A RESPECTFUL TRIBUTE
Born on November 19, 1917 in Allahabad in the family of freedom fighters, Shrimati
Indira Priyadarshni Gandhi was one of the most charismatic Indian political leader, an
icon and a woman of substance. She has played a major role in defining the destiny of
India. New definition was bestowed upon the role of South Asian women in the late
1960s, by her emergence as eminent female political figure from South Asia. The
remarkable lady revolutionized the global political arena, pioneering the entry of women
into world politics. She was one of strongest women leaders of twentieth century who
was elected four times as the Prime Minister & was the world's longest serving woman
Prime Minister from 1966 to 1984. She was a lady with strong willpower and
tremendous self-belief. She served as Prime Minister of India for 15 years and her
tenure at the top ensured India never lacked in courage and developmental policies.
Indira Gandhi showed her true mettle during the Indo-Pak war in 1971. She was truly an
Iron lady, the woman of vision, courage and foresight. She was a sincere daughter of
motherland. We cannot forget her contribution in the progress of India. She was a
worthy maker of India and was a source of inspiration to Indian men, women and
children. Indira Gandhi is one of those leaders who will always be remembered for her
courage, determination and exceptional qualities of leadership. We salute her true spirit
towards India's progressive advancements in education and technology for sustainable
development.

Welcome to the Indira Gandhi University, Meerpur, Rewari. I have great pleasure in presenting to you all the
Handbook of Information 2015-16 of Indira Gandhi University (IGU) containing details of the Academic
Programmes for the Admission session July 2015. Since its establishment in September, 2013, the university has
made tremendous progress. In a short span of one & half year, IGU is expanding considerably in terms of
infrastructure and academics.As a relatively young university, apart from traditional courses, a considerable number
of courses have been started and the number will increase with the passage of time.There is a lot of scope in the field of
campus development and construction work which is in progress at a great pace. Ours is the University with a
distinction because of its competence to contrast tradition with modernity. IGU has been providing opportunities to
millions of students for the last 24 years as IGPGRC of MDU, Rohtak and now as independent State University, in
acquiring higher education for career promotion and gainful employment. The University has definite plans for the
future to expand substantially the infrastructure and academic programme and emerge as one of the best Universities
of North India. This University will work as a beacon light to remove the darkness due to lack of knowledge and to
spread the golden brightness of the light of knowledge. We are determined to contribute towards nation building in a

INDIRA GANDHI UNIVERSITY: A PROFILE
University
The Indira Gandhi University Meerpur, Rewari was established through an ordinance
promulgated by the Governor of Haryana on Sept. 07, 2013. It started its functioning from Sept.
13, 2013 with appointment of Sh. Mohinder Kumar IAS (Retd.) as first Vice-Chancellor by the
Governor of Haryana. The university has been determined to develop all round personality of
students by making them not just outstanding professionals but also good individuals with
ingrained human values and commitment to expand the frontiers of knowledge for the
advancement of society. Further for the purpose of imparting education in Arts, Science,
Information Technology, Computer Education, Commerce, Humanities, Management and to
achieve excellence in these and connected fields of the learned professions the university tends
to promote study and research for the further advancement of learning in education. The
university campus is situated in village Meerpur at a distance of about 13 Km from district
headquarter of Rewari, and is about 300 kms from Chandigarh, the State Capital. It is well
connected both by rail as well as road. Rewari is the education hub of the State with excellent
facilities for education in all fields of knowledge.
Campus
The university is spread over about 100 acres of land in lush green area is well laid with state-of-
the-art buildings and magnificent road network, presents a manifestation of harmony in
architecture and natural beauty. Before coming in to existence as an independent State University
it was the Post Graduate Regional Centre of Maharishi Dayanand University, Rohtak which was
established on 03.10.1988. At present University runs 13 Post Graduate courses in 10 teaching
departments. Apart from this, five departments are running M. Phil. program and 08 department
are running Ph.D. This session, the university is launching 07 other courses in Law, Physical
Education, Music (Vocal), Physics, Computer science, Mathematics. The University also started
Ph. D in Physics, Law and M. Phil. program in Hindi and Geography. There are two separate
spacious Hostels for boys and girls and about 16 residential units available for the faculty
members and non-teaching staff of the university. There is a robust university Campus with Wide
Network - an amalgam of cable and wi-fi technologies, with 1 Gbps internet connectivity. Branch of
Oriental bank of Commerce is the banking facility available on the Campus.
University Library System
The University Library System comprises a central library, strategically located, with excellent
state-of -the art computer facilities and stress free environment. The library system, with the
elegance, provides support for the academic and research pursuits. It has a rich collection of
knowledge resources, volumes of books & volumes of journals. Besides, many Indian and foreign
journals of repute are subscribed in print form. Online access is provided to the e-Journals through
UGC- Info net facility, IEEE, Open Journals. All the divisions / sections of the library have their
own PCs for data entry and other routine jobs. The library has its own Internet with connectivity to
the Campus Network for providing access to its own database & e-resources.

The air-conditioned Internet lab of the Library, having 60 Internet connected computer terminals
with a bandwidth connectivity of 1 Gbps, provides access to e-journals and other e-resources.
Application of RFID technology for check-out check-in and CCTV are installed for security
purpose. Photocopying service is another step towards bridging the gap between the knowledge
seekers and the knowledge resources. The University is planning to invest over Rs.100 lacs
annually on the enrichment of knowledge base, besides having substantial recurring and non-
recurring budget for other library activities including upgradation of existing facilities. Building of a
new library with the name Bal Mukand Gupt Library is under construction which will be available to
the studnets after a few months with all the latest facility.
Computer and Internet facilities
The University has modern high-tech Campus Network. It is wrapped around OFC and wi-fi
technologies. All the departments/offices/hostels are linked to the Campus Network. The
University has a Computer Centre for the benefit of students, research scholars, teachers and
other staff. The Computer Centre conducts computer awareness programmes for the staff from
time to time, and facilitates analysis of research data of the research scholars. Besides the central
facility, majority of the departments have their own computer labs.
Hostels
The University provides residential accommodation on the campus to 240 students in the new
hostels, each with accommodation for 120 residents, in for the allotment in the Session 2015-16.
Maintenance of sanitized and compassionate environment in the hostel complexes and provision
of hygienic food at reasonable charges always remains the endeavour of the university
authorities. Mess in each hostel is run by the residents on cooperative basis. Each hostel has
facilities for indoor games, recreation, STD, and canteen. Each Girls' Hostel is looked after by a
full time Lady Warden. The construction of more hostels - each for boys and girls- has been
undertaken in new plan.
Sports Facilities
For harnessing the potential of the youth and promoting sports in the University, creation of
excellent infrastructure including two ultra modern Gymnasium Hall for all indoor activities is in the
process. The Directorate organizes various inter-departmental tournaments for men and women
players and coaching camps for its students and deputes the teams for participation in inter-
university tournaments and national games. With the state-of-the-art infrastructure in place and
emphasis placed on sports, the University can be adjudged as the 'sports kindergarten.'
University Health Centre
To cater to the primary health care need of the University community Primary Health Center is
established near by. At the1st Aid center in university one nurse is available in the campus for
whole time.Acharitable cancer hospital with all modern facilities is in the village.
Cafeteria
New Species cafeteria is also available in university for the relaxation of the students & faculty.

