the ground water due to air/rain/seepage/leakage etc.

Hazardous Waste Types Hazardous commercial waste
i. Fluorescent tubes and CFL’s
ii. Fertilizers, herbicides, insecticides and pesticides
iii. Batteries and Electronics (TV, laptop, inverter, cell phones, desktop computer, fax machines, printers, MP3
player, cartridges, toner)
iv. Paint products (water bases, solvent based)
v. Automotive products (gasoline, motor oil, polish, wax)
vi. Universal materials (thermometers and thermostats)
vii. Needles and lancets
viii. Asbestos
ix. Disinfectants
x. Spot removers
xi. Gas cylinders
xii. Acids, Adhesives and glues
xiii. Ammunition and ammonia

PURPOSE
Hazardous waste means any waste which causes
danger to health or environment, whether alone
or when in contact with other waste.
The key objectives of these rules are to minimize
the hazardous waste in terms of quantity, to
dispose off as close to the source and reduce the
trans boundary movement.
Examples of household hazardous waste include:
i. Solvent-based paints.
ii. Pesticides and other garden chemicals.
iii. Batteries (for example car, mobile phone or regular household batteries)
iv. Motor oils (for example from cars or mowers)
v. Petrol and kerosene.
vi. Cleaning and polishing chemicals.
vii. Swimming pool or spa bath chemicals.

PURPOSE

The key objectives of these rules are to minimize
the hazardous waste in terms of quantity, to
dispose off as close to the source and reduce the
trans boundary movement.
Every occupier authorized under these rules, shall maintain a record of hazardous and other wastes
managed by him in Form 3and prepare and submit to the Delhi Pollution Control Board, an annual return
containing the details specified in Form 4on or before the 30th day of June following the financial year to
which that return relates.
NOTE: Fee for Consent to Establish under Orange Category: Minimum period of one year or as request by
the unit/ project proponent Fee for Consent to Operate/ Renewal under Orange Category is to be paid for
5 Years only
Storage
Storage of hazardous and other wastes
The occupiers of facilities may store the hazardous and other wastes for a period not exceeding ninety days
and shall maintain a record of sale, transfer, storage, recycling, recovery, pre-processing, co-processing and
utilization of such wastes and make these records available for inspection:

Provided that the State Pollution Control Board may extend the said period of ninety days in following
cases, namely:
(i) small generators (up to ten tonnes per annum) up to one hundred and eighty days of their annual
capacity;
(ii) actual users and disposal facility operators up to one hundred and eighty days of their annual capacity,
(iii) occupiers who do not have access to any treatment, storage, disposal facility in the concerned State;
or
(iv) the waste which needs to be specifically stored for development of a process for its recycling,
recovery, pre-processing, co-processing or utilisation;
(v) in any other case, on justifiable grounds up to one hundred and eighty days.

i. Copy of PAN Card of the unit
ii. Copy of Import/Export code issued by Govt. Of India.
iii. Copy of VAT/Sale Tax Registration
iv. Proof of registered office address of the unit
v. Authority letter (in original) to sign the application (except in case of proprietary concern)
vi. Proof of Possession of plot allotment order issued deed. In case of rental premises, rent agreement
and ownership proof of premises
vii. Undertaking regarding storage of material

Introduction to Hazardous Waste Authorization Provisions Hazardous Waste Authorization Every hazardous waste handling/generating unit has been made responsible for collection, reception, treatment, storage and disposal of the hazardous waste. Mandatory authorization from the DPCB is to be sought for collection, treatment, storage and disposal of hazardous Waste. Import and export of hazardous waste is not permitted for dumping and disposal. Import and export of HW is permitted as raw materials for recycling and reuse subject to the compliance of procedure prescribed involving the grant permission from MoEF for such import and export HW. Under these rules the HWGUs may also dispose their hazardous at a common disposal site(s) identified and finalized after a proper environmental impact assessment. Recyclers/re- refiners of non-ferrous metal, waste/used oil are required to register themselves with CPCB. Owner or occupier generating specified non ferrous metal waste or generating used oil or waste oil of 10 tons or more per annum are required to sell to auction such waste only to a registered re=refinet or recyclers. The implementation of the said rules is of utmost importance now a days in view of on going case before Hon'ble Supreme Court in which issues of national and international importance are being addressed. The high power committee constituted in pursuance of the court orders has suggested that all the industries involved in hazardous chemicals and generating hazardous wastes display online data outside the factory gate, on quantity and nature of hazardous chemicals being used in the plant as well as water and air emissions and solid wastes generating in the factory premises.   • 3. Pre-requisites for Hazardous Waste Common pre-requisites for obtaining authorization for storage under HW Rules i. Display of updated data outside the main factory gate in twoboards of size 6 feet x 4 feet both in English and in Hindi (the local language) ii. Storage facility should have appropriate containment system. iii. The container/enclosure holding hazardous waste should be marked 'Hazardous Waste' in red colour in English/in Hindi and should bear the prescribed label. iv. The occupier must take precautions to prevent any accidental ignition or reaction of ignitable or reactive waste. v. The containment system should be leak proof and able to drain / remove liquids. vi.   • 4. Hazardous Waste Types Hazardous commercial waste i. Fluorescent tubes and CFL’s ii. Fertilizers, herbicides, insecticides and pesticides iii. Batteries and Electronics (TV, laptop, inverter, cell phones, desktop computer, fax machines, printers, MP3 player, cartridges, toner) iv. Paint products (water bases, solvent based) v. Automotive products (gasoline, motor oil, polish, wax) vi. Universal materials (thermometers and thermostats) vii. Needles and lancets viii. Asbestos ix. Disinfectants x. Spot removers xi. Gas cylinders xii. Acids, Adhesives and glues xiii. Ammunition and ammonia xiv. Examples of household hazardous waste include: i. Solvent-based paints. ii. Pesticides and other garden chemicals. iii. Batteries (for example car, mobile phone or regular household batteries) iv. Motor oils (for example from cars or mowers) v. Petrol and kerosene. vi. Cleaning and polishing chemicals. vii. Swimming pool or spa bath chemicals.

Every occupier authorized under these rules, shall maintain a record of hazardous and other wastes managed by him in Form 3and prepare and submit to the Delhi Pollution Control Board, an annual return containing the details specified in Form 4on or before the 30th day of June following the financial year to which that return relates. NOTE: Fee for Consent to Establish under Orange Category: Minimum period of one year or as request by the unit/ project proponent Fee for Consent to Operate/ Renewal under Orange Category is to be paid for 5 Years only

Storage Storage of hazardous and other wastes The occupiers of facilities may store the hazardous and other wastes for a period not exceeding ninety days and shall maintain a record of sale, transfer, storage, recycling, recovery, pre-processing, co-processing and utilization of such wastes and make these records available for inspection: +91 9999 008 018 info@corpseed.com www.corpseed.com PURPOSE Hazardous waste means any waste which causes danger to health or environment, whether alone or when in contact with other waste. Provided that the State Pollution Control Board may extend the said period of ninety days in following cases, namely: (i) small generators (up to ten tonnes per annum) up to one hundred and eighty days of their annual capacity; (ii) actual users and disposal facility operators up to one hundred and eighty days of their annual capacity, (iii) occupiers who do not have access to any treatment, storage, disposal facility in the concerned State; or (iv) the waste which needs to be specifically stored for development of a process for its recycling, recovery, pre-processing, co-processing or utilisation; (v) in any other case, on justifiable grounds up to one hundred and eighty days.
