Globalization has impacted academic disciplines and their boundaries. In the past,
universities were conceived of as institutions which would contribute to the creation and
maintenance of a national culture. Universities exist for creation and transmission of
knowledge. Dialogues, arguments, questioning are important part of academic freedom
and act as a necessary tool for creation of knowledge. We feel uncertain and lacking in
confidencesometimes,becausewedonotfeel"athome"inthenewdisciplinewewantto
engage with. However "home" and, by implication, one's home discipline, is not a static
location or entity. The purity of disciplines has also been eroded by the rise of new "inter-
disciplines"; and inter-faces between areas such as gender studies, information studies
and environmental studies, cultural studies, feminism, psychoanalysis, social sciences,
computing sciences, have emerged. I hope that our university will make a special effort to

7. As per HEC Haryana letter No. KW-18/158-2009 (UNP-1) dated 18.8.2010; two seats in each
course offered at IGU, Meerpur, Rewari are reserved for the students of Meerpur village, Distt.
Rewari where the intake of students is around 50. In case, the intake is more than 50 in any
course, then two seats in every block of 50 could be added.
8. One additional seat in each course/programmes offered in the University Teaching
Departments, Indira Gandhi University, Meerpur, Rewari (except AICTE courses/programmes)
for single girl child of her parents. Such candidates are required to submit an affidavit on
stamp paper worth Rs. 20/- duly attested by 1st Class Magistrate, to be obtained from the
parents for the purpose, as per specimen of the affidavit at Appendix-'Q'.
Note :
1. There will be two additional seats for students of Meerpur village where intake is 50.
2. There will be two additional seats for students of Kashmiri Migrants where intake is 60.
3. There will be one Supernumerary Seat for a Single Girl Child of her parents for all
programmes (except ACITE programmes).
9. Admission against the additional seats in point 1 to 8 shall be made on the basis of marks in
the qualifying examination and candidates will not be required to appear in the entrance
examination wherever prescribed. They are required to apply on separate application form to
the concerned Department/Institute by the date notified in the schedule of admissions along
with all documents / testimonial. However, if any of the candidate wants to seek admission
. against General Category quota, he/she shall be required to appear in the Entrance
Examination wherever prescribed after filling separate Application Form by due date.
Eligibility conditions will be same as applicable to the General Category candidates.

1. The Candidates are advised to read the Information Brochure carefully before filling the online
ApplicationForm.
2. The University has adopted online procedure for admission during the academic session 2017-18. The
Information Brochure is also available on cash payment at the information counter, Indira Gandhi
University,Meerpur,Rewari(Haryana).
3. ThecandidatesarerequiredtopayRs.800/-incaseofgeneralcategorycandidatesandRs.200/-incaseof
SC/BC of Haryana only through E-challan of HDFC Bank and internet banking at the time of submission of
online admission form. The SC/BC candidates belonging to states other than Haryana will be treated as
General Category candidates for all purposes. A candidate can apply for admission to as many number of
courses as he/she desires. Separate application form for admission in each course shall be filled after
payingseparatefeeforeach.
4. Allthecandidateswillberequiredtosubmitseparateapplicationforadmissiontovariouscourses.
5. All the candidates will be required to produce the proof of having passed the qualifying examination
atleast three days before the date of display of merit list except for the courses where admissions are
made purely on Entrance Test basis. In the later cases, the candidates shall produce all documents at the
timeofcounseling.
6. Theattestedcopiesofcertificates/testimonialsofalltheexaminationspassedbythecandidatefrom10th
Standard onwards/other documents and latest Character Certificate should be appended to the
computergeneratedapplicationformtobesubmittedtotheconcernedDepartment/Institute/Officeron

1. The last date for receipt of hard copy of the Admission Forms duly complete in all respects
along with all documents in the office of the Department concerned is 10.07.2017 (upto 5:00
p.m.includingthosereceivedbypost).
The University will not be responsible for any delay in postal transit/through courier services
Admission Form and other details are also available on the University website (www.igu.ac.in ). The
Admission Form will be accepted only during working hours on working days, i.e., from Monday to
Friday, except holidays. In case the last date for receipt of Admission Forms happens to be a holiday
orthatdayisdeclaredaholidaybytheUniversity,thenextworkingdaywillbeconsideredasthelast
dateforthepurpose.
2. The candidates who have not received the Admit Cards are advised to contact the
Chairperson/office of Department concerned before the date of Entrance Test. Any change will be
notified on notice board and the same will also be uploaded on the University website, which shall
deemedtobenotified.
3. A candidate allowed to appear in the Entrance Test provisionally, cannot claim admission
whatsoeverbehis/herrankinthetest,iffoundineligibleonverificationofdocuments/certificates.
4. If at any stage it is found that the candidate has supplied incomplete and/or false and/or incorrect

7. A Student from any other University recognized by I.G. University, Meerpur or from a Board of

issue the migration certificate) to show that the University or Board has no objection to his/her
joining this University and he/she will have to submit the same up to 31st December of the year in

ii) A Question Booklet Number and Booklet Code (A or B or C or D) are given on the front page of the
Question Booklet. The examinees must write the Number and the Code carefully in the appropriate
places on the OMR/Answer Sheet. The examinee must ensure that the same Sr. No. of Question
BookletandO.M.R.Sheetaregiventohim/herbeforefillinguptheparticulars.
iii) The examinee must affix his/her signature on the front page of the Question Booklet at the place

11.RoughWork
The examinees should not do any rough work or writing work on the OMR Answer Sheet/Paper
Answer Sheet. Rough work, if any, may be done in the Test Booklet itself. The following procedure
shallbefollowedintheExaminationHall:-
i) No candidate will be allowed to enter the Examination Hall 15 minutes after the
commencementoftheexamination.
ii) NocandidatewillbeallowedtoleavetheExaminationHallbeforetheexpiryoftime.
iii) The doors of Examination Hall will be opened 30 minutes before the time fixed for
commencementoftheExamination.
iv) EachexamineewillbegivenasealedTestBookletwithanAnswerSheet10minutes b e f o r e t h e
commencementoftheExamination.
v) Theexaminees,immediatelyonreceiptoftheTestBooklet,willfillintherequired particulars with
theballpoint(blackorblue)penonlyonitscoverpage.
vi) The examines shall notopen the Test Booklet until asked to do soby the Invigilator. Use of
calculators, slide rules or log tables, books, papers, cellular phones or any other electronic device,
etc.isnotallowed.
vii) The Examination will start exactly at the appointed time. The Invigilator will make an
announcement to this effect. The examinees should start writing only after the announcement of
theInvigilator.
viii) TheInvigilatorwillcheck'AdmitCard'ofeachexamineeduringtheExaminationto satisfy himself
about eachofthem.This'AdmitCard'mustbedepositedwiththeInvigilatoronduty.TheInvigilator
willalsoputhissignatureintheplaceprovidedinthequestionbookletandOMRAnswerSheet.
ix) The examinees shall bring their own ball point pens (blue or black), eraser, and foot -rule. These
itemswillnotbesuppliedbytheUniversity.
x) After completing the test and before handing over the Test Booklet and Answer Sheet, the
examinees must check again that all the particulars required in the Test Booklet and the Answer
Sheetshavebeencorrectlywritten.
xi) AsignalwillbegivenatthebeginningoftheExaminationandathalf-time.Asignalwillalsobegiven
beforetheclosingtimewhentheexamineesmuststopmarkingresponses.
12. Punishment for use of Unfair Means If any candidate is found guilty of any breach of rules
mentioned in the Information Brochure or guilty of using unfair means, he/she will be liable to be
punishedaccordingtotheAct,Statutes,Ordinances,andRules&RegulationsofI.G.U.,Meerpur.
13. Re-Checking
There shall be no re-checking or re-evaluation of answer sheets of the Entrance Examination. No
requestinthisregardshallbeentertained.
14. If any person(s) or officer(s) or official(s) dealing with the conduct of Entrance Examination is found
indulged in any act that would result in the leakage of the question paper(s) or renders help directly
or indirectly in the use of unfair means in the examination, he/she shall be liable to be prosecuted
undertheIndianPenalCode.
15. LegalJurisdiction: -
All disputes pertaining to the conduct of Entrance Examination and admissions shall fall within the