National Service Scheme
The National Service Scheme provides an opportunity to the students to understand, appreciate
and imbibe the socio-economic conditions and problems of the society and to inculcate in them a
sense of social consciousness and dignity of labour as well as bring them closer to the community.
Students enrolled under the Scheme have to render 120 hours of Community Service, and to
participate in NSS Special Camps every year. The students also get opportunities to participate in
the Youth Leadership Training Camp, Youth Festivals, National Integration Camps, Adventure
Programmes, etc.
SC/ST Cell
The SC/ST Cell, established by the University as per UGC guidelines, works for the welfare of
SC/ST candidates. It monitors the implementation of policies and programmes related to
admissions, appointments, and promotions of SC/ST candidates. The Cell endeavors to ensure
the benefit of Central Govt. / State Govt. policies related to the welfare of SC/ST students and
employees.
Women Cell
The women cell is established in the university as per the direction issued by the Supreme Court
and MHRD to provide and maintain a dignified, congenial working environment for women
employees including teaching, non-teaching and contractual workers & students and the society
as a whole where they can work, study and explore their potential to the fullest
Student Welfare
The Student Welfare department is organizaing various activities in the university for the students.
It is also organizing various camps such as spiritual, Nature Study, Youth Leadership and
Mountaineering for an overall personality development of the students.
Collaboration with NBRC
The University has collaboration with National Brain Research Center Manesar, Gurgaon. It is a
very good & step taken by university to enhance the research in the university. The university
students & faculty can use their laboratory & other facility available in the NBRC to improve their
research.
HKCL
The University is going to make the MOU with the Haryana Knowladge Corporation Limited to
make the university digital / Paperless automous university.

Important Instructions / Information
1. Before filling up the Admission form, the candidates are advised to read carefully, the
provisions given in the University Prospectus.
2. The last date for receipt of Admission Forms duly complete in all respect along with all
documents in the office of the Department concerned is 30.6.2015 (upto 5.00 p.m. including
those received by post).
The University will not be responsible for any delay in postal transit/through courier service
Admission Form and other details are also available on the University website (www.igu.ac.in).
The Admission Form will be accepted only during working hours on working days, i.e., from
Monday to Friday, except holidays, in case the last date for receipt of Admission Forms
happens to be a holiday or that day is declared a holiday by the University, the next working day
will be considered as the last date for the purpose.
3. The candidates using downloaded Admission Forms must attach a Challan/Draft/Debit Card
of Rs. 600/- (Rs. 150).
4. The candidates who do not receive the Admit Cards are advised to contact the
Chairperson/office of Department concerned before the date of Entrance Test.Any change will
be notified on notice board separately and the same will also be uploaded on the University
website, which shall deemed to be notified.
5. A candidate allowed to appear in the Entrance Test provisionally, cannot claim admission
whatsoever be his/her rank in the test, if found ineligible on verification of
documents/certificates.
6. If at any stage if is found that the candidate has supplied incomplete and/or false and/or
incorrect information in the Admission Form, his/her candidature for the programme will be
cancelled and he/she will be liable for disciplinary action as per the University rules and all fees
deposited by him/her shall be forfeited.
7. At student shall be permitted to be on the rolls of two different departments of the University
simultaneously.
8. At the time of admission, every candidate shall be required to give an undertaking of good
behaviour. If a candidate, after admission to any programme in University Teaching
Departments, is found indulging in any kind of ragging or any act of indiscipline, his/her
admission is liable to be cancelled. The parent/guardian of the candidate will have to sign an
undertaking to this effect in theAdmission Form and Affidavit IGU.
9. If the University authorities are not satisfied with the character, past behaviour and
antecedents of a candidate, they may refuse to admit him/her to any course of study in the
University. In order to safeguard academic standards and ensure discipline and peaceful
atmoshere in the University, the Vice-Chancellor may cancel the admission of any student.
10. A student from any other University recognized by Indira Gandhi University of from a Board of
Examination other than Board of School Education, Haryana, shall be eligible for admission to
the University only on the production of migration certificate (or transfer certificate, if a Board
does not issue the migration certificate) to show that the University or Board has not objection
to his/her joining this University and he/she will have to submit the same upto 31st October,

2015 without any late fee, falling which his/her candidature for the concerned examination
shall stand suspended automatically, provided that the condition of production of the migration
certificate shall not apply in the case of students passing their examination from foreign
universities.
Provided that in hard and exceptional cases migration certificate will be accepted with
payment of Rs. 1500/- (as Late Fee) if the same is submitted 30 days before the
commencement of examinations and with late fee of Rs. 2000/- if it is submitted 15 days before
the commencement of examinations. In that event the candidate will continue his studies
provisionally at his/her own risk and responsibility and will submit an undertaking in writing to
this effect. Provided further that the condition of submission of migration certificate shall not
apply to a candidate for the first semester examination.
11. In case, a candidate submits any document in the Office/Department, he/she is required to
obtain a receipt from the Office/Department concerned specifically mentioning the particulrs
and the date of submission of the documents.
12. The selection of a candidate for admission to a programme will be based on merit list drawn on
the basis of score in the Entrance Test plus Sports weightage, if any, subject to fulfilling other
conditions as given in the Prospectus.
13. After getting admission, the student may obtain a copy of the syllabus of the programme from
the Department concerned / University website www.igu.ac.in.
14. In the event of any inconsistency in the rules or any clarification thereof. the matter shall be
referred to the Vice-Chancellor for interpretation whose decision shall be final. The Vice-
Chancellor is also competent to remove any inconsistency at any time and decide as to which
provision shall take precedence over the other.
15.Any legal dispute relating to admission of students will be subject to jurisdiction of the Courts at
Rewari.
16. Supreme Court of India Orders-Curbing Ragging in Educational Institutions-Prospectus
admission : It has been impressed upon by the Hon'ble Supreme Court of India that henceforth
in every prospectus relating to admission of the students in any educational institution, it shall
be clearly stated that if any incident of ragging comes to the notice of the authority, the
concerned student shall be given liberty to explain and if his explanation is not found
satisfactory, the authority would expel him from the institution.
Instructions for curbing ragging : Ragging in educational institutions is banned and any one
indulging in ragging is liable to be punished appropriately, which may include suspension from
the institution or classes for a limited period, expulsion from the institution and consequent
debarring from admission to any other institution for a specific period or fine as per UGC
guidelines upto Rs. 2.50 lacs. The punishment may also take the shape of (i) withholding
scholarships or other benefits, (ii) debarring from representation in events, (iii) withholding
results, (iv) suspension or expulsion from hostel or mess. If the individuals, committing or
abetting ragging, are not/ cannot be identified, collective punishment can be awarded to act as
a deterrent. The following will be termed as the act of ragging any disorderly conduct whether
by words spoken or written or by an act, which has the effect of teasing, treating or handling
with rudeness any other student (s), indulging in rowdy or indiscipline activities which causes
or is likely to cause annoyance, hardship or psychological harm or to raise fear or

apprehension thereof in fresher or junior student(s) or asking the student(s) to do any act or
perform something, which such student(s) will not do in the ordinary course and which has the
effect of causing or generating a sense of shame or embarrassment so as to adversely affect
the physique or psyche of a fresher student.
17. Smoking is strictly prohibited in the Campus and is an offence. If students are found smoking,
they will be dismissed from the hostel and the University. If anyone is found in violation of this
rule, the same may be brought to the notice of anyone of the following :-

