What is Illiterates ?
IllIlliteracyiteracy is traditionally
defined as the non ability to read and
write, with understanding, a short,
simple statement.
 The result of the reading test is recorded as one of three
outcomes:
1) cannot read at all;
2) able to read only parts of the sentence; or
3) able to read the whole sentence.
 In UIS statistics based on such reading tests, only persons
who can read an entire sentence are counted as literate.
Respondents who cannot read or who can read only parts
of a sentence are considered illiterate.