5. Only those candidates who have permanent disability of not less than 40% (being otherwise fit for admission
to the course) will be considered for admission as Physically Handicapped. They will submit a certificate from
the competent authority as per Appendix-H. Disability Certificate shall, however, be subject to verification
by a Medical Board to be constituted by the University. The decision of Medical Board in this regard shall be
final.
6. Children or Wards of Military Personnel (including personnel of Para -Military Forces killed in Action or
PermanentlyDisabledinActionand BoardedOut fromtheServicesorEx -Servicemenand theirwards willbe
considered for reservation. They will submit a certificate as per Appendix-F. The following categories of
personnel of Territorial Army are included in the definition of Ex - Servicemen in terms of the State Govt.

7. A candidate who applies for a reserved category or for both, reserved and general categories, will be
considered first in general category. In case, he is not selected in general category, he will be considered for
reservecategory.
The Scheduled Castes/Backward Classes candidates who get selected /admitted in Educational
/Professional/ Technical Institutions and Universities in open competition on the basis of their own merit,
will not be counted against the quota reserved for scheduled caste/ backward classes, rather they will be
treated as open competition candidates. However, such candidates shall fulfill condition of eligibility
regarding age etc. as are meant for general category candidates (Memo No.13864-75 dated 24.8.2012
receivedfromthePrincipalSecretary toGovt.ofHaryana,WelfareofScheduledCasteandBackwardClasses,
Department,Chandigarh).
8. If a candidate belongs to more than one reserved category, he/she shall be required to give his/her
preferenceatthetimeoffillinguptheadmissionform.Preferenceoncegivenshallnotbechanged.
9. If any seat remains vacant in sub-categories of BC(A) and BC(B), the same will be filled up through the
candidates belonging to other sub-category in BC. For example, if any seat in BC(B) category remains vacant,
thesamewillbefilledupfromBC(A)categoryandvice-versa.
10. Benefit of reservation will be given to all the reserved categories upto 3rd counseling according to the
reservation policy given in the Information Brochure. In case at the time of 3rd counseling the reserved seats
of various categoriesremainvacant and no eligiblecandidates of the reserved categoriesare available,these
vacant seats may be thrown open to Haryana General Category with the approval of the Vice-Chancellor. In
case, the seats in Haryana General Category remain vacant at the end the same will be thrown open to All
IndiaOpenCategorywiththepermissionoftheVice-Chancellor.

Thefollowingprocedureshallbefollowedforselectionofthecandidatesforadmissiontovariouscourses:
1. Mere possession of the prescribed academic qualifications does not entitle a candidate for
admission to the course. Candidates would be required to fulfill all the conditions as spelt out in the
InformationBrochure.
2. Merit list of all the eligible candidates shall be prepared as per criteria given in the Information
Brochure and shall be displayed on the Notice Board of the Department/Institute concerned on the
date(s)givenintheInformationBrochure.
3. Iftwoormorecandidatessecureidenticalmarksinthemerit,theirrelativemeritwillbedetermined
by the marks obtained by them in the qualifying or equivalent examination. In case the marks in the
qualifying or equivalent examination are also identical, the candidate senior in age will be given
preference.
4. Counseling for admission to be made by Indira Gandhi University, Meerpur to the
courses/programme directly will be held in the Department concerned as per “Counseling
Schedule” given in the Chapter – “Counseling Schedule 2017-18” of Information Brochure. No
separatecommunicationshallbesentinthisregard.
5. All the eligible candidates shall be required to appear personally before the Counseling Committee
for verification of documents and checking of eligibility strictly according to the Counseling
Schedule given in the Information Brochure before the admission to the programme is made. They
will be called for counseling one by one in order of merit. Counseling will be closed as soon as all the
seatsineachcategoryarefilled.
6. Any candidate, who fails to turn up for Counseling at his/her turn, will be considered for the
remaining seats at the time he/she reports for counseling. But no relaxation shall be given if the
candidatefailstoappearbeforetheCounselingCommitteeonthefixeddate/time.
8. The candidate, admitted during the counseling, shall deposit the fee within 3 days including the day
of counseling itself with the University Cashier/Bank, failing which his/her admission shall stand
cancelled.
9. Vacant Seats after every round of counseling, shall be displayed on the Notice Board of the
Department/Instituteonthedate(s)giveninthe“CounselingSchedule”.
10. Those candidates, who do not get admission in one round of counseling, shall be eligible for
admissioninsubsequentround,ifseatsareavailable.
11. Vacant seats in one round of counseling will be filled up in the subsequent round of counseling. The
number of vacant seats shall be displayed on the Notice Board of the Department/Institute on the
date(s)giveninthe“CounselingSchedule”
12. Thevacantseatsafter2ndroundofcounselingshallbefilledupbytheUniversityinaccordancewith
theguidelinestobedecidedbytheauthoritiesconcerned.
13. Admission on the seats earmarked for Kashmiri Migrants/NRIs/sports quota/ cultural activities
quota/any other reserved quota will be made on the basis of marks in the qualifying examination.

1. If the admission of a student is cancelled by the University for no fault of his/her, the fees and other
dues paid by him will be refunded except the Admission Fee, provided the application to this effect
duly recommended by the Head of the Department concerned is received in the University Office
within one month of the date of the letter conveying the cancellation of admission. The application for
the refund of dues submitted beyond the time limit prescribed above may be considered with
permissionoftheVice-Chancelloronmerit.
2. TheUniversityemployees/theirwards/spousesincludingthewardsofretiredemployeesandwardsof
employeeswhodieinharnessshallbeentitledtothefollowingconcessions:
a. FullTuitionfeeconcession.
b. Threefourth(¾)oftheDevelopmentFee.
3. If a candidate after having been admitted to the first year of a course, leaves the course without
attending any class and he/she applies for refund of fee within 7 days of the date of admission, the fee
paidbyhim/hershallberefundedafterdeductingRs.1000/-.
It is further provided that if a candidate after having been admitted to the first year of a course
withdraws his/her candidature and the seat vacated by him/her is subsequently filled up from the
waiting list, the fee paid by him/her shall be refunded after deducting 15% of the fee paid by him/her
subjecttoaminimumofRs.1000/-.
Itisalsofurtherprovidedthatifinasimilarcase,theseatvacatedbyacandidateisnotfilledup,thefee
paidbyhim/herwouldnotberefunded.
8. Latefeepaidbyastudentshallnotberefundedunderanycircumstances.
9. Fee concession of students who are Below Poverty Line and Yellow Card holders will be governed by
thefollowing:
i. Studentsincludingbrothersandsistersbelongingtothiscategorywillbeallowedfulltuition
feeconcessionsubjecttotheproductionofproof.
ii. Theywillbeallowed50%concessioninroomrent,iftheyseekadmissiontotheUniversity
hostels.
iii. Thosestudentswhoclearallthepapersofthepreviousexaminationinthefirstattemptwillbe
allowedthisconcessioninsubsequentyears
iv. Theaboveconcession(s)shallnotbeallowedincoursesrununderSelf-FinancingScheme.
11. At the time of admission, fees/funds like Enrolment, Registration, Tuition Fee, Sports, Union, Library,
Magazine, Medical, Examination fee and other funds may not be charged from the SC students whose
parents annual income is not more than Rs. 2.50 lacs. The claim on account of such fee may be
submitted to the Higher Education Commissioner, Haryana, Panchkula after getting the same vetted
fromtheAuditorsoftheDirectorateforre-imbursement.
12. The Library Security amounting to Rs. 500/- or any other refundable security be charged from SC
students at par with other students and may be refunded after the completion of the course in case
the applicant submits a No Dues Certificate, since security is not a fee and it is refundable after
completionofthecourse.