Note:
1. Weightage for University Sports Certificates shall be given as per criteria laid down and such
candidates need not furnish gradation certificates, but in case of all the National/ Inter-
national/States tournament certificates, they are required to be the part of gradation certificate
i.e. National/Inter-national/State tournaments certificates must be mentioned in gradation
certificate. Sports certificates pertaining to National/ Inter-national tournaments, which are
not mentioned in the gradation certificates, will not be considered for sports weightage.

respective recognized sports federations/associations, will only be considered for weightage
and eligibility.
7. The performance at Junior National/ Junior Inter-national will only be considered when the
athlete has won place at Zonal/All India-University tournament. However, participation at
Junior National/Inter National tournaments shall not be considered for determining the
eligibility of the candidate.
8. Canadian Test :
(a) Male candidates must clear the following events /activities in a sequence from the starting
line within 32 seconds and the total distance would be 75 meters :
i. 10 feet long jump
ii. Seven times crossing over the width of 5 river/pit
iii. Vaulting Horse of 4’8”height
iv. Forward roll on mat
v. Crossing over the hurdle of 3’ height
vi. Carrying two buckets of sand upto finishing line 25 meters away.
(b) Female candidates must clear the following tests in a sequence from the starting line
within 35 seconds and the total distance would be 70 meters:

10. A student can be referred for medical check up at any time during the course, if the Chairperson
is of the opinion that the student has become unfit for practicals.
i. If a candidate commits two faults, he/she will not be allowed for re-test, whereas, if only

he/ she completes the test within the prescribed time. Third chance will not be given under
any circumstances.

3. One supernumerary seat in each course (except the courses run under the norms of AICTE and
NCTE) in University Teaching Departments at Indira Gandhi University, Meerpur (Rewari) will
be earmarked to promote cultural activities subject to the fulfillment of the following
conditions :
i) Any position in the National Youth Festival organized by the Association of Indian
Universities, New Delhi.
ii) First position holder in the North Zone Inter University Youth Festival organized by the
Association of Indian Universities.
iii) The age of the student should not exceed 23 years.
iv) It will be mandatory for the admitted students to participate in the cultural activities
of his/her Department/University and should have consistently participated in the youth
festivals.
v) The maximum age limit to participate in the Youth Festival of IG U and Association of
Indian Universities is 25 years. So when a student takes the admission in any Department
with an age of 23 years can participate for next two years as per rules.
4. The Head of the Department shall be competent to create 15% additional supernumerary seats for
foreign candidates, out of which 5% seats shall be earmarked for the children of Indian workers in
the Gulf countries and Southeast Asia. These seats will not be filled, if such foreign candidates are
not available.

7. As per HEC Haryana letter No. KW-18/158-2009 (UNP-1) dated 18.8.2010; two seats in each course
offered at IGU, Meerpur, Rewari are reserved for the students of Meerpur village, Distt. Rewari where
the intake of students is around 50. In case, the intake is more than 50 in any course, then two seats in
every block of 50 could be added.
If during admissions, no eligible candidate is available against earmarked seats for that year, the vacant
seats can be offered to the eligible candidates in other reserved categories. If no candidate is available
in any of the reserved categories, the vacant seats can be offered to general category candidates of the
village. However, if no eligible candidate is available from the village, then it will revert to the open
category seats.
8. Admission against the additional seats in point 1 to 7 shall be made on the basis of marks in the
qualifying examination and candidates will not be required to appear in the entrance examination
wherever prescribed. They are required to apply on separate application form to the concerned
Department/Institute by the date notified in the schedule of admissions along with all documents /
testimonial. However, if any of the candidate wants to seek admission against General Category quota,
he/she shall be required to appear in the Entrance Examination wherever prescribed after filling
separate Application Form by due date. Eligibility conditions will be same as applicable to the
General Category candidates.

5. Ten per cent seats over and above the existing sanctioned intake are meant for actual NRI candidates
and their children or wards in all programmes (except the courses run under the norms of AICTE and
NCTE). The following documents will be required for admission against these seats:
i) Original Certificate/Mark Sheet of qualifying examination.
ii) Attested copies of Passport and Visa of the applicant/parent.
iii) Foreign Bank Account No. or NRI Account No. of the applicant/parent.
iv) Declaration regarding Non-Resident Indian status of the applicant/parent. (Appendix- N.

Once a candidate is admitted to a programme as an NRI candidate, he/she will remain in this
category for the full duration of the programme. The University's decision regarding status of

Those who have done graduation or post-graduation shall not be eligible for admission to 5-year
Integrated programmes.
A person who has passed post-graduate examinations shall not ordinarily be allowed to seek
admission to P.G. Course in another subject as a regular student. However, Vice -Chancellor may
relax the rules on genuine grounds.
No applicant shall be permitted to pursue two regular courses simultaneously.
Rounding off of the decimal digits to a whole number for calculating the percentage of marks shall
not be permissible in any case, whatsoever.
Candidates having compartment in the qualifying examination shall not be allowed for
admission in PG Courses.

IMPORTANT POINTS
1. Minimum pass marks in the qualifying examination shall be the eligibility condition for admission
of the SC candidates of Haryana only unless specified otherwise in the eligibility criteria of a
particular programme.
HOW TO APPLY FOR ADMISSION TO VARIOUS COURSES
1. The candidates are advised to read the Information Brochure carefully before filling the online
Application Form.
2. The University has adopted online procedure for admission during the academic session 2015-16.
However, the Information Brochure can be obtained from the Library, I.G. University, Meerpur either in
person or on payment of Rs. 200/- in cash for reference. OR can be free downloaded from the University
Website www.igu.ac.in. The purchase of printed Information Brochure is not mandatory for submission of
applications through online admission panel.
The Information Brochure is also available on cash payment at the information counter, Indira Gandhi,
University Meerpur, Rewari (Haryana).
3. The processing charges for submission of the admission application will be charged at Rs.600/-for general
category candidates and Rs.150/- for S.C./B.C. of Haryana only. The S.C/ B.C candidates belonging to
states other than Haryana will be treated as General Category candidates for all purposes. A candidate can
apply for admission to as many number of courses as he/she desires.Separate application form for
admission in each course shall be filled after paying separate fee for each.

from 10th Standard onwards/other documents and latest Character Certificate should be appended
to the computer generated application form to be submitted to the concerned Department /
Institute / Office on or before the last date of receipt of the application.
Change in course or category, once opted for the purpose of admission, will not be allowed. The
category and course opted in the Online Application for admission shall be the base for this
purpose.

