A contribution from systems theory and constructionism
Social work builds its identity on social problems. The goal is
to generate knowledge about causes, consequences and solu-
tions. However, there is a lack of theory of social problems.
We suggest that research on social problems can benefit
by ‘bringing the observer in’: Loseke’s constructionist frame-
work and Luhmann’s systems theory. According to Loseke,
social problems appear differently when constructed by dif-
ferent observers. Constructions vary in terms of morality,
conditions, victims/villains and solutions. From Luhmann we
learn that modern society consists of a multitude of social
systems (e.g. politics, science, economy etc.), each operating
with their own communicative codes. Combining both
approaches, we hypothesise that any social system constructs
its own (version of) social problems. Illustrating with
the empirical case ‘suicide among mentally ill people’, we
examine how a phenomenon is constructed differently as a
social problem by four different social systems: the disability
movement, politics, medicine and social work.

Introduction
The academic discipline social work builds its identity
on the study of social problems. The goal is to generate
knowledge about causes, consequences and potential
solutions for social problems. This knowledge is
expected to be useful to practitioners working with
clients affected by different adverse conditions. In
empirical social work research on poverty, discrimina-
tion, social exclusion, homelessness, juvenile delin-
quency, domestic violence and human trafficking, it is
usually taken for granted what the ‘social problem’ is.
The social problem is treated as a deplorable circum-
stance about which something must be done (Holstein
& Miller, 1993a). It is therefore considered to be a
deviation from a desirable condition (how society ought
to be), how exposed groups suffer from these condi-
tions (Gould & Baldwin, 2004; Healy, 2001; Korpi,
Nelson, & Stenberg, 2007; Payne, 2005b; Trevithick,
2007) and what social work practitioners need to take
into consideration when dealing with those bearing the
symptoms of such conditions.

ABSTRACT. Over the past 20 years business ethics in
Europe witnessed a remarkable growth. Today business
ethics is faced with two challenges. The first comes from
the social sciences and consultants who have both
reclaimed the topics of business ethics, regretfully often at
the loss of the proper ethical perspective. The second
comes from the remarkable rise of corporate social
responsibility which has pushed aside the mainstream
business ethics methodology with its emphasis on moral
deliberation by the individual. These challenges can be
tackled by an institutional transformation in business
ethics that links up to the long-standing European tradi-
tion of institutional analysis of the market. The second
remedy is an enlargement of the research agenda in
business ethics by coming closer to other parts of applied
ethics where the business ethics view is at this moment
grossly neglected.

From Europe to America and back:
the invention of business ethics
Both the greatest critics and the greatest advocates of
the free market often point out that the ‘‘moral
viewpoint in business’’ is an oxymoron. Morality does
not, should not or cannot have any business in busi-
ness because man is greedy beyond redeem or because
systemic pressure is relentless. Only strong (govern-
ment) regulation can and should curtail business in
order to safeguard our fundamental rights. Any
business ethicist, who was confronted with this type
of remarks, knows how to rebut these comments as a
mantra learned by heart. Even if man has fundamental
rights, these rights do not overrule morality, but
presuppose it. And if the last 50 years have given us
any macro-sociological truth, it is that ‘the state’ or
‘the system’ is not going to save us – at least not
without humans helping them and helping them-
selves. What is more, systemic power is not com-
pletely beyond societal control and not so relentless
that the actor perspective becomes completely trivial,
as man cannot be reduced to greediness, even if self-
interest can become at times quite dominant.
As much as business can never do without ethics,
‘‘business ethics’’ as an academic discipline is a rare
breed. It is in a sense surprising that it could develop
in Europe at all (van Luijk, 2006, p. 7). In the 60s and
70s many people were quite critical of ‘‘the corporate
interest’’ and the ‘‘profit motive’’ as such. Societal
problems such as pollution, structural poverty and
over-consumption were squarely blamed on business
but ‘‘business ethics’’ was not seen as part of the
solution by these critics. On the contrary, it was
perceived as a cover up meant to lure the public into
believing that the market and the businessman could

This paper proposes a theoretically grounded and methodologically
rigorous conceptualisation of state collapse. It seeks to overcome sev-
eral key deficits of research into fragile, failed and collapsed states,
which is often criticised as normatively problematic and methodologi-
cally deficient. We argue that this is a worthwhile topic to study but
that scholarly inquiry needs to become more systematic and focus on
extreme cases of state collapse. Following a Weberian institutionalist
tradition, we disaggregate statehood into three dimensions of state
capacity: making and enforcing binding rules, monopolising the
means of violence and collecting taxes. We then propose a set of
indicators as well as a mode of aggregation based on necessary and
sufficient conditions. Our framework identifies 17 cases of state
collapse in the postcolonial era.