1. The candidates seeking admission on Haryana seats are required to submit certificate of bonafide
residents of Haryana as defined by the Haryana Govt. (Appendix-A). The Certificate of Haryana Resident
shall be in the formats prescribed by the Govt. and issued by the competent authority (Appendices A1-
4).
2. A candidate who has passed his qualifying examination from a University/College situated within the
State of Haryana will be deemed to be Haryana resident and will be required to submit certificate of
bonafide resident of Haryana issued by the Principal/Headmaster of the Institution last attended
(Appendix-A3).
3. Reservation of seats for various categories shall be determined by the criteria given in the Section VII:
Distribution&ReservationofSeatsinVariousCourses.
4. Acompletemeritlistofalleligiblecandidateswillbepreparedforeachcategory.
5. Thecandidateshavingpassedqualifyingexaminationfromtheself-styledUniversities/Institutes/Boards,
declared bogus/fake by the UGC and other Govt. Bodies, shall not be eligible for admission to any course
in Indira Gandhi University. The list of such Universities/Institutes/Boards is available at Appendix - M.
ThislistmayvaryfromtimetotimeasperNotificationofUGC/otherGovt.Bodies.
6. The list of examinations of various Indian/Foreign Universities/Boards recognized by this University and
Board of School Education, Bhiwani, Haryana is available with the Departments/Institutes Academic
Branch of this University. This list shall be referred to for verification of the documents of the candidates
seekingadmissiontothisUniversity.
7. Any attempt on the part of a candidate, his friends or relatives to canvass or bring influence to bear upon
theUniversitydirectlyorindirectlyforsecuringadmissionwillleadtodisqualificationforadmission.
8. If a candidate is admitted on the basis of information submitted by him but at any subsequent time, it is
discovered that any portion of this information is incorrect or false, the student shall be rusticated from
the University and all fees and other dues paid until the date of such removal shall be forfeited. The
Universitymaytakeanyfurtheractionitmaydeemfitagainstthesaidstudentandhisguardian.
9. Incaseofanyambiguityintherules,interpretationofthesamebytheVice-Chancellorshallbefinal.
10. All the admitted candidates should apply for the Identity-cum-Library Membership card through the
respectiveChairpersonoftheDepartment
11. No student shall be deemed to have pursued a regular course of study unless he/she has attended not
less than 65% of the lectures delivered in theory as well as practical. Relaxation in shortage of lectures
except LL.B. (Day Course) up to 20% will be allowed by the Head of the Department / Institute on the
grounds detailed in the concerned Ordinances. The name of a student remaining absent for 10
consecutive days after the commencement of classes or during the academic session without any notice
shall be struck off from the rolls of the Department/Institute. However, readmission may be made on
payment of a fine of Rs. 1000/- within 15 days with the permission of the Vice -Chancellor. If a student
fails to take re-admission within this prescribed time limit, the seat will be declared vacant to be filled
accordingtoUniversityrules.

12. Astudent,whohadbeendetainedonaccountofshortageofattendance,maybere-admittedprovided:
(a) He/sheseeksre-admissionwithintheprescribeddate;
(b) His/herconducthasbeensatisfactory;and
(c) He/she shows sufficient cause to the satisfaction of the University for not having put in the
requisitepercentageofattendanceinlectures.
13. An applicant who fails in the examination, or fails to appear in the examination, and who is otherwise
eligible to appear in the examination as ex-student, shall not be admitted as regular student. In
exceptional cases, however, where such an applicant is foreigner studying under the Cultural Scholarship
SchemeoftheGovt.ofIndiaetc.,re-admissionmaybeallowed.
14. In respect of an applicant seeking re-admission, his previous record shall be carefully scrutinized and the
decisionoftheVice-Chancellorinthisregardshallbefinal.
15. Casualadmissionwillnotbeallowedunderanycircumstances.
16. The medium of instruction shall be Hindi in case of Hindi subject and English in case of other subjects
exceptwhereHindiisspecificallyprescribedasmediumofinstruction.
17. Applicantsshouldsatisfythemselvesabouttheireligibilitybeforeapplyingforanycourse.
18. No plea about the ignorance of the rules and regulations and other provisions of admission will be
entertained.
19. Fortherulesofpromotionetc.,studentswillbegovernedbytheprovisionsoftheUniversityordinances.
20. All the rules and regulations for submission of migration certificate by the candidates, who have passed
thelowerexaminationsfromotherUniversities/BoardswillbeapplicableaspertheUniversityRules.
21. AlwaysquoteyourFee/RegistrationReceiptNo.forreferencewhilemakingcorrespondence regarding
admissiontothecoursesofferedbythisUniversity.
22. Ordinarily the odd and even semester examinations shall be held in December/January and May/June,
respectivelyeveryyear.However,theschedulemaychangeduetosomecompellingcircumstances.
23. UseofcellphonesisstrictlyprohibitedintheDepts./Admn.Block/Library.
24. Entire University Campus is “No Smoking Zone”. As such, smoking is strictly prohibited in the University
premises.Itispunishableoffence.
25. ParentsareadvisedtovisittheUniversityfromtimetotimetokeepthemselvesabreastoftheprogressof
theirwards.
26. While pursuing professional courses, the students may have to go for Industry exposure/field-trips as per
courserequirements.
27. Optional paper (s) can be offered with the permission of the Vice -Chancellor, if the student strength is
notlessthanfive.
28. Nothing contained in this Information Brochure shall be construed to convey sanction or cited as an

CONDUCT AND DISCIPLINE RULES
1. ApplicationofRules
TheserulesshallapplytoallthestudentsofIndiraGandhiUniversity,Meerpur, Rewari
2. ActsofIndisciplineandMisconduct.
Anyactofmisconductcommittedbyastudentinsideoroutsidethecampusshallbeanactofviolationof
discipline of the University. Without prejudice to the generality of the foregoing provision, violation of
thedisciplineshallinclude:
(i) Disruption of teaching, study, examination, research or administrative work, curricular or
extracurricularactivityorresidentiallifeof the employees of the University, including any attempt
to prevent any member of the University from carrying on his or her work and doing any act reasonably
likelytocausesuch disruption;
(ii) Damaging or defacing University property or the property of the members of the University or any other
propertyinsideoroutsidetheUniversityCampus;
(iii) Engaging in any attempt as wrongful confinement of teachers, officers, employees and students of the
University or camping inside or creating nuisance inside the boundaries of houses of teachers, officers
andothermembersoftheUniversity;
(iv) Use of abusive and derogatory slogans or intimidator language or incitement of hatred and violence or
anyactcalculatedtofurtherthesame;
(v) SmokingintheUniversityCampus.
(vi) Eve-teasingordisrespectfulbehaviortowomenorgirlstudents;
(vii) Anyassaultuponorintimidationoforinsultingbehaviortowardsateacher,officer,employeeorstudent
oranyotherperson;
(viii) Causing or colluding in the unauthorized entry of any person in the campus or the unauthorized
occupationofanyportionofUniversitypremises,includingHostelsorHallsofResidence,byanyperson;
(ix) GettingenrolledinmorethanonecourseofstudysimultaneouslyinviolationofUniversityrules.
(x) Committing forgery, tampering with or misuse of University documents or records, identification cards
etc.;
(xi) Furnishing false certificate or false information to any office under the control and jurisdiction of the
University;
(xii) Consuming or possessing alcoholic drinks, dangerous drugs or other intoxicants in the University
premises;
(xiii) IndulginginactsofgamblingintheUniversitypremises;
(xiv) Possessing or using weapons such as knives, lathis, iron chains, iron rods, sticks, explosives and fire arms
intheUniversitypremises;
(xv) Arousingcommunal,casteorregionalfeelingsorcreatingdisharmonyamongstudents;
(xvi) Not disclosing one's identity when asked to do so by an employee or officer of the University who is
authorizedtoaskforidentity;
(xvii) Tearingofpages,defacing,burningordestroyingbooks;
(xviii) Unauthorized occupation of Hostel Rooms or unauthorized use of University furniture in one's Hostel
Roomorelsewhere;
(xix) AccommodatingguestsorotherpersonsinHostelwithoutpermissionofthecompetentauthority;
(xx) Improper rendering of accounts for money drawn from or through any office under the control and
jurisdictionoftheUniversity;
(xxi) Coercingthemedicalstafftorendermedicalassistancetopersonsnotentitledforthesameoranyother
disorderlybehavior;

