1. Website of PVVNL
The web-site of PWNL is www.pvvnl.org. The details regarding the tender process shall be available on
the same. The eligible bidders should visit the website from time to time and get the status updates. All
details uploaded on the website from time to time shall be deemed to have been provided to all the bidders.
2. Tender Documents Volume-I (Instruction.to Bidder, General Condition of Contract, Special Condition of
Contract, Pre Qualifying Requirement, etc), Volume-II ( Project Management System, Quality Assurance
& Evaluation Mechanism & Bid Forms) and Volume-III (Technical Specifications I Drawings and
Schedules& Annexure of Price Bid) are to be downloaded from PWNL website: www.pvvnl.org
3. If any modification/amendments in Standard Bidding Documents (SBD)of DDUGJY/IPDSis proposed by
REC/PFC/UPPCL/PVVNLprior to the notified date for opening of tenders, such revision/amendment, if any,
shall be uploaded on PWNL website www.pwnl.org as amendment/addendum to the specification
maintaining reasonable time schedule for preparation of tender by the bidders. In order to provide
prospective bidders reasonable time in which to take the amendment into account in preparing their bids,
the utility may, at its discretion, extendthe last date for the receipt/opening of tenders. The eligible
bidders should visit the website from time to time and get the status updates. All details uploaded on the
website from time to time shall be deemed to have been provided to all the bidders. PVVNLshall not be
responsible for any error in the evaluations of their documents of their tender on this account. Hence
Interested bidders are requested to keep watch PVVNL website www.pwnl.org and E-tender portal
http://etender.up.nic.in for any information and corrigendum, important notice, etc.
4. Corrigendum
Should the Utility deem it necessary to amend the tender document, it shall do so by uploading the
corrigendum on the website. At any time prior to the deadline for submission of the tender, the Utility
may amend the tender document by issuing corrigenda. In order to provide prospective Bidders
reasonabletime in which to take the amendment into account in preparing their bids, the Utility can, at its
discretion, extend the last date for the receipt of tender document.
S. Submission of Tender
Two Hardcopiesand 1 Softcopy in CDshould be submitted. Eachtechnical proposal should be marked
"Original" or "Duplicate" asappropriate. Eachpart shall be kept in double covers inner ones being sealed.
All envelops must display the name of the bidder and its address. If there are any discrepancies between
the original and the duplicate copies of the Proposal,the original prevail. In the event of any discrepancy
between the hard copy and soft copy, the 'hard copy shall prevail.
i) Eachand every page of the documents submitted in Part-I (Tender fee, EMD and techno-commercial
bid) should be duly signed & stamped invariably.
ii} The bidder should submit signed and stamped hard copy of each page of Schedules & Annexures of
Price Bid (in Volume-III) in a different sealed envelope along with its soft copy.
2. 6. Email of the Bidder: The bidder will have to quote e-mail address of the firm along with name and mobile
numbers of the key persons. Any correspondence done after opening the bid bye-mail mentioned in the
offer only shall be treated asvalid.
E-Tendering :-
7. The bidding shall be on e-tendering basis- The Price Bid shall be uploaded by the bidder electronically on
Uttar Pradeshe-tender portal http://etender.up.nic.in on due date and time for submission of bids. The
interested bidders are requested to get the digital signature registered with UP Government, e-
procurement portal http://etender.up.nic.in . In this regard the bidders may contact UP Electronics

8. Tender Documents will not be sold manually. Detail tender document will be available on PWNL
Website http://www.pvvnl.org. Price bid will he available online at http://etender.up.nic.in
9. Tender cost as specified in NIT, will be submitted in the form of Demand Draft issued in favour of
Superintending Engineer (HQ), PWNL, Meerut payable at Meerut. Cash, Cheque and Postal Order shall
not be acceptable.
10. Submission of Techno-Commercial Bid-: The techno-commercial bid shall be submitted at PWNL Head
Quarter manually along with Tender Fee and EMD. Tenders/Bids of firms who do not submit the techno-
commercial bid along with Tender Fee and EMD shall not be considered for Price Bid Opening.
11. Submission of Financial Bid on E-tender: Price bid (Part-II, financial bid) shall compulsorily be filled
on e-tender website: (http://etender.up.nic.in) failing which the Bid shall be treated as cancelled.
12. The price bid uploaded on E-tender website shall only be considered for selection of the lowest bidder.
13. The Price Bid template must not be modified/replaced by the bidder and the same should be uploaded
after filling the relevant columns and validating the sheet, else the offer of the bidder is liable to be
rejected. Bidders shall refer summary of Schedules & Annexures of Price Bid (in Volume-III) while filling
rates on Price Bid template.