10. If the last date for receipt of applications falls on a holiday or that day is declared holiday by the
University, the next working day will be considered as the last date for the purpose. However, the timings
will remain unchanged.
11. The candidates claiming the benefit of reservation shall submit a certificate to this effect from the
competent authority. Refer to Appendices C to L for instructions and formats of certificates.
12. The Application or any other document attached thereto once submitted shall not be returned.

1. Pre-Requisites for Applying Online Before applying online, candidates should have:—

3. Read the General Instructions carefully, and proceed".
4. Admission Registration Form will be displayed. Enter your details such as name, address, mobile
no., landline no., and e-mail address carefully. Filling of star (*) marked fields is mandatory. The
application cannot be submitted unless the mandatory fields are filled. The University will use
applicant‘s information to contact the applicant for any further communication. The University
will not be responsible for incorrect information due to mistakes in address, mobile no., landline
no., or e-mail address etc.
5. Select the appropriate program offered at the "Course applied for" from the drop down menu of
"Department" then the corresponding course from the drop down menu of "Courses".
6. Fill all your Educational Qualifications, Weightage for Extra Curricular Activities, Facility
Required (For example: Hostel) etc.
7. There is a section "ONLY FOR Ph.D CANDIDATES". Tick the check box if you are a Ph.D
candidate and fill all the information.
8. After filling the required details, write your name in the Signature box and place (which ensures
that you have read all the related information and agree with the Term and Conditions) and click
on Submit.
9. After submitting you can you can review your filled information and can note your reference id
(this id will be required to print your admit card/identity card).
10. Once you cross checked your information click on the "Print"button to take the print of your
application form.
11. You can also download the pdf file of your application form after clicking on "Print" button

SYLLABI AND PATTERN OF ENTRANCE EXAMINATIONS
1. The questions in the Entrance Examination for admission to a programme will be of the standard
which a student, having passed qualifying examination for admission to that programme, is expected
to answer. For example, the questions in the Entrance Examination for admission to M.Com.
programme will be of the standard which a student, having passed B.Com. or equivalent qualifying
examination, is expected to answer. Similarly, the questions in the Entrance Examination for
admission to M Com 5-year programme will be of the standard which a student, having passed 12th
standard with syllabus prescribed by Board of School Education, Haryana, is expected to answer.
3. The syllabi of M.A./M.Sc./M.Com./equivalent examination (Previous & Final both) will constitute
the syllabi for setting question papers for Entrance Examinations for admission to the respective M.
Phil/Ph.D. programmes including University Research Scholarship.
4. Each Entrance Examination paper will carry 100 questions of one mark each.
5. Duration of the Entrance Examination shall be 75 minutes.

RULES AND GUIDELINES FOR ENTRANCE EXAMINATIONS
1. The Entrance Examination is meant to assess the candidates' suitability for the Programme to which
he/she is seeking admission.
2. No candidate will be admitted to the Entrance Examination Hall unless he/she produces the Admit
Card which can be downloaded from University Website www.igu.ac.in one week before the date
of Entrance Test.
3. In case it is not available on the Site concerned office / department where scanned copy of the
application duly signed by the candidate was deposited may be contacted.
4. No request for postponement of Entrance Examination will be entertained under any circumstances.
5. The question papers for various Entrance Examinations will consist of objective type multiple
choice questions only.
6. The candidates should refer to "Syllabi for Entrance Examinations" for outlines of syllabi and
composition of Entrance Examination Question Papers.
7. The venue/centre for all Entrance Examinations will be I.G.U. Meerpur, Rewari unless otherwise
changed by the University through a special notification.
8. There will be no negative marking.
9. Question Booklet.
i) The examinees, immediately after taking their seats, will be given a sealed Test Booklet
containing an OMR/paper Answer Sheet and a Question Booklet containing serially
numbered questions. The examinees are advised to read and follow the instructions on front
and back-page of the question Booklet carefully.
ii) A Question Booklet Number and a Booklet Code (A or B or C or D) are given on the front page
of the Question Booklet. The examinees must write the Number and the Code carefully in the
appropriate places on the OMR/ Answer Sheet.
iii) The examinee must affix his/her signature on the front page of the Question Booklet at the place
earmarked for this purpose.
iv) The Question Booklet has paper seal pasted on it. The examinees should open the Question
Booklet by breaking the paper seal only when they are asked to do so by the Invigilator.
v) The examinees must check immediately after breaking the seal that the Question Booklet
contains the same number of questions as indicated in the instructions at the top. If any
deficiency is noticed in the Question Booklet, the Invigilator may be requested to replace the
same immediately.
vi) The Question Booklet and the Answer Sheet must be returned to the Invigilator before
leaving the Examination Hall.
10. OMR/Answer Sheet
i) The examinees must check their Answer Sheets which are serially numbered. If any
discrepancy is detected, the same should be brought to the notice of the Invigilator
immediately.
ii) Use good quality ball point pen (blue or black) strictly as directed on the OMR Answer
Sheet.
ii) Do not fold or put any stray mark or do any rough work on the Answer Sheet.
iv) Fill in the Roll No., Question Booklet No., and Booklet Code in the blocks provided for the
purpose on the OMR/paper Answer Sheet.

v) The examinee must affix his/her signature with the ball point pen at the appropriate place
on the OMR/paper Answer Sheet.
11. Rough Work
The examinees should not do any rough work or writing work on the OMR Answer Sheet/Paper
Answer Sheet. Rough work, if any, may be done in the Test Booklet itself.
12. The following procedure shall be followed in the Examination Hall:
i) No candidate will be allowed to enter the Examination Hall 15 minutes after the
commencement of the examination.
iii) No candidate will be allowed to leave the Examination Hall before the expiry of time.
iii) The doors of Examination Hall will be opened 30 minutes before the time fixed for
commencement of the Examination.

Each examinee will be given a sealed Test Booklet with an Answer Sheet 10 minutes before
the commencement of the Examination.
The examinees, immediately on receipt of the Test Booklet, will fill in the required
particulars with the ball point (black or blue) pen only on its cover page.
The examinees shall not open the Test Booklet until asked to do so by the Invigilator.
Use of calculators, slide rules or log tables, books, papers, cellular phones or any other electronic
device, etc. is not allowed.
viii) The Examination will start exactly at the appointed time. The Invigilator will make an
announcement to this effect. The examinees should start writing only after the announcement of the
Invigilator.
ix) The Invigilator will check 'Admit Card' of each examinee during the Examination to satisfy
himself about each of them. This 'Admit Card' must be deposited with the Invigilator on duty. The
Invigilator will also put his signature in the place provided in the question booklet and OMR Answer
Sheet.
x) The examinees shall bring their own ball point pens (blue or black), eraser, and foot-rule.
These items will not be supplied by the University.
xi) After completing the test and before handing over the Test Booklet and Answer Sheet, the
examinees must check again that all the particulars required in the Test Booklet and the Answer Sheet
have been correctly written.
xii) A signal will be given at the beginning of the Examination and at half-time. A signal will
also be given before the closing time when the examinees must stop marking responses.
13. Punishment for use of Unfair Means If any candidate is found guilty of any breach of rules
mentioned in the Information Brochure or guilty of using unfair means, he/she will be liable to be
punished according to the Act, Statutes, Ordinances, and Rules & Regulations of I.G.U. Meerpur.