(xx) Anyactofmoralturpitude;
(xxi) Anyoffenceunderlaw;
(xxii) Committing any of the offences specified in the examination (use of unfair means and disorderly
conduct)oftheUniversity;
(xxiii) ViolationofTrafficRulesasnotifiedbytheProctor;
(xxiv) Pasting of posters or distributing pamphlets, handbills etc. of objectionable nature or writing on walls
anddisfiguringbuilding;
(xxv) Any other act which may be considered by the Vice -Chancellor or the Discipline Committee to be an
actofviolationofdiscipline.
3. DisciplinaryAction
Without any prejudice to the powers of the Vice -Chancellor, the following Officers are authorized to
takedisciplinaryactionbywayofimposingpenaltiesasspecifiedinClause4oftheseregulationsother
thanthosespecifiedinSub-Clause(ix),(x),(xi),(xii),(xiii)&(xiv):
i) Proctor
ii) DeansoftheFaculties/Dean,StudentsWelfare
iii) Provost
iv) Any other person employed by the University and authorized by the Vice -Chancellor for the purpose
provided that the penalties on the offences relating to Examinations will be dealt with by the relevant
bodies.
4. NatureofPenalties
Thefollowingpenaltiesmay,foractsofindisciplineormisconduct,beimposedonastudent,namely:
i) Writtenwarningandinformationtotheguardian.
ii) Fineasmaybewarrantedbythenatureofcase.
iii) Suspension from the Class/Department/College/Hostel/Mess/Library or withdrawal of any other
facilityofthisnature.
iv) Suspension or cancellation of scholarships, fellowships or any financial assistance from any source, or
recommendationtothateffecttothesanctioningagency.
v) RecoveryofpecuniarylosscausedtoUniversityproperty.
vi) DebarringfromparticipationinSports/NCC/NSSandothersuchactivities.
vii) Disqualifying from holding any representative position in the Class/ College/Hostel/
Mess/Sports/Clubsandinsimilarotherbodies.
viii) HostelshiftandHallshift.
ix) ExpulsionfromtheDepartment/Faculty/Hostel/Mess/Library/Clubsforaspecifiedperiod.
x) Debarringfromanexamination.
xi) Non-issueofMigrationCertificate.
xii) ExpulsionfromtheUniversityforaSpecifiedPeriod.
xiii) Disqualifyingfromfurtherstudies,orprohibitionforfutureadmissionorre-admission.
xiv) Any student against whom an allegation of misconduct has been made may be suspended from the
rolls of the University by the Vice-Chancellor, pending enquiry or pending trial on a cognizable offence
byacourtofLaw.
5. OpportunitytobegivenbeforeAwardofPenalty
No penalty, provided in sub-clauses (ix), (x), (xi), (xii), (xiii) and (xiv) of Clause 4 shall be imposed
withoutgivingtothestudentareasonableopportunityofbeingheard.

6. Reviewof/AppealagainstthePenalty
A review would lie with the Officer issuing the orders within seven days, and an appeal would lie
against the orders of the authorities mentioned in these rules (except the Vice-Chancellor) to the
ProctorialBoard.TheBoardmayalsoreviewitsdecisionatitsown.
7. ProhibitionofRagging
Regulations on curbing the menace in higher educational institutions as conveyed by the UGC vide
letter No. F-I-16/2007(CPP-II) dated April, 2009 in view of the judgment of Supreme Court in Civil
Appeal No. 887 of 2009 University of Kerala Versus Council of Principles of Colleges - Kerala and
others,'givenbelowshallbeadheredtostrictly:
Ragging in educational institutions is banned and any one indulging in ragging is likely to be punished
appropriately, which may include expulsion from the Institute, suspension from the institution or
classesforalimitedperiodorfinewithapublicapology.Thepunishmentmayalsotaketheshapeof
(i) withholdingscholarshipsorotherbenefits
(ii) debarringfromrepresentationinevents
(iii) withholdingresults
(iv) Suspension or expulsion from hostel or mess, and the like (v) lodging of FIR to local police. If the
individualscommittingorabettingraggingarenot/cannotbeidentified,
Collectivepunishmentcanbeawardedtoactasadeterrent.
Any disorderly conduct whether by words spoken or written or by an act which has the effect of
teasing, treating or handling with rudeness to any other student, indulging in rowdy or indiscipline
activitieswhichcauseorislikelytocauseannoyance,hardshiporpsychologicalharmortoraisefearor
apprehension thereof in fresher's or junior students or asking the students to do any act or perform
something which such students will not do in the ordinary course and which has the effect of causing
orgeneratingasenseofshameorembarrassment,soastoadverselyaffectthephysiqueorpsycheofa
fresherorajuniorstudentwillbedeemedtobeanactofragging.
Hon'ble Supreme Court of India in SLPI No. 24295/2004 in the matter of University of Kerala V/s
Council of Principals, Colleges of Kerala and others has ordered that if any incident of ragging comes to
the notice of the authority, the concerned student shall be given liberty to explain, and if his
explanationisnotfoundsatisfactory,theauthoritywouldexpelhimfromtheInstitution.
The applicants at the time of admission are required to give an affidavit Appendix-O) against
ragging.
8. Checkonthemenaceofsexualharassmentandviolenceagainstfemales
Sexual harassment is taken as a serious act of indiscipline. A Committee constituted by the Vice
ChancellorundertheChairmanshipofProfessorMrs.ManjuPruthi.,DepartmentofMathematics,will
check the menace of determined behavior, whether directly or by implication which includes physical
contact and advances, a demand or request for sexual favors, sexually-coloured remarks, showing
pornographyoranyotherunwelcomephysical,verbalornon-verbalconductofsexualnature.
The Committee shall take all precautionary measures to prevent sexual harassment and violence
against female students in the University. It shall also ensure that there is no hostile environment
towards females. No female student should have reasonable ground to believe that she is at a
disadvantage or is being discriminated against. If any complaint of sexual harassment comes to the
notice of the Committee, immediate disciplinary action along with appropriate action in accordance
withthelawwouldbetaken.

