EduMAP IDSS
• Is a prototype of a software tool that is designed to help
policymakers in their daily work
• Main purpose of EduMAP IDSS is to narrow the gap between demand
and supply of adult education
• Target group of EduMAP IDSS is policy makers who work for young
adults in EU area that can be considered vulnerable
• Uses data that is collected from individuals
• Data is provided by Statistics Finland, Eurostat and EduMAP
questionnaires
The project is funded by the European
Union’s Horizon 2020 Research and
Innovation Programme, Contract No.
693388
Logic of an ideal EduMAP IDSS (1/3)
1. Search the potential vulnerable adult learners from an area provided by
a policy maker
2. Search suitable educations from area in question that are probably the
”best” for the group found earlier (”best” can be varied)
3. Propose the most promising education alternatives to the policy maker
4. Policy maker selects one or more alternatives from the proposed
educations
5. Policy maker reports the possibility of educations to the potential adult
learners
6. Potential learners or their significant others reply whether they are
interested in participating the educations or not
The project is funded by the European
Union’s Horizon 2020 Research and
Innovation Programme, Contract No.
693388
Logic of an ideal EduMAP IDSS (2/3)
7. On the basis of the replies from potential learners, the policymaker
makes a decision whether to implement the proposed education or
not
8. If the implementation of selected education seems reasonable it will
be implemented
9. If implementation seems not resonable, the policymaker can renew
his/her search for reasonable educations.
10. If the education will be implemented, its impact will be tracked
The project is funded by the European
Union’s Horizon 2020 Research and
Innovation Programme, Contract No.
693388
Logic of an ideal EduMAP IDSS (3/3)
11. Quality and impact of implemented educations will be recorded

Union’s Horizon 2020 Research and
Innovation Programme, Contract No.

More intelligence into IDSS
• After several implementations we have data that can be used to
automate the IDSS such that the amount of human intervention can
be reduced. (Now we are in the situation from where industrial
IDSSs start from!)
• Example:
place Target group content duration success
School A immigrants language A 3 weeks yes
School B hearing impaired Guitar 101 1 week no
Table 1. Observation matrix of implemented educations

Union’s Horizon 2020 Research and
Innovation Programme, Contract No.

Logic of EduMAP IDSS
• Enables the policymakers to see certain statistics about people in a
selected area
• Enables the policymakers to see what kind of education could be
useful for people in a selected area
• Enables the policymakers to see educational statistics from Eurostat
• Enables the policymakers to see a sample of what kind of best
practices are used in EU area
• Enables the policymakers to see how different stakeholders talk about
adult education

Union’s Horizon 2020 Research and
Innovation Programme, Contract No.

About intelligence
• In our pilot system we have used ”Artificial intelligence” in two places
1. Searching the potential vulnerable (SOM)
2. Proposing the useful educations (Number of working days given ISCED)
• AI could be used also in the following cases
1. Predicting a person’s vulnerability in the future (Home at age 16)
2. Predicting the way how people with different personality traits get along
with each other (Steven Reiss)
The project is funded by the European
Union’s Horizon 2020 Research and
Innovation Programme, Contract No.

Self organizing map made three distinct clusters from 900 000 Finnish individuals. Inside the
three groups there are differences in many variables that may indicate vulnerability

About participation (1/3)
• Certain parts of activity or participation of an individual can be seen
from longitudinal data
• If there is a change in a data of an individual, it may indicate that
something positive has happened
About participation (2/3)
Figure 1. Development of the highest degree in three groups
Results of self organizing map.
Different school paths starting
at age 16 and ends at age 30.
Red school path is a path of those
Who may benefit from
adult education.
ISCED level 3 education is usually
reached at age of 19.
About participation (3/3)
1. Pecentage of employed
2. Percentage of unemployed
3. Percentage of Students
4. Percentage of Retired
5. Percentage of servicemen
6. Percentage of work retired
7. Percentage of other ouside

EduMAP IDSS
Aim:
To build a prototype of an intelligent decision support system for
policymakers and other stakeholders which brings together information in
the fields of adult education, labour market and demography in order to
address the needs of vulnerable young adults.
Prerequisities:
Data + feedback
EduMAP IDSS-process
The core process of the EduMAP IDSS:
1. User selects a target group
2. System gives supporting information for possible decisions
3. System gives recommendations based on user selections
User selects a target group
System provides decision support statistics
based on user selection
System gives recommendations
EduMAP IDSS-website provides also…
• An example of a feedback mechanism
• General statistics about adult education, labour market and demography
• Reports
• Good practices