14. Re-Checking
There shall be no re-checking or re-evaluation of answer sheets of the Entrance Examination. No
request in this regard shall be entertained.
15. If any person(s) or officer(s) or official(s) dealing with the conduct of Entrance Examination is
found indulged in any act that would result in the leakage of the question paper(s) or renders help
directly or indirectly in the use of unfair means in the examination, he/she shall be liable to be
prosecuted under the Indian Penal Code.
16. Legal Jurisdiction
All disputes pertaining to the conduct of Entrance Examination and admissions shall fall within
the jurisdiction of Rewari only.
17. Enquiries regarding Entrance Examinations, if any, may be made till a day before the
Entrance Examinations during office hours and not on the day of Entrance Examination with the offices
where the Application Form has been submitted as per the instructions mentioned in this
brochure.

WEIGHTAGE CRITERIA FOR PREPARING MERIT LIST
Important Note:
1. While preparing the merit list, marks in fractions will not be rounded off.
2. The candidates must secure at least 25% marks in the Entrance Test to be eligible for
admission to M.A./M.Sc./M.Com/MCA Lateral Entry /LL.B courses except SC candidates of
Haryana. If seats remain vacant, the above requirement of 25% can be relaxed upto 5% by the
Head of the Dept. concerned.
3. No document on the basis of which weightage is claimed shall be entertained, if it has been issued
after the last of submission of online application.
The merit list will be prepared on a scale of 200 marks as under:
a. Entrance Examination 100 marks
b. Academic Merit 100 marks (including weightage)
The Academic Merit will be determined by adding the following weightages to the percentage of marks
obtained by the candidate in the qualifying examination :
A. Weightage for admission to M.A./M.Sc./M.Com 5-year Integrated/LLB programme/M.A
(Phy. Ed.)/. and PG Dip. in Fashion Design Courses
(i) Weightage to the candidates who have passed qualifying exam. 5 marks
from any of the Universities in the State.
(ii) Weightage for NCC ‘C’/ ‘G’ Part -II Certificate, and Scouts and 5 marks
Guides decorated with the President‘s Award.
(iii)Weightage for NCC ‘B’ Certificate 3 marks
OR
Weightage for Certificate of Merit for NSS/MFLP awarded by 5 marks
the University/State Govt.

DISTRIBUTION & RESERVATION OF SEATS IN VARIOUS COURSES
The reservation policy notifed by the State Government, Haryana is applicable to the University. In view of
reservation policy issued by Govt. of Haryana vide Nofication No. 22/10/2013 - IGSIII dated 28/2/2013, the
reservation of seats in various programmes offered in University Teaching Departments / Centres / Institutes are
as under:-

Physically Handicapped (PH) 3% of State quota (2.55% of total intake).
In the event of quota reserved for Physically Handicapped remain unutilised due to non availability for
suitable category of Handicapped Candidates, it may be offered to the Ex-Servicemen and their wards
(1%) and the dependents of Freedom Fighters (1%).
Further, 3% reservation is also provided to Ex-serviceman/ Freedom Fighter and their dependants by
providing reservation within reservation of 1% of General Category, 1% out of Scheduled Caste and
1% from Backward Classes category for admission to the various educational institutions of the Govt.
and Govt. aided / Institutes located in Haryana. As far as Block allocation in Block-A and Block-B of
Backward Classes category is concerned year wise rotational system will be adopted. For example if
Block-A of Backward Classes are given seats in academic year 2006, the next Block i.e. (B) Block of
Category of Backward Classes will be given seats in the next academic year 2007 and so on.
GUIDELINES FOR RESERVATION:
1. The reservation of seats is as per the Reservation Policy of Haryana Govt. and is subject to
change/amendment made by the State Govt. from time to time.
2. Candidates belonging to SC/ST are required to submit a certificate from the competent authority as
per Appendix-C.The list of Scheduled Castes notified by the Haryana Government is available at
Appendix-K.
3. Candidates belonging to Backward Classes are required to submit a certificate from the competent
authority as per Appendix-D. The list of Backward Classes and Special Backward Classes in
Haryana notified by the Haryana Government, is available at Appendix-I. Circular no. 1170-SW
(1)-95 dated 7.6.95 of the Haryana Govt. for excluding Socially Advanced Persons/Sections
(Creamy Layer) from Backward Classes may be referred to Appendix-J.
4. The children or Grand Children (Maternal & Paternal) of Freedom Fighters are required to submit a
certificate from the competent authority as per Appendix-E.
5. Only those candidates who have permanent disability of not less than 40% (being otherwise fit for
admission to the course) will be considered for admission as Physically Handicapped. They will
submit a certificate from the competent authority as per Appendix-H.Disability Certificate shall,
however, be subject to verification by a Medical Board to be constituted by the University. The
decision of Medical Board in this regard shall be final.
6. Children or Wards of Military Personnel (including personnel of Para-Military Forces killed in
Action or Permanently Disabled in Action and Boarded Out from the Services or Ex-Servicemen
and their wards will be considered for reservation. They will submit a certificate as per Appendix-
F. The following categories of personnel of Territorial Army are included in the definition of Ex -
Servicemen in terms of the State Govt. letter No. 12/18/2006-GS-II dated 8-01-2008:
i) Pension holders for continuous embodied service;
ii) Persons with disability attributable to military service;
iii) Gallantry Award Winners; and
iv) Such recruits boarded out/released on medical grounds and granted medical/disability pension.

