ESTABLISHMENT OF QUALITY ENHANCEMENT CELL (QEC)
The mission of Quality Enhancement Cell is to ensure and enhance the quality of under graduation,
graduation and post-graduation level and establishment of conducive and friendly environment at Govt.
Postgraduate College Samanabad Faisalabad so that the students can play vital role in the development of
their mother land Pakistan. The main objective of the QEC is to develop a System for conscious consistent
and catalytic improvement in the performance of the college. In self-assessment task Departmental HODs/
coordinators/ focal persons facilitate in completing the self-assessment reports furthermore QEC is evolved
in survey related to students, staff and different departments, Capacity building of faculty and staff. In short
QEC, Govt. Postgraduate College Samanabad Faisalabad is a progressive and dynamic organization of the
college and is moving at a faster pace due to keen interest and scholastic guidance of the worthy Principal,
Prof. Dr. Muhammad Attique Khan Shahid under the directorate ship of Dr. Tahir Mahmood to achieve
distinction and quality assurance.
ESTABLISHMENT OF DEIRECTORATE OF STUDENT AFFAIRS (DSA)
For students, Co-curricular and Extra Co-curricular activities Directorate of student Affairs (DSA)
Govt. Postgraduate College Samanabad Faisalabad focuses not only on the overall personality grooming
through Counseling and guidance under the flag of Career Planning and Counseling Centre but also was
assigned the task of working for the Promotion and facilitation of Co-curricular and Extra Co-curricular and
socio cultural activities. In a short span DSA has been success fully providing a forum with 16 functional
Societies which includes Majlis-e- Aloom-e-Islamia, Urdu Literature Society, Society of Economics,
Geographic Society, Botanical Society, Carrier Building Society, Society of Political Science, Punjabi
Sangat, Society for Computer Science, Society for Advancement of Applied Physics, Chemical Society,
Zoological Society, Nazeriya Pakistan Society, Society of Mathematics, Character Building Society,
Photographic Society and 02 Clubs including Art and Culture Club and Dramatics Club and a News
Channel for the students to express their recreational literary and socio cultural talents. Various seminars
on current local and global issues have also been organized. Departmental well come and farewell
functions by the respective students, Debate competitions and regular sports galas in the college keeps the
students involved in creative activities, polish their organizational and managerial skills. Thus keeping them
away from anti-social or extremist activities. All these activities are producing a high level of confidence
among the students to develop them as a good citizen of the country. In the shape of the college magazine,
the News-letter, the students find the best way to present their creative talent in prose, poetry, critical
essays and scientific writings. Study tours provide students with opportunity to get the latest information
and update their knowledge through productive interaction and develop in them a sense of belonging.
ESTABLISHMENT OF THE OFFICE OF RESEARCH, INNOVATION AND COLLABORATION AND
COORDINATION (ORIC), UNDER MY DIRECTORSHIP
Newly designed ORIC is always open to suggestions for improvement. The main objective
of ORIC is to produce research and development (R and D) culture at least at post graduation level. In near
future inshallah ORIC will create friendly working relationship with national and international
agencies/organizations/institutions like PINUM, NIAB, NIBGE, NORI, PSF, PCSIR, UET, JICA along with
other inter related industries and donor agencies to enhance entrepreneurship academic and R and D
excellence.
As you know well about one of the prime objectives of Higher Education Department (HED)
is to foster collaboration among Postgraduate Colleges, Universities, Research Organizations,
Academicians and researchers in Pakistan. The main purpose behind such coordination and collaboration
is to enhance R&D potential in Pakistan. As a part of implementing of above idea, the Government
Postgraduate College Samanabad Faisalabad under the guidance/supervision of the undersigned has
launched an office under title “ORIC” (Office of Innovative Research for Collaboration and Coordination)
which aims to provide one window facility available in this college through which all the academicians of the
Postgraduate Colleges can collaborate with Government Postgraduate College Samanabad Faisalabad.

