This document discusses developing a path dependent model of the national innovation system for a small country. It aims to account for latecomer advantages and ensure sustainable economic development. It poses questions about how path dependency affects national innovation systems and how small countries can utilize latecomer advantages. The document proposes examining innovation capabilities, education, and public policy as they relate to the economic, education and political systems. It will develop concepts of the national innovation system and discuss applicability in different country groups. The theoretical perspective is that innovation and learning are socially embedded processes.