Sir,
IamdirectedtoinviteyourattentiontoHaryanaGovt.lettersonthesubjectnotedabovevidewhichthe
instructions were issued regarding simplification procedure for obtaining the certificate of Domicile for
the purpose of admission to educational institutions (including technical/medical institutions). The
matterhasbeenreconsideredinthelightofjudgementdeliveredbytheHon'bleSupremeCourtofIndia
inthecaseofDr.PardeepJainVsUnionofIndiaandothersreportedasAIR1984-SC-1421,whereinithas
been held that instead of word 'Domicile', the word 'Resident' be used in the instructions issued by the
State Government, and it has been decided to revise the Government instructions. Henceforth the
followingcategoriesofpersonswouldbeeligibleforthegrantofResidentCertificate:-
i) Candidateswhohavepassedtheexaminationqualifyingthereforselectioninan institution from
aschool/collegeinHaryana;
ii) Children/wards(ifparentsarenotliving)/dependantsof:
a) the regular employees of Haryana State posted in or outside Haryana State or Working on deputation;
oftheregularemployeesofthestatutorybodies/Corporationsestablishedbyorunderan
b) ActoftheStateofHaryanawhoarepostedinChandigarhorinHaryanaoroutsideHaryana;
c) The regular employees of the Government of India posted in Chandigarh or in Haryana in connection
withtheaffairsoftheHaryanaGovernment.
iii) Children/wards (if parents are not living)/dependants of persons who, after retirement, have
permanently settled in Haryana, and draw their pensions from the treasuries situated in the state of
Haryana.
iv) Children/wards (if parents are not living)/dependants of pensioners of Haryana Govt., irrespective of
the fact that the original home of the retiree is in a state other than Haryana or he has settled after
retirementinoroutsideHaryana;
v) Children/wards (if parents are not living)/dependants of persons who have permanent home in

All candidates claiming to be bonafide residents of Haryana should produce a Haryana Resident
Certificate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub
Divisional Officer (Civil), Tehsildar (Revenue Department of the District/Sub Division to which the
candidates belong). Resident Certificate in respect of the children/wards/dependants of Haryana
Government employees who are posted at Chandigarh, Delhi or elsewhere or in respect of the
children/wards/dependants of the employees of the statutory bodies/Corporations of Haryana
establishedbyorunderan Act of the State of Haryana and located at Chandigarh, in Haryana or
outside Haryana, should be issued by their respective Heads of Departments. Candidates, seeking
admission in educational institutions (including Medical and Technical institutions) located in
Haryana,maynotberequiredtoproduceResidentCertificate,iftheyhave passed the examination
fromaschoolsituatedinHaryana.Forthispurpose,acertificate of the Principal/Head Master
fromconcernedinstitutionwherethechildren/wardsstudiedlastshouldbeconsideredsufficient.The
Principal/Head Master of the institution shall be competent to issue such certificate which should be
sufficient.IfacandidateisadmittedonthebasisofclaimthathebelongstotheStateofHaryana,butat
any subsequent time, it is discovered that his claim was false, the student shall be removed from the
institution, and all fees and other dues paid upto the date of such removal shall be confiscated.
Principal/Head Master may take such other action against the student and his/her parents/guardians,
as he may deem proper in the circumstances of any particular case. These instructions may kindly be
notedcarefullyforcompliance.
1 .The State Government, vide letter no. 22/28/2003-3GS-III dated 30.1.2004, has decided that
henceforth Circle Revenue Officers (Tehsildar/Naib Tehsildar-cum-Executive Magistrate concerned
has been authorized to issue Resident as well as Caste Certificates (SC/BC/OBC). In case of Haryana
Govt. employees serving in the offices located at Chandigarh/Panchkula and residing at
Chandigarh/Panchukula, the Resident Certificate and Caste Certificates to SC/BC employees and their
children will be issued by their respective Heads of the Departments. The proforma for these
certificates have also been prescribed by the State Govt. (Appendix-A-I, B &C). Therefore, all the
candidates will be required to submit such certificates in the prescribed proforma. The certificate
issued by anyone other than the competent authority in the proforma other than the prescribed
proformawillnotbeaccepted.
2. HaryanaResidentCertificateshouldbeofthedateof30.01.2004orafter.Certificates issued b e f o r e
this date will not be accepted. The candidates must ensure that they get Haryana Resident
Certificates and not Haryana Domicile Certificate from the appropriate authority as Haryana