7. Acandidate who applies for a reserved category or for both reserved and general categories will be considered
first in general category. In case, he is not selected in general category, he will be considered for reserve
category.
The Scheduled Castes/Backward Classes candidates who get selected /admitted in Educational /Professional/
Technical Institutions and Universities in open competition on the basis of their own merit, will not be counted
against the quota reserved for scheduled caste/ backward classes, rather they will be treated as open
competition candidates. However, such candidates shall fulfill condition of eligibility regarding age etc. as are
meant for general category candidates (Memo No.13864-75 dated 24.8.2012 received from the Principal
SecretarytoGovt.ofHaryana,WelfareofScheduledCasteandBackwardClasses,Department,Chandigarh).
8. If a candidate belongs to more than one reserved category, he/she shall be required to give his/her preference at
thetimeoffillinguptheadmissionform.Preferenceoncegivenshallnotbechanged.
9. If any seat remains vacant in sub-categories of BC(A) and BC(B), the same will be filled up through the
candidates belonging to other category. For example, if any seat in BC(B) category remains vacant, the same
willbefilledupfromBC(A) categoryandvice-versa.
10. Benefit of reservation will be given to all the reserved categories upto 3rd counselling according to the
reservation policy given in the Information Brochure. In case at the time of 3rd counselling the reserved seats
of various categories remain vacant and no eligible candidates of the reserved categories are available, these
vacant seats may be thrown open to Haryana General Category with the approval of the Vice-Chancellor. In
case, the seats in Haryana General Category remain vacant at the end the same will be thrown open toAll India
OpenCategorywiththepermissionoftheVice-Chancellor.
11.For providing the benefit of reservation to Special Backward Classes, the criteria shall be same as is applicable
to Backward Classes in the State and other instructions issued by the Government from time to time. It is also
clarified that once a member of a family of Special Backward Classes gets benefit of reservation, his
descendants will not get benefit of reservation. The criteria for exclusion of creamy layer for Special
BackwardClasseswillbesameasapplicableforthereservationinBackwardClasses.
The criteria for consideration as Economically Backward Persons in the General Castes category will be as
under:-
i) Family' for the purpose of the applicant seeking reservation as ‘Economically Backward’ is defined as
follows:
a) Head of Family and his/her spouse; b) Dependent childrenand their spouses; c) Unmarried dependentbrothers
andsisters.
ii) The total annual income of the family of the applicant syhould not cumulatively exceed Rs.2,50,000/- per
annumfromallsourcesincludingagriculturalincome.
iii) In case any person in the family, as described in (i) above, is income-tax/wealth tax payee, benefit of
reservationshallnotbeextended.
iv) Applicant or family as described in (i) above should not be in Class-I/Class-II services of Government of
India or State Government level or equivalent or hold any equivalent post in any statutory board/corporation
/University/ society/trust or an equivalent position in any public/private limited company or in any
Internationalorganization.
v) Family shall be deemed to be in service as mentioned above when a person in family has superannuated
and/or has sought voluntary retirement or has been dismissed/terminated/compulsory retired from such
service.
vi) In case, family as described in (i) above, is engaged in a profession as doctor, lawyer, chartered accountant,
income –tax consultant, financial or management consultant, engineer, architect, computer specialist,
film/TV artist, play write, author, model, media personnel or holds any elected/appointed office either under
theConstitutionorintermsofanystatuteout

A RESPECTFUL TRIBUTE Born on November 19, 1917 in Allahabad in the family of freedom fighters, Shrimati Indira Priyadarshni Gandhi was one of the most charismatic Indian political leader, an icon and a woman of substance. She has played a major role in defining the destiny of India. New definition was bestowed upon the role of South Asian women in the late 1960s, by her emergence as eminent female political figure from South Asia. The remarkable lady revolutionized the global political arena, pioneering the entry of women into world politics. She was one of strongest women leaders of twentieth century who was elected four times as the Prime Minister & was the world's longest serving woman Prime Minister from 1966 to 1984. She was a lady with strong willpower and tremendous self-belief. She served as Prime Minister of India for 15 years and her tenure at the top ensured India never lacked in courage and developmental policies. Indira Gandhi showed her true mettle during the Indo-Pak war in 1971. She was truly an Iron lady, the woman of vision, courage and foresight. She was a sincere daughter of motherland. We cannot forget her contribution in the progress of India. She was a worthy maker of India and was a source of inspiration to Indian men, women and children. Indira Gandhi is one of those leaders who will always be remembered for her courage, determination and exceptional qualities of leadership. We salute her true spirit towards India's progressive advancements in education and technology for sustainable development. I have great pleasure in presenting to you all the Handbook of Information 2015-16 of Indira Gandhi University (IGU) containing details of the Academic Programmes for the Admission session July 2015. Since its establishment in September, 2013, the university has made tremendous progress.   • 15. INDIRA GANDHI UNIVERSITY: A PROFILE University The Indira Gandhi University Meerpur, Rewari was established through an ordinance promulgated by the Governor of Haryana on Sept. 07, 2013. It started its functioning from Sept. 13, 2013 with appointment of Sh. Mohinder Kumar IAS (Retd.) as first Vice-Chancellor by the Governor of Haryana. The university has been determined to develop all round personality of students by making them not just outstanding professionals but also good individuals with ingrained human values and commitment to expand the frontiers of knowledge for the advancement of society. Further for the purpose of imparting education in Arts, Science, Information Technology, Computer Education, Commerce, Humanities, Management and to achieve excellence in these and connected fields of the learned professions the university tends to promote study and research for the further advancement of learning in education. The university campus is situated in village Meerpur at a distance of about 13 Km from district headquarter of Rewari, and is about 300 kms from Chandigarh, the State Capital. It is well connected both by rail as well as road. Rewari is the education hub of the State with excellent facilities for education in all fields of knowledge. Campus The university is spread over about 100 acres of land in lush green area is well laid with state-of- the-art buildings and magnificent road network, presents a manifestation of harmony in architecture and natural beauty. Before coming in to existence as an independent State University it was the Post Graduate Regional Centre of Maharishi Dayanand University, Rohtak which was established on 03.10.1988. At present University runs 13 Post Graduate courses in 10 teaching departments. Apart from this, five departments are running M. Phil. program and 08 department are running Ph.D. This session, the university is launching 07 other courses in Law, Physical Education, Music (Vocal), Physics, Computer science, Mathematics. The University also started Ph. D in Physics, Law and M. Phil. program in Hindi and Geography. There are two separate spacious Hostels for boys and girls and about 16 residential units available for the faculty members and non-teaching staff of the university. There is a robust university Campus with Wide Network - an amalgam of cable and wi-fi technologies, with 1 Gbps internet connectivity. Branch of Oriental bank of Commerce is the banking facility available on the Campus. University Library System The University Library System comprises a central library, strategically located, with excellent state-of -the art computer facilities and stress free environment. The library system, with the elegance, provides support for the academic and research pursuits. It has a rich collection of knowledge resources, volumes of books & volumes of journals. Besides, many Indian and foreign journals of repute are subscribed in print form. Online access is provided to the e-Journals through UGC- Info net facility, IEEE, Open Journals. All the divisions / sections of the library have their own PCs for data entry and other routine jobs. The library has its own Internet with connectivity to the Campus Network for providing access to its own database & e-resources. 3
  • 16. The air-conditioned Internet lab of the Library, having 60 Internet connected computer terminals with a bandwidth connectivity of 1 Gbps, provides access to e-journals and other e-resources. Application of RFID technology for check-out check-in and CCTV are installed for security purpose. Photocopying service is another step towards bridging the gap between the knowledge seekers and the knowledge resources. The University is planning to invest over Rs.100 lacs annually on the enrichment of knowledge base, besides having substantial recurring and non- recurring budget for other library activities including upgradation of existing facilities. Building of a new library with the name Bal Mukand Gupt Library is under construction which will be available to the studnets after a few months with all the latest facility. Computer and Internet facilities The University has modern high-tech Campus Network. It is wrapped around OFC and wi-fi technologies. All the departments/offices/hostels are linked to the Campus Network. The University has a Computer Centre for the benefit of students, research scholars, teachers and other staff. The Computer Centre conducts computer awareness programmes for the staff from time to time, and facilitates analysis of research data of the research scholars. Besides the central facility, majority of the departments have their own computer labs. Hostels The University provides residential accommodation on the campus to 240 students in the new hostels, each with accommodation for 120 residents, in for the allotment in the Session 2015-16. Maintenance of sanitized and compassionate environment in the hostel complexes and provision of hygienic food at reasonable charges always remains the endeavour of the university authorities. Mess in each hostel is run by the residents on cooperative basis. Each hostel has facilities for indoor games, recreation, STD, and canteen. Each Girls' Hostel is looked after by a full time Lady Warden. The construction of more hostels - each for boys and girls- has been undertaken in new plan. Sports Facilities For harnessing the potential of the youth and promoting sports in the University, creation of excellent infrastructure including two ultra modern Gymnasium Hall for all indoor activities is in the process. The Directorate organizes various inter-departmental tournaments for men and women players and coaching camps for its students and deputes the teams for participation in inter- university tournaments and national games. With the state-of-the-art infrastructure in place and emphasis placed on sports, the University can be adjudged as the 'sports kindergarten.' University Health Centre To cater to the primary health care need of the University community Primary Health Center is established near by. At the1st Aid center in university one nurse is available in the campus for whole time.Acharitable cancer hospital with all modern facilities is in the village. Cafeteria New Species cafeteria is also available in university for the relaxation of the students & faculty. 4