The said office is primarily targeting at professionals of Postgraduate Colleges having Punjab origin. Such
expatriate community of scholars is being encouraged to develop joint research programs/up-gradation of
their Postgraduate Labs with local faculty and provide expertise for the collaborative research in
Postgraduate Colleges of the Punjab. In order to make this office more convenient and approachable the
Government Postgraduate College Samanabad Faisalabad has managed an ongoing process hence no
deadline has been found for collaboration and coordination. In this regard, positive efforts and activities will
be highly obliged.
ORIC Office is fully functional, a comprehensive R & D culture related policy has been finalized to stream
line the interdepartmental research activities in the College Campus and its collaboration and coordination
with other well established organizations and agencies. More such efforts should be made by the institution
and more linkages should be developed with industry as per directions of the Higher Authorities and HED
forum. The office is responsible for the inter-departmental knowledge sharing through researchers and
scholars of Govt. Postgraduate College Samanabad Faisalabad and collaborate and coordinates research
projects of socio economic importance.
1. To foster and develop collaboration and coordination among Ph. D faculty of Govt. Postgraduate
College Samanabad Faisalabad and well established organizations and inter related funding
agencies.
2. To manage R & D activities and grants received from different agencies at the level of respective
departments.
3. To establish and implement inter departmental research related activities (IDRA) with in the college
campus.
4. To communicate and strengthen college industry linkage through Technology transfer.
5. Faculty grooming through series of external lectures, seminars, workshops, conferences,
symposia, training courses organized by the faculty through collaboration and coordination with
well-established organizations like NIAB, NIBGE, PINUM, UAF, GCUF PSF etc. under the flag of
HED as per the directions of Higher Authorities.
6. To develop and upgrade various Postgraduate Labs of Govt. Postgraduate College with in the
frame work of already existing facilities in the campus with the consultation of the Ph. D forum and
respective Deans.
7. To upgrade the College Web Page via uploading all novel information & related to R & D activities
of newly established ORIC Office and Ph. D forum.
Maximum utilization of video conferencing, Digital Library and Internet facilities provided by PERN
(Pakistan Education and Research Network) for R & D Culture in the institution.
ESTABLISHMENT OF CENTRAL HI-TECH LAB IN GPCSF
The laboratory will offer opportunities for scientific research that will enable researchers to pursue
research in disciplines of biological, chemical and physical sciences up to M. Phil/ Ph. D Level. Services will
be offered not only to the students and researchers from this institute but also to other colleges, research
institutions, non-government organizations and industries. Nominal fee for each analysis will be charged
with special subsidized rates for students.

Trainings
Central Hi-Tech Laboratory will be equipped with state of the art instruments like Incubator, HPLC,
and UV-Double beam spectrophotometer, Refractometer, EC Meter etc. along with well-trained and
dedicated staff. There has been continuous demand for basic and operational training on the said
instruments from students, faculty members and other technical staff of various colleges as well as
private institutes. In this connection one week customized hands on/general training programs will
be initiated at this laboratory. Training Charges, Training Performa, sample submission, sample
testing procedures along-with charges will be provided with in due course.
ESTABLISHMENT OF DR. ABDUS SALAM AND HAR GOBIND KHORANA CHAIRS, DR. ABDUS
SALAM LIFE TIME ACHIEVMENT AWARD, DR. ABDUS SALAM GODL MEDAL UNDER MY
PATRONAGE ON NO PROFIT NO LOSS BASIS.
The Departments of Physics & Chemistry of Government Post Graduate College Jhang invites applications
at the level of full professor with tenure to occupy the recently established Abdus Salam & Har Gobind
Khorana Chairs in the areas of Physics and Chemistry. The successful candidates will be internationally
recognized in his/her chosen field of research and have participated in the design and delivery of novel
academic programmes and demonstrated exceptional professional leadership. The ideal candidate will be
an energetic individual More than 50 years of age with at least 50 Local / International Research
Publications in his credit and possesses a deep passion for teaching and research. This endowed position
carries no economic burden on the College Budget and purely on honorary basis to pay due honors to two
Nobel Laureates and world class scholars. I myself qualified the said criteria and remained on the chair
from 23.05.2015 to 06.12.2017 after the approval of the college counsel and also awarded life time
achievement award on behalf of the services rendered by me relevant to the said activity.
ESTABLISHMENT OF CAREER PLANNING & COUNSELING CELL, ANTI DRUG COUNSELING CELL
AND THEIR EXPENSION FOR RESPECTIVE DEPARTMENTS
Having observed the directions of the competent authority as well as to ensure vision 20/20 of the
undersigned each department should establish said temporary information cell duly monitored by the
respective HODs, competent teacher and intelligent students. The Principal Information Cell will be
monitored by the undersigned which is to be consisting of senior students, expert faculty members and
office staff. The meeting of said cell will be held at least once in a month. In this regard the office of the
undersigned is available for any facilitation/requirement.