One additional seat in each course/programmes offered in the University Teaching Departments, Indira Gandhi University, Meerpur, Rewari (except AICTE courses/programmes) for single girl child of her parents. Such candidates are required to submit an affidavit on stamp paper worth Rs. 20/- duly attested by 1st Class Magistrate, to be obtained from the parents for the purpose, as per specimen of the affidavit at Appendix-'Q'. Note : 1. There will be two additional seats for students of Meerpur village where intake is 50. 2. There will be two additional seats for students of Kashmiri Migrants where intake is 60. 3. There will be one Supernumerary Seat for a Single Girl Child of her parents for all programmes (except ACITE programmes). 9. Admission against the additional seats in point 1 to 8 shall be made on the basis of marks in the qualifying examination and candidates will not be required to appear in the entrance examination wherever prescribed. They are required to apply on separate application form to the concerned Department/Institute by the date notified in the schedule of admissions along with all documents / testimonial. However, if any of the candidate wants to seek admission . against General Category quota, he/she shall be required to appear in the Entrance Examination wherever prescribed after filling separate Application Form by due date. The University has adopted online procedure for admission during the academic session 2017-18. The Information Brochure is also available on cash payment at the information counter, Indira Gandhi University,Meerpur,Rewari(Haryana). 3. ThecandidatesarerequiredtopayRs.800/-incaseofgeneralcategorycandidatesandRs.200/-incaseof SC/BC of Haryana only through E-challan of HDFC Bank and internet banking at the time of submission of online admission form. Smoking is strictly prohibited in the Campus and is an offence. If students are found smoking, they will be dismissed from the hostel and the University. The following procedure shallbefollowedintheExaminationHall:- i) No candidate will be allowed to enter the Examination Hall 15 minutes after the commencementoftheexamination. ii) NocandidatewillbeallowedtoleavetheExaminationHallbeforetheexpiryoftime. iii) The doors of Examination Hall will be opened 30 minutes before the time fixed for commencementoftheExamination. iv) EachexamineewillbegivenasealedTestBookletwithanAnswerSheet10minutes b e f o r e t h e commencementoftheExamination. v) Theexaminees,immediatelyonreceiptoftheTestBooklet,willfillintherequired particulars with theballpoint(blackorblue)penonlyonitscoverpage. vi) The examines shall notopen the Test Booklet until asked to do soby the Invigilator. Use of calculators, slide rules or log tables, books, papers, cellular phones or any other electronic device, etc.isnotallowed. vii) The Examination will start exactly at the appointed time. The Invigilator will make an announcement to this effect. Punishment for use of Unfair Means If any candidate is found guilty of any breach of rules mentioned in the Information Brochure or guilty of using unfair means, he/she will be liable to be punishedaccordingtotheAct,Statutes,Ordinances,andRules&RegulationsofI.G.U.,Meerpur. 13. Re-Checking There shall be no re-checking or re-evaluation of answer sheets of the Entrance Examination. No requestinthisregardshallbeentertained. 14. Only those candidates who have permanent disability of not less than 40% (being otherwise fit for admission to the course) will be considered for admission as Physically Handicapped. They will submit a certificate from the competent authority as per Appendix-H. Disability Certificate shall, however, be subject to verification by a Medical Board to be constituted by the University. The decision of Medical Board in this regard shall be final. 6. Children or Wards of Military Personnel (including personnel of Para -Military Forces killed in Action or PermanentlyDisabledinActionand BoardedOut fromtheServicesorEx -Servicemenand theirwards willbe considered for reservation. They will submit a certificate as per Appendix-F. A candidate who applies for a reserved category or for both, reserved and general categories, will be considered first in general category. In case, he is not selected in general category, he will be considered for reservecategory. The Scheduled Castes/Backward Classes candidates who get selected /admitted in Educational /Professional/ Technical Institutions and Universities in open competition on the basis of their own merit, will not be counted against the quota reserved for scheduled caste/ backward classes, rather they will be treated as open competition candidates. However, such candidates shall fulfill condition of eligibility regarding age etc. as are meant for general category candidates (Memo No.13864-75 dated 24.8.2012 receivedfromthePrincipalSecretary toGovt.ofHaryana,WelfareofScheduledCasteandBackwardClasses, Department,Chandigarh). 8. If a candidate belongs to more than one reserved category, he/she shall be required to give his/her preferenceatthetimeoffillinguptheadmissionform.Preferenceoncegivenshallnotbechanged. 9. If any seat remains vacant in sub-categories of BC(A) and BC(B), the same will be filled up through the candidates belonging to other sub-category in BC. For example, if any seat in BC(B) category remains vacant, thesamewillbefilledupfromBC(A)categoryandvice-versa. 10. Benefit of reservation will be given to all the reserved categories upto 3rd counseling according to the reservation policy given in the Information Brochure. In case at the time of 3rd counseling the reserved seats of various categoriesremainvacant and no eligiblecandidates of the reserved categoriesare available,these vacant seats may be thrown open to Haryana General Category with the approval of the Vice-Chancellor. Mere possession of the prescribed academic qualifications does not entitle a candidate for admission to the course. Candidates would be required to fulfill all the conditions as spelt out in the InformationBrochure. 2. Merit list of all the eligible candidates shall be prepared as per criteria given in the Information Brochure and shall be displayed on the Notice Board of the Department/Institute concerned on the date(s)givenintheInformationBrochure. 3. Iftwoormorecandidatessecureidenticalmarksinthemerit,theirrelativemeritwillbedetermined by the marks obtained by them in the qualifying or equivalent examination. In case the marks in the qualifying or equivalent examination are also identical, the candidate senior in age will be given preference. 4. Counseling for admission to be made by Indira Gandhi University, Meerpur to the courses/programme directly will be held in the Department concerned as per “Counseling Schedule” given in the Chapter – “Counseling Schedule 2017-18” of Information Brochure. No separatecommunicationshallbesentinthisregard. 5. All the eligible candidates shall be required to appear personally before the Counseling Committee for verification of documents and checking of eligibility strictly according to the Counseling Schedule given in the Information Brochure before the admission to the programme is made. They will be called for counseling one by one in order of merit. Counseling will be closed as soon as all the seatsineachcategoryarefilled. 6. Any candidate, who fails to turn up for Counseling at his/her turn, will be considered for the remaining seats at the time he/she reports for counseling. But no relaxation shall be given if the candidatefailstoappearbeforetheCounselingCommitteeonthefixeddate/time. 8. The candidate, admitted during the counseling, shall deposit the fee within 3 days including the day of counseling itself with the University Cashier/Bank, failing which his/her admission shall stand cancelled. 9. Vacant Seats after every round of counseling, shall be displayed on the Notice Board of the Department/Instituteonthedate(s)giveninthe“CounselingSchedule”. 10. Those candidates, who do not get admission in one round of counseling, shall be eligible for admissioninsubsequentround,ifseatsareavailable. 11. Vacant seats in one round of counseling will be filled up in the subsequent round of counseling. The number of vacant seats shall be displayed on the Notice Board of the Department/Institute on the date(s)giveninthe“CounselingSchedule” 12. Thevacantseatsafter2ndroundofcounselingshallbefilledupbytheUniversityinaccordancewith theguidelinestobedecidedbytheauthoritiesconcerned. 13. Admission on the seats earmarked for Kashmiri Migrants/NRIs/sports quota/ cultural activities quota/any other reserved quota will be made on the basis of marks in the qualifying examination. If the admission of a student is cancelled by the University for no fault of his/her, the fees and other dues paid by him will be refunded except the Admission Fee, provided the application to this effect duly recommended by the Head of the Department concerned is received in the University Office within one month of the date of the letter conveying the cancellation of admission. The application for the refund of dues submitted beyond the time limit prescribed above may be considered with permissionoftheVice-Chancelloronmerit. 2. TheUniversityemployees/theirwards/spousesincludingthewardsofretiredemployeesandwardsof employeeswhodieinharnessshallbeentitledtothefollowingconcessions: a. FullTuitionfeeconcession. b. Threefourth(¾)oftheDevelopmentFee. 3. If a candidate after having been admitted to the first year of a course, leaves the course without attending any class and he/she applies for refund of fee within 7 days of the date of admission, the fee paidbyhim/hershallberefundedafterdeductingRs.1000/-. It is further provided that if a candidate after having been admitted to the first year of a course withdraws his/her candidature and the seat vacated by him/her is subsequently filled up from the waiting list, the fee paid by him/her shall be refunded after deducting 15% of the fee paid by him/her subjecttoaminimumofRs.1000/-. Itisalsofurtherprovidedthatifinasimilarcase,theseatvacatedbyacandidateisnotfilledup,thefee paidbyhim/herwouldnotberefunded. 8. Latefeepaidbyastudentshallnotberefundedunderanycircumstances. 9. Fee concession of students who are Below Poverty Line and Yellow Card holders will be governed by thefollowing: i. Studentsincludingbrothersandsistersbelongingtothiscategorywillbeallowedfulltuition feeconcessionsubjecttotheproductionofproof. ii. Theywillbeallowed50%concessioninroomrent,iftheyseekadmissiontotheUniversity hostels. iii. Thosestudentswhoclearallthepapersofthepreviousexaminationinthefirstattemptwillbe allowedthisconcessioninsubsequentyears iv. Theaboveconcession(s)shallnotbeallowedincoursesrununderSelf-FinancingScheme. 11. At the time of admission, fees/funds like Enrolment, Registration, Tuition Fee, Sports, Union, Library, Magazine, Medical, Examination fee and other funds may not be charged from the SC students whose parents annual income is not more than Rs. 2.50 lacs. The claim on account of such fee may be submitted to the Higher Education Commissioner, Haryana, Panchkula after getting the same vetted fromtheAuditorsoftheDirectorateforre-imbursement. 12. The Library Security amounting to Rs. 500/- or any other refundable security be charged from SC students at par with other students and may be refunded after the completion of the course in case the applicant submits a No Dues Certificate, since security is not a fee and it is refundable after completionofthecourse. 61
  • 42. 1. The candidates seeking admission on Haryana seats are required to submit certificate of bonafide residents of Haryana as defined by the Haryana Govt. (Appendix-A). The Certificate of Haryana Resident shall be in the formats prescribed by the Govt. and issued by the competent authority (Appendices A1- 4). 2. A candidate who has passed his qualifying examination from a University/College situated within the State of Haryana will be deemed to be Haryana resident and will be required to submit certificate of bonafide resident of Haryana issued by the Principal/Headmaster of the Institution last attended (Appendix-A3). 3. Reservation of seats for various categories shall be determined by the criteria given in the Section VII: Distribution&ReservationofSeatsinVariousCourses. 4. Acompletemeritlistofalleligiblecandidateswillbepreparedforeachcategory. 5. Thecandidateshavingpassedqualifyingexaminationfromtheself-styledUniversities/Institutes/Boards, declared bogus/fake by the UGC and other Govt. Bodies, shall not be eligible for admission to any course in Indira Gandhi University. The list of such Universities/Institutes/Boards is available at Appendix - M. ThislistmayvaryfromtimetotimeasperNotificationofUGC/otherGovt.Bodies. 6. The list of examinations of various Indian/Foreign Universities/Boards recognized by this University and Board of School Education, Bhiwani, Haryana is available with the Departments/Institutes Academic Branch of this University. This list shall be referred to for verification of the documents of the candidates seekingadmissiontothisUniversity. 7. Any attempt on the part of a candidate, his friends or relatives to canvass or bring influence to bear upon theUniversitydirectlyorindirectlyforsecuringadmissionwillleadtodisqualificationforadmission. 8. If a candidate is admitted on the basis of information submitted by him but at any subsequent time, it is discovered that any portion of this information is incorrect or false, the student shall be rusticated from the University and all fees and other dues paid until the date of such removal shall be forfeited. The Universitymaytakeanyfurtheractionitmaydeemfitagainstthesaidstudentandhisguardian. 9. Incaseofanyambiguityintherules,interpretationofthesamebytheVice-Chancellorshallbefinal. 10. All the admitted candidates should apply for the Identity-cum-Library Membership card through the respectiveChairpersonoftheDepartment 11. No student shall be deemed to have pursued a regular course of study unless he/she has attended not less than 65% of the lectures delivered in theory as well as practical. Relaxation in shortage of lectures except LL.B. (Day Course) up to 20% will be allowed by the Head of the Department / Institute on the grounds detailed in the concerned Ordinances. The name of a student remaining absent for 10 consecutive days after the commencement of classes or during the academic session without any notice shall be struck off from the rolls of the Department/Institute. However, readmission may be made on payment of a fine of Rs. 1000/- within 15 days with the permission of the Vice -Chancellor. If a student fails to take re-admission within this prescribed time limit, the seat will be declared vacant to be filled accordingtoUniversityrules. GENERAL RULES 62