National Service Scheme The National Service Scheme provides an opportunity to the students to understand, appreciate and imbibe the socio-economic conditions and problems of the society and to inculcate in them a sense of social consciousness and dignity of labour as well as bring them closer to the community. Students enrolled under the Scheme have to render 120 hours of Community Service, and to participate in NSS Special Camps every year. The students also get opportunities to participate in the Youth Leadership Training Camp, Youth Festivals, National Integration Camps, Adventure Programmes, etc. SC/ST Cell The SC/ST Cell, established by the University as per UGC guidelines, works for the welfare of SC/ST candidates. It monitors the implementation of policies and programmes related to admissions, appointments, and promotions of SC/ST candidates. The Cell endeavors to ensure the benefit of Central Govt. / State Govt. policies related to the welfare of SC/ST students and employees. Women Cell The women cell is established in the university as per the direction issued by the Supreme Court and MHRD to provide and maintain a dignified, congenial working environment for women employees including teaching, non-teaching and contractual workers & students and the society as a whole where they can work, study and explore their potential to the fullest Student Welfare The Student Welfare department is organizaing various activities in the university for the students. It is also organizing various camps such as spiritual, Nature Study, Youth Leadership and Mountaineering for an overall personality development of the students. Collaboration with NBRC The University has collaboration with National Brain Research Center Manesar, Gurgaon. It is a very good & step taken by university to enhance the research in the university. The university students & faculty can use their laboratory & other facility available in the NBRC to improve their research. HKCL The University is going to make the MOU with the Haryana Knowladge Corporation Limited to make the university digital / Paperless automous university. 5
  • 18. Important Instructions / Information 1. Before filling up the Admission form, the candidates are advised to read carefully, the provisions given in the University Prospectus. 2. The last date for receipt of Admission Forms duly complete in all respect along with all documents in the office of the Department concerned is 30.6.2015 (upto 5.00 p.m. including those received by post). The University will not be responsible for any delay in postal transit/through courier service Admission Form and other details are also available on the University website (www.igu.ac.in). The Admission Form will be accepted only during working hours on working days, i.e., from Monday to Friday, except holidays, in case the last date for receipt of Admission Forms happens to be a holiday or that day is declared a holiday by the University, the next working day will be considered as the last date for the purpose. 3. The candidates using downloaded Admission Forms must attach a Challan/Draft/Debit Card of Rs. 600/- (Rs. 150). 4. The candidates who do not receive the Admit Cards are advised to contact the Chairperson/office of Department concerned before the date of Entrance Test.Any change will be notified on notice board separately and the same will also be uploaded on the University website, which shall deemed to be notified. 5. A candidate allowed to appear in the Entrance Test provisionally, cannot claim admission whatsoever be his/her rank in the test, if found ineligible on verification of documents/certificates. 6. If at any stage if is found that the candidate has supplied incomplete and/or false and/or incorrect information in the Admission Form, his/her candidature for the programme will be cancelled and he/she will be liable for disciplinary action as per the University rules and all fees deposited by him/her shall be forfeited. 7. At student shall be permitted to be on the rolls of two different departments of the University simultaneously. 8. At the time of admission, every candidate shall be required to give an undertaking of good behaviour. If a candidate, after admission to any programme in University Teaching Departments, is found indulging in any kind of ragging or any act of indiscipline, his/her admission is liable to be cancelled. The parent/guardian of the candidate will have to sign an undertaking to this effect in theAdmission Form and Affidavit IGU. 9. If the University authorities are not satisfied with the character, past behaviour and antecedents of a candidate, they may refuse to admit him/her to any course of study in the University. In order to safeguard academic standards and ensure discipline and peaceful atmoshere in the University, the Vice-Chancellor may cancel the admission of any student. 10. A student from any other University recognized by Indira Gandhi University of from a Board of Examination other than Board of School Education, Haryana, shall be eligible for admission to the University only on the production of migration certificate (or transfer certificate, if a Board does not issue the migration certificate) to show that the University or Board has not objection to his/her joining this University and he/she will have to submit the same upto 31st October, 6
  • 19. 2015 without any late fee, falling which his/her candidature for the concerned examination shall stand suspended automatically, provided that the condition of production of the migration certificate shall not apply in the case of students passing their examination from foreign universities. Provided that in hard and exceptional cases migration certificate will be accepted with payment of Rs. 1500/- (as Late Fee) if the same is submitted 30 days before the commencement of examinations and with late fee of Rs. 2000/- if it is submitted 15 days before the commencement of examinations. In that event the candidate will continue his studies provisionally at his/her own risk and responsibility and will submit an undertaking in writing to this effect. Provided further that the condition of submission of migration certificate shall not apply to a candidate for the first semester examination. 11. In case, a candidate submits any document in the Office/Department, he/she is required to obtain a receipt from the Office/Department concerned specifically mentioning the particulrs and the date of submission of the documents. 12. The selection of a candidate for admission to a programme will be based on merit list drawn on the basis of score in the Entrance Test plus Sports weightage, if any, subject to fulfilling other conditions as given in the Prospectus. 13. After getting admission, the student may obtain a copy of the syllabus of the programme from the Department concerned / University website www.igu.ac.in. 14. In the event of any inconsistency in the rules or any clarification thereof. the matter shall be referred to the Vice-Chancellor for interpretation whose decision shall be final. The Vice- Chancellor is also competent to remove any inconsistency at any time and decide as to which provision shall take precedence over the other. 15.Any legal dispute relating to admission of students will be subject to jurisdiction of the Courts at Rewari. 16. Supreme Court of India Orders-Curbing Ragging in Educational Institutions-Prospectus admission : It has been impressed upon by the Hon'ble Supreme Court of India that henceforth in every prospectus relating to admission of the students in any educational institution, it shall be clearly stated that if any incident of ragging comes to the notice of the authority, the concerned student shall be given liberty to explain and if his explanation is not found satisfactory, the authority would expel him from the institution. Instructions for curbing ragging : Ragging in educational institutions is banned and any one indulging in ragging is liable to be punished appropriately, which may include suspension from the institution or classes for a limited period, expulsion from the institution and consequent debarring from admission to any other institution for a specific period or fine as per UGC guidelines upto Rs. 2.50 lacs. The punishment may also take the shape of (i) withholding scholarships or other benefits, (ii) debarring from representation in events, (iii) withholding results, (iv) suspension or expulsion from hostel or mess. If the individuals, committing or abetting ragging, are not/ cannot be identified, collective punishment can be awarded to act as a deterrent. The following will be termed as the act of ragging any disorderly conduct whether by words spoken or written or by an act, which has the effect of teasing, treating or handling with rudeness any other student (s), indulging in rowdy or indiscipline activities which causes or is likely to cause annoyance, hardship or psychological harm or to raise fear or 7
