Three external barriers to innovation are regulations, lack of funding, and market uncertainty. To reduce these barriers, governments could lessen regulations and companies could invest more in research. While the US was a leader in innovation in the 20th century, other countries now invest heavily in technology. To maintain leadership, the US president could increase funding for research, education, and infrastructure to continue developing new technologies.