Introduction
The state is back. After being out of fashion for decades, the institution of the
state is now perceived as a source of peace and well-being. Consequently ‘state
fragility’ and ‘state collapse’ are thought to be a challenge to security and
development in the global South. However, more work needs to be done to
improve the analytical viability of these buzzwords.
This paper takes two recent critiques as points of departure. The first is that
looking at state fragility in the broadest sense makes the concept too difficult to
operationalise and lumps together very different phenomena underneath the
same umbrella. Authors like Call and Ulfelder have therefore advocated a focus
on more extreme and clear-cut cases, tightening the scope of inquiry from frag-
ile states to collapsed states.1 A second critique holds that current approaches
are insufficiently theorised.2
To rectify these problems, this paper proposes a conceptualisation of state
collapse that is theoretically grounded and methodologically rigorous. We argue
that ‘state fragility’ is a worthwhile topic to study but that scholarly inquiry
needs to become more systematic. To this end, we develop a concept of state

A contribution from systems theory and constructionism
Social work builds its identity on social problems. The goal is
to generate knowledge about causes, consequences and solu-
tions. However, there is a lack of theory of social problems.
We suggest that research on social problems can benefit
by ‘bringing the observer in’: Loseke’s constructionist frame-
work and Luhmann’s systems theory. According to Loseke,
social problems appear differently when constructed by dif-
ferent observers. Constructions vary in terms of morality,
conditions, victims/villains and solutions. From Luhmann we
learn that modern society consists of a multitude of social
systems (e.g. politics, science, economy etc.), each operating
with their own communicative codes. Combining both
approaches, we hypothesise that any social system constructs
its own (version of) social problems. Illustrating with
the empirical case ‘suicide among mentally ill people’, we
examine how a phenomenon is constructed differently as a
social problem by four different social systems: the disability
movement, politics, medicine and social work.

Introduction
The academic discipline social work builds its identity
on the study of social problems. The goal is to generate
knowledge about causes, consequences and potential
solutions for social problems. This knowledge is
expected to be useful to practitioners working with
clients affected by different adverse conditions. In
empirical social work research on poverty, discrimina-
tion, social exclusion, homelessness, juvenile delin-
quency, domestic violence and human trafficking, it is
usually taken for granted what the ‘social problem’ is.
The social problem is treated as a deplorable circum-
stance about which something must be done (Holstein
& Miller, 1993a). It is therefore considered to be a
deviation from a desirable condition (how society ought
to be), how exposed groups suffer from these condi-
tions (Gould & Baldwin, 2004; Healy, 2001; Korpi,
Nelson, & Stenberg, 2007; Payne, 2005b; Trevithick,
2007) and what social work practitioners need to take
into consideration when dealing with those bearing the
symptoms of such conditions.

ABSTRACT. Over the past 20 years business ethics in
Europe witnessed a remarkable growth. Today business
ethics is faced with two challenges. The first comes from
the social sciences and consultants who have both
reclaimed the topics of business ethics, regretfully often at
the loss of the proper ethical perspective. The second
comes from the remarkable rise of corporate social
responsibility which has pushed aside the mainstream
business ethics methodology with its emphasis on moral
deliberation by the individual. These challenges can be
tackled by an institutional transformation in business
ethics that links up to the long-standing European tradi-
tion of institutional analysis of the market. The second
remedy is an enlargement of the research agenda in
business ethics by coming closer to other parts of applied
ethics where the business ethics view is at this moment
grossly neglected.

From Europe to America and back:
the invention of business ethics
Both the greatest critics and the greatest advocates of
the free market often point out that the ‘‘moral
viewpoint in business’’ is an oxymoron. Morality does
not, should not or cannot have any business in busi-
ness because man is greedy beyond redeem or because
systemic pressure is relentless. Only strong (govern-
ment) regulation can and should curtail business in
order to safeguard our fundamental rights. Any
business ethicist, who was confronted with this type
of remarks, knows how to rebut these comments as a
mantra learned by heart. Even if man has fundamental
rights, these rights do not overrule morality, but
presuppose it. And if the last 50 years have given us
any macro-sociological truth, it is that ‘the state’ or
‘the system’ is not going to save us – at least not
without humans helping them and helping them-
selves. What is more, systemic power is not com-
pletely beyond societal control and not so relentless
that the actor perspective becomes completely trivial,
as man cannot be reduced to greediness, even if self-
interest can become at times quite dominant.
As much as business can never do without ethics,
‘‘business ethics’’ as an academic discipline is a rare
breed. It is in a sense surprising that it could develop
in Europe at all (van Luijk, 2006, p. 7). In the 60s and
70s many people were quite critical of ‘‘the corporate
interest’’ and the ‘‘profit motive’’ as such. Societal
problems such as pollution, structural poverty and
over-consumption were squarely blamed on business
but ‘‘business ethics’’ was not seen as part of the
solution by these critics. On the contrary, it was
perceived as a cover up meant to lure the public into
believing that the market and the businessman could

This paper proposes a theoretically grounded and methodologically
rigorous conceptualisation of state collapse. It seeks to overcome sev-
eral key deficits of research into fragile, failed and collapsed states,
which is often criticised as normatively problematic and methodologi-
cally deficient. We argue that this is a worthwhile topic to study but
that scholarly inquiry needs to become more systematic and focus on
extreme cases of state collapse. Following a Weberian institutionalist
tradition, we disaggregate statehood into three dimensions of state
capacity: making and enforcing binding rules, monopolising the
means of violence and collecting taxes. We then propose a set of
indicators as well as a mode of aggregation based on necessary and
sufficient conditions. Our framework identifies 17 cases of state
collapse in the postcolonial era.