In order to give ranking of “BEST COUNSELING CELL” on showing excellent performance,
the undersigned plans to watch personally the functioning of all cells of various departments. On the basis
of best performance and rendering of excellent services, prizes and certificates will be awarded to the rank
holders. In this regard, the ensured cooperation from departments will be highly appreciated. The said
activities continued from 23.05.2015 to 06.12.2017 under my scholastic patronage and still in action at
Govt. Postgraduate College Samanabad Faisalabad.
ESTABLISHMENT OF OFFICE OF “ALUMNI” OLD STUDENTS ASSOCIATION.
Alumni are one of the most important aspects of the well-established and well organized institution. They
are the custodians of Socio-Cultural values and Traditions of the Institution. Govt. Postgraduate College
Samanabad Faisalabad feels very proud that it has already very glorious and most active Alumni, (Old
Students Association “OSA”) which are fully functional and acting as a bridge between the Institution and

Making our academic departments/disciplines as true leader of their respective subjects is
the vision of the undersigned. In order to achieve the goal, a regulatory committee under guidance of the
undersigned has been constituted to ensure the directions of the competent authority. Directorate of
research (ORIC) would be the focal point of this coordination. All the postgraduate departments are

UP GRADATION OF THE FORUM OF BAZAM-E-HAYAT/KHALILULLAH DRAMATIC CLUB AND
INTER RELATED ACADEMIC SOCIETIES
Bazam-e-Hayat name was coined to honor the services of Professor Muhammad Hayat
Khan Sial he has rendered for the up gradation of Art and culture status of Government Postgraduate
College Jhang. This office has been previously lead by famous and renounced personalities like Professor
Muhammad Hayat Khan Sial and Professor Muhammad Basharat Khan. Now the said office is running
under the supervision of myself as patron in chief. Professor Dr. Khalil Ullah Khan dramatic club is another
land mark of this institution working under the flag of Bazam-e-Hayat under my patronage. The office has
assigned the task of working for the promotion and facilitation of curricular/co-curricular, extracurricular and
cultural activities. In a short span the office has been successfully providing a friendly forum with
departmental academic cum functional societies to the students of the college to express their recreational,
cultural and literary talents. Various seminars on current national and international issues like career
planning and counseling, lifesaving and life supporting, character building, Anti Dengue and Anti-terrorism,
energy saving campaign, climate change, Global Warming and Environment pollution have also been
organized. Musical evening, Sham-e-Ghazal, theatrical performance by the students, debate competitions
and regular sports activities in the college campus keep the students involved in creative activities, polish
their communication and organizational skills thus keeping them away from getting involved in anti-social
and extremist activities. In the shape of college magazine the CARVAN and the newsletter CARVANIAN at
Govt. Postgraduate College Jhang and ALQAMAR, ALQAMAR NEWS LETTER at Govt. Postgraduate
College Samanabad Faisalabad. The students and staff both fined the best way to present their creative
talent not only is prose and poetry but also in science and technology along with other inter-related issues.