Astudent,whohadbeendetainedonaccountofshortageofattendance,maybere-admittedprovided: (a) He/sheseeksre-admissionwithintheprescribeddate; (b) His/herconducthasbeensatisfactory;and (c) He/she shows sufficient cause to the satisfaction of the University for not having put in the requisitepercentageofattendanceinlectures. 13. An applicant who fails in the examination, or fails to appear in the examination, and who is otherwise eligible to appear in the examination as ex-student, shall not be admitted as regular student. In exceptional cases, however, where such an applicant is foreigner studying under the Cultural Scholarship SchemeoftheGovt.ofIndiaetc.,re-admissionmaybeallowed. 14. In respect of an applicant seeking re-admission, his previous record shall be carefully scrutinized and the decisionoftheVice-Chancellorinthisregardshallbefinal. 15. Casualadmissionwillnotbeallowedunderanycircumstances. 16. The medium of instruction shall be Hindi in case of Hindi subject and English in case of other subjects exceptwhereHindiisspecificallyprescribedasmediumofinstruction. 17. Applicantsshouldsatisfythemselvesabouttheireligibilitybeforeapplyingforanycourse. 18. No plea about the ignorance of the rules and regulations and other provisions of admission will be entertained. 19. Fortherulesofpromotionetc.,studentswillbegovernedbytheprovisionsoftheUniversityordinances. 20. All the rules and regulations for submission of migration certificate by the candidates, who have passed thelowerexaminationsfromotherUniversities/BoardswillbeapplicableaspertheUniversityRules. 21. AlwaysquoteyourFee/RegistrationReceiptNo.forreferencewhilemakingcorrespondence regarding admissiontothecoursesofferedbythisUniversity. 22. Ordinarily the odd and even semester examinations shall be held in December/January and May/June, respectivelyeveryyear.However,theschedulemaychangeduetosomecompellingcircumstances. 23. UseofcellphonesisstrictlyprohibitedintheDepts./Admn.Block/Library. 24. Entire University Campus is “No Smoking Zone”. As such, smoking is strictly prohibited in the University premises.Itispunishableoffence. 25. ParentsareadvisedtovisittheUniversityfromtimetotimetokeepthemselvesabreastoftheprogressof theirwards. 26. While pursuing professional courses, the students may have to go for Industry exposure/field-trips as per courserequirements. 27. Optional paper (s) can be offered with the permission of the Vice -Chancellor, if the student strength is notlessthanfive. 28.   • 44. CONDUCT AND DISCIPLINE RULES 1. ApplicationofRules TheserulesshallapplytoallthestudentsofIndiraGandhiUniversity,Meerpur, Rewari 2. ActsofIndisciplineandMisconduct. Anyactofmisconductcommittedbyastudentinsideoroutsidethecampusshallbeanactofviolationof discipline of the University. Without prejudice to the generality of the foregoing provision, violation of thedisciplineshallinclude: (i) Disruption of teaching, study, examination, research or administrative work, curricular or extracurricularactivityorresidentiallifeof the employees of the University, including any attempt to prevent any member of the University from carrying on his or her work and doing any act reasonably likelytocausesuch disruption; (ii) Damaging or defacing University property or the property of the members of the University or any other propertyinsideoroutsidetheUniversityCampus; (iii) Engaging in any attempt as wrongful confinement of teachers, officers, employees and students of the University or camping inside or creating nuisance inside the boundaries of houses of teachers, officers andothermembersoftheUniversity; (iv) Use of abusive and derogatory slogans or intimidator language or incitement of hatred and violence or anyactcalculatedtofurtherthesame; (v) SmokingintheUniversityCampus. (vi) Eve-teasingordisrespectfulbehaviortowomenorgirlstudents; (vii) Anyassaultuponorintimidationoforinsultingbehaviortowardsateacher,officer,employeeorstudent oranyotherperson; (viii) Causing or colluding in the unauthorized entry of any person in the campus or the unauthorized occupationofanyportionofUniversitypremises,includingHostelsorHallsofResidence,byanyperson; (ix) GettingenrolledinmorethanonecourseofstudysimultaneouslyinviolationofUniversityrules. (x) Committing forgery, tampering with or misuse of University documents or records, identification cards etc.; (xi) Furnishing false certificate or false information to any office under the control and jurisdiction of the University; (xii) Consuming or possessing alcoholic drinks, dangerous drugs or other intoxicants in the University premises; (xiii) IndulginginactsofgamblingintheUniversitypremises; (xiv) Possessing or using weapons such as knives, lathis, iron chains, iron rods, sticks, explosives and fire arms intheUniversitypremises; (xv) Arousingcommunal,casteorregionalfeelingsorcreatingdisharmonyamongstudents; (xvi) Not disclosing one's identity when asked to do so by an employee or officer of the University who is authorizedtoaskforidentity; (xvii) Tearingofpages,defacing,burningordestroyingbooks; (xviii) Unauthorized occupation of Hostel Rooms or unauthorized use of University furniture in one's Hostel Roomorelsewhere; (xix) AccommodatingguestsorotherpersonsinHostelwithoutpermissionofthecompetentauthority; (xx) Improper rendering of accounts for money drawn from or through any office under the control and jurisdictionoftheUniversity; (xxi) Coercingthemedicalstafftorendermedicalassistancetopersonsnotentitledforthesameoranyother disorderlybehavior; 64

