The document discusses the potential for e-government practices to uplift societies through the use of information and communication technologies (ICT). It argues that ICT solutions must address locally contextualized problems, as problems are experienced differently in various local settings. Effective e-government requires that technologies, policies, and services are meaningful to the local context and address issues relevant to that community. Governance structures and institutions must also match local needs and conditions in order to build legitimacy and trust in e-government initiatives.

What are the EU and member states doing to address digital literacy?eLearning Papers
Authors: Kerstin Junge, Kari Hadjivassiliou.
In 2006, EU member states set themselves an ambitious objective: to half the digital literacy gaps between ‘at risk groups’ and the average population by 2010. Having committed themselves to turning Europe into the most competitive knowledge-based economy in the world by the end of the decade, it became important to ensure that people were not going to be left behind and that employers have access to the skills driving the anticipated economic growth.

eAdoption refers to how people learn to become ICT users. ‘Digital inclusion’ however is a more complex status, related to people's participation in communities and in other dimensions of society, based on knowledge.
This deck presents a range of models for thinking about digital government and its structure. The models stem from the fields of management, system dynamics and enterprise architecture and are applied in a governmental context

22. The use of information and communication technologies (ICT) is
rapidly changing our societies and problems experienced by
individuals and societies can be solved in new creative ways. The
use of ICT is always related to the local context and has to
address issues relevant there and than. When governments use
ICT and provide services on-line to citizens and others it is labeled
e-government. Thus the use and meanings of e-government will
develop in line with the governmental structures and institutions in
the specific setting. e-governmental practices will be local and
have to focus on local problems regardless if it is about equality,
corruption prevention, education or what ever is seen as a local
relevant problem. This talk will focus on the use of e-government
to uplift societies and form democracy that becomes sustainable
in a local meaning.