Introduction
The state is back. After being out of fashion for decades, the institution of the
state is now perceived as a source of peace and well-being. Consequently ‘state
fragility’ and ‘state collapse’ are thought to be a challenge to security and
development in the global South. However, more work needs to be done to
improve the analytical viability of these buzzwords.
This paper takes two recent critiques as points of departure. The first is that
looking at state fragility in the broadest sense makes the concept too difficult to
operationalise and lumps together very different phenomena underneath the
same umbrella. Authors like Call and Ulfelder have therefore advocated a focus
on more extreme and clear-cut cases, tightening the scope of inquiry from frag-
ile states to collapsed states.1 A second critique holds that current approaches
are insufficiently theorised.2
To rectify these problems, this paper proposes a conceptualisation of state
collapse that is theoretically grounded and methodologically rigorous. We argue
that ‘state fragility’ is a worthwhile topic to study but that scholarly inquiry
needs to become more systematic. To this end, we develop a concept of state

Dandelion Hashtable: beyond billion requests per second on a commodity server
This slide deck presents DLHT, a concurrent in-memory hashtable. Despite efforts to optimize hashtables, that go as far as sacrificing core functionality, state-of-the-art designs still incur multiple memory accesses per request and block request processing in three cases. First, most hashtables block while waiting for data to be retrieved from memory. Second, open-addressing designs, which represent the current state-of-the-art, either cannot free index slots on deletes or must block all requests to do so. Third, index resizes block every request until all objects are copied to the new index. Defying folklore wisdom, DLHT forgoes open-addressing and adopts a fully-featured and memory-aware closed-addressing design based on bounded cache-line-chaining. This design offers lock-free index operations and deletes that free slots instantly, (2) completes most requests with a single memory access, (3) utilizes software prefetching to hide memory latencies, and (4) employs a novel non-blocking and parallel resizing. In a commodity server and a memory-resident workload, DLHT surpasses 1.6B requests per second and provides 3.5x (12x) the throughput of the state-of-the-art closed-addressing (open-addressing) resizable hashtable on Gets (Deletes).

Integration with BrainChip’s Akida neuromorphic hardware IP further enhances TENNs’ capabilities, enabling the realization of highly capable, portable and passively cooled edge devices. How information systems are built or acquired puts information, which is what they should be about, in a secondary place. Our language adapted accordingly, and we no longer talk about information systems but applications. Applications evolved in a way to break data into diverse fragments, tightly coupled with applications and expensive to integrate. The result is technical debt, which is re-paid by taking even bigger "loans", resulting in an ever-increasing technical debt. Software engineering and procurement practices work in sync with market forces to maintain this trend. This talk demonstrates how natural this situation is. Power Grid Model
The global energy transition is placing new and unprecedented demands on Distribution System Operators (DSOs). Alongside upgrades to grid capacity, processes such as digitization, capacity optimization, and congestion management are becoming vital for delivering reliable services.
Power Grid Model is an open source project from Linux Foundation Energy and provides a calculation engine that is increasingly essential for DSOs. It offers a standards-based foundation enabling real-time power systems analysis, simulations of electrical power grids, and sophisticated what-if analysis. In addition, it enables in-depth studies and analysis of the electrical power grid’s behavior and performance. This comprehensive model incorporates essential factors such as power generation capacity, electrical losses, voltage levels, power flows, and system stability.
Power Grid Model is currently being applied in a wide variety of use cases, including grid planning, expansion, reliability, and congestion studies. It can also help in analyzing the impact of renewable energy integration, assessing the effects of disturbances or faults, and developing strategies for grid control and optimization.

Crises in Capitalism From a statement released by students occupying Athens Law School, February 8, 2012: When we say that the crisis is structural and systemic we mean that the structures of the political economy have reached an end, that their very core has come under attack — that is, the process of value production. It is clear that for capital, we are spareable (see the sky-rocketing unemployment figures) and that at this point, the reproduction of labour force is merely an obstacle in the process of capital accumulation. The monetary-debt crisis, that is, the replacement of wages with loans, and the inability of issuing of loans, lead the system into a vicious circle of unsustainability. This happens, because it places under questioning the value of work itself, that is, the same relationship through which those from below would fit into the roles of the system.