(xx) Anyactofmoralturpitude; (xxi) Anyoffenceunderlaw; (xxii) Committing any of the offences specified in the examination (use of unfair means and disorderly conduct)oftheUniversity; (xxiii) ViolationofTrafficRulesasnotifiedbytheProctor; (xxiv) Pasting of posters or distributing pamphlets, handbills etc. of objectionable nature or writing on walls anddisfiguringbuilding; (xxv) Any other act which may be considered by the Vice -Chancellor or the Discipline Committee to be an actofviolationofdiscipline. 3. DisciplinaryAction Without any prejudice to the powers of the Vice -Chancellor, the following Officers are authorized to takedisciplinaryactionbywayofimposingpenaltiesasspecifiedinClause4oftheseregulationsother thanthosespecifiedinSub-Clause(ix),(x),(xi),(xii),(xiii)&(xiv): i) Proctor ii) DeansoftheFaculties/Dean,StudentsWelfare iii) Provost iv) Any other person employed by the University and authorized by the Vice -Chancellor for the purpose provided that the penalties on the offences relating to Examinations will be dealt with by the relevant bodies. 4. NatureofPenalties Thefollowingpenaltiesmay,foractsofindisciplineormisconduct,beimposedonastudent,namely: i) Writtenwarningandinformationtotheguardian. ii) Fineasmaybewarrantedbythenatureofcase. iii) Suspension from the Class/Department/College/Hostel/Mess/Library or withdrawal of any other facilityofthisnature. iv) Suspension or cancellation of scholarships, fellowships or any financial assistance from any source, or recommendationtothateffecttothesanctioningagency. v) RecoveryofpecuniarylosscausedtoUniversityproperty. vi) DebarringfromparticipationinSports/NCC/NSSandothersuchactivities. vii) Disqualifying from holding any representative position in the Class/ College/Hostel/ Mess/Sports/Clubsandinsimilarotherbodies. viii) HostelshiftandHallshift. ix) ExpulsionfromtheDepartment/Faculty/Hostel/Mess/Library/Clubsforaspecifiedperiod. x) Debarringfromanexamination. xi) Non-issueofMigrationCertificate. xii) ExpulsionfromtheUniversityforaSpecifiedPeriod. xiii) Disqualifyingfromfurtherstudies,orprohibitionforfutureadmissionorre-admission. xiv) Any student against whom an allegation of misconduct has been made may be suspended from the rolls of the University by the Vice-Chancellor, pending enquiry or pending trial on a cognizable offence byacourtofLaw. 5. OpportunitytobegivenbeforeAwardofPenalty No penalty, provided in sub-clauses (ix), (x), (xi), (xii), (xiii) and (xiv) of Clause 4 shall be imposed withoutgivingtothestudentareasonableopportunityofbeingheard. 65

Reviewof/AppealagainstthePenalty A review would lie with the Officer issuing the orders within seven days, and an appeal would lie against the orders of the authorities mentioned in these rules (except the Vice-Chancellor) to the ProctorialBoard.TheBoardmayalsoreviewitsdecisionatitsown. 7. ProhibitionofRagging Regulations on curbing the menace in higher educational institutions as conveyed by the UGC vide letter No. F-I-16/2007(CPP-II) dated April, 2009 in view of the judgment of Supreme Court in Civil Appeal No. 887 of 2009 University of Kerala Versus Council of Principles of Colleges - Kerala and others,'givenbelowshallbeadheredtostrictly: Ragging in educational institutions is banned and any one indulging in ragging is likely to be punished appropriately, which may include expulsion from the Institute, suspension from the institution or classesforalimitedperiodorfinewithapublicapology.Thepunishmentmayalsotaketheshapeof (i) withholdingscholarshipsorotherbenefits (ii) debarringfromrepresentationinevents (iii) withholdingresults (iv) Suspension or expulsion from hostel or mess, and the like (v) lodging of FIR to local police. If the individualscommittingorabettingraggingarenot/cannotbeidentified, Collectivepunishmentcanbeawardedtoactasadeterrent. Any disorderly conduct whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness to any other student, indulging in rowdy or indiscipline activitieswhichcauseorislikelytocauseannoyance,hardshiporpsychologicalharmortoraisefearor apprehension thereof in fresher's or junior students or asking the students to do any act or perform something which such students will not do in the ordinary course and which has the effect of causing orgeneratingasenseofshameorembarrassment,soastoadverselyaffectthephysiqueorpsycheofa fresherorajuniorstudentwillbedeemedtobeanactofragging. Hon'ble Supreme Court of India in SLPI No. 24295/2004 in the matter of University of Kerala V/s Council of Principals, Colleges of Kerala and others has ordered that if any incident of ragging comes to the notice of the authority, the concerned student shall be given liberty to explain, and if his explanationisnotfoundsatisfactory,theauthoritywouldexpelhimfromtheInstitution. The applicants at the time of admission are required to give an affidavit Appendix-O) against ragging. 8. Checkonthemenaceofsexualharassmentandviolenceagainstfemales Sexual harassment is taken as a serious act of indiscipline. A Committee constituted by the Vice ChancellorundertheChairmanshipofProfessorMrs.ManjuPruthi.,DepartmentofMathematics,will check the menace of determined behavior, whether directly or by implication which includes physical contact and advances, a demand or request for sexual favors, sexually-coloured remarks, showing pornographyoranyotherunwelcomephysical,verbalornon-verbalconductofsexualnature. The Committee shall take all precautionary measures to prevent sexual harassment and violence against female students in the University. It shall also ensure that there is no hostile environment towards females. No female student should have reasonable ground to believe that she is at a disadvantage or is being discriminated against. If any complaint of sexual harassment comes to the notice of the Committee, immediate disciplinary action along with appropriate action in accordance withthelawwouldbetaken. 66

Subject:BonafideResidentsofHaryana–Guidelines Sir, IamdirectedtoinviteyourattentiontoHaryanaGovt.lettersonthesubjectnotedabovevidewhichthe instructions were issued regarding simplification procedure for obtaining the certificate of Domicile for the purpose of admission to educational institutions (including technical/medical institutions). The matterhasbeenreconsideredinthelightofjudgementdeliveredbytheHon'bleSupremeCourtofIndia inthecaseofDr.PardeepJainVsUnionofIndiaandothersreportedasAIR1984-SC-1421,whereinithas been held that instead of word 'Domicile', the word 'Resident' be used in the instructions issued by the State Government, and it has been decided to revise the Government instructions. Henceforth the followingcategoriesofpersonswouldbeeligibleforthegrantofResidentCertificate:- i) Candidateswhohavepassedtheexaminationqualifyingthereforselectioninan institution from aschool/collegeinHaryana; ii) Children/wards(ifparentsarenotliving)/dependantsof: a) the regular employees of Haryana State posted in or outside Haryana State or Working on deputation; oftheregularemployeesofthestatutorybodies/Corporationsestablishedbyorunderan b) ActoftheStateofHaryanawhoarepostedinChandigarhorinHaryanaoroutsideHaryana; c) The regular employees of the Government of India posted in Chandigarh or in Haryana in connection withtheaffairsoftheHaryanaGovernment. iii) Children/wards (if parents are not living)/dependants of persons who, after retirement, have permanently settled in Haryana, and draw their pensions from the treasuries situated in the state of Haryana. iv) Children/wards (if parents are not living)/dependants of pensioners of Haryana Govt., irrespective of the fact that the original home of the retiree is in a state other than Haryana or he has settled after retirementinoroutsideHaryana; v) Children/wards (if parents are not living)/dependants of persons who have permanent home in HaryanaandincludepersonswhohavebeenresidinginHaryanaforaperiodofnotlessthan15yearsor who have permanent home in Haryana but on account of their occupation they are living outside Haryana; vi) The wives of such persons who are bonafide residents of Haryana irrespective of the fact that they had belongedtoanyotherStatebeforemarriage; vii) Children/wards of the accredited journalists residing at Chandigarh and recognized by Govt. of Haryana (addedvideC.S.letterNo.62/27/2003-6GSIdated29/7/2003) viii) Persons who were born in Haryana and produce a certificate to that effect; further provided that the parents/guardians(ifparentsarenotliving)ofpersonsbelongingtoanyoneoftheabove m e nt i o n e d categoriesare:a)citizensofIndia;b)producean APPENDIX-A 67

All candidates claiming to be bonafide residents of Haryana should produce a Haryana Resident Certificate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub Divisional Officer (Civil), Tehsildar (Revenue Department of the District/Sub Division to which the candidates belong).