  • 20. apprehension thereof in fresher or junior student(s) or asking the student(s) to do any act or perform something, which such student(s) will not do in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher student. 17. Smoking is strictly prohibited in the Campus and is an offence. If students are found smoking, they will be dismissed from the hostel and the University. Though theteaching classes will be held in the evening, but the students in every year shall have to attend practical, legal aid and Courts in day time for training purposes. iii i ii LL.M 2 Academic Merit-cum- Entrance Test Academic Merit-cum- Entrance Test LL.B.   • 39. a) 1st , 2nd , 3rd position in Zonal Inter-University Tournaments/Zonal National Tournaments/representation of AIU team. v) Only those games which are recognized and adopted by the Inter-University Sports Board of India and approved by AIU will be considered for determining admission against sports seats. List of games approved by AIU is available at Appendix-L. vi) The candidates should be eligible for Inter-University Tournaments during the year of admission. vii) There should be continuity of participation of applicant at various levels including Inter- University Tournaments and his performance should not be more than one year old. viii) The candidate better in sports will be admitted as per merit decided by the Committee consisting of Director (Sports), Chairperson, Physical Education and one of the teachers of the Physical Education Department. ix) In case of tie in sports merit, the candidate better in academic merit shall be given preference. x) It will be mandatory for the admitted students to participate in the sports activities of his/her Dept./University and should have consistently participated in sports activities. xi) The age of the students should not exceed 28 years. xii) The sports certificates and photographs of the player must be attested by the Secretary of the concerned Federation. 3. One supernumerary seat in each course (except the courses run under the norms of AICTE and NCTE) in University Teaching Departments at Indira Gandhi University, Meerpur (Rewari) will be earmarked to promote cultural activities subject to the fulfillment of the following conditions : i) Any position in the National Youth Festival organized by the Association of Indian Universities, New Delhi. ii) First position holder in the North Zone Inter University Youth Festival organized by the Association of Indian Universities. iii) The age of the student should not exceed 23 years. iv) It will be mandatory for the admitted students to participate in the cultural activities of his/her Department/University and should have consistently participated in the youth festivals. v) The maximum age limit to participate in the Youth Festival of IG U and Association of Indian Universities is 25 years. So when a student takes the admission in any Department with an age of 23 years can participate for next two years as per rules. 4. The Head of the Department shall be competent to create 15% additional supernumerary seats for foreign candidates, out of which 5% seats shall be earmarked for the children of Indian workers in the Gulf countries and Southeast Asia. Rewari where the intake of students is around 50. In case, the intake is more than 50 in any course, then two seats in every block of 50 could be added. If during admissions, no eligible candidate is available against earmarked seats for that year, the vacant seats can be offered to the eligible candidates in other reserved categories. If no candidate is available in any of the reserved categories, the vacant seats can be offered to general category candidates of the village. However, if no eligible candidate is available from the village, then it will revert to the open category seats. 8. Admission against the additional seats in point 1 to 7 shall be made on the basis of marks in the qualifying examination and candidates will not be required to appear in the entrance examination wherever prescribed. They are required to apply on separate application form to the concerned Department/Institute by the date notified in the schedule of admissions along with all documents / testimonial. Rounding off of the decimal digits to a whole number for calculating the percentage of marks shall not be permissible in any case, whatsoever. Candidates having compartment in the qualifying examination shall not be allowed for admission in PG Courses. 29 IMPORTANT POINTS 1.   • 42. HOW TO APPLY FOR ADMISSION TO VARIOUS COURSES 1. The candidates are advised to read the Information Brochure carefully before filling the online Application Form. 2. The University has adopted online procedure for admission during the academic session 2015-16. However, the Information Brochure can be obtained from the Library, I.G. University, Meerpur either in person or on payment of Rs. 200/- in cash for reference. OR can be free downloaded from the University Website www.igu.ac.in. The purchase of printed Information Brochure is not mandatory for submission of applications through online admission panel. The Information Brochure is also available on cash payment at the information counter, Indira Gandhi, University Meerpur, Rewari (Haryana). 3. The processing charges for submission of the admission application will be charged at Rs.600/-for general category candidates and Rs.150/- for S.C./B.C. of Haryana only. The S.C/ B.C candidates belonging to states other than Haryana will be treated as General Category candidates for all purposes. The questions in the Entrance Examination for admission to a programme will be of the standard which a student, having passed qualifying examination for admission to that programme, is expected to answer. For example, the questions in the Entrance Examination for admission to M.Com. programme will be of the standard which a student, having passed B.Com. or equivalent qualifying examination, is expected to answer. Similarly, the questions in the Entrance Examination for admission to M Com 5-year programme will be of the standard which a student, having passed 12th standard with syllabus prescribed by Board of School Education, Haryana, is expected to answer. 3. The syllabi of M.A./M.Sc./M.Com./equivalent examination (Previous & Final both) will constitute the syllabi for setting question papers for Entrance Examinations for admission to the respective M. Phil/Ph.D. programmes including University Research Scholarship. 4. Each Entrance Examination paper will carry 100 questions of one mark each. 5. Duration of the Entrance Examination shall be 75 minutes. 6. The main topics along with no. of questions are given in the table below.   • 51. RULES AND GUIDELINES FOR ENTRANCE EXAMINATIONS 1. The Entrance Examination is meant to assess the candidates' suitability for the Programme to which he/she is seeking admission. 2. No candidate will be admitted to the Entrance Examination Hall unless he/she produces the Admit Card which can be downloaded from University Website www.igu.ac.in one week before the date of Entrance Test. 3. In case it is not available on the Site concerned office / department where scanned copy of the application duly signed by the candidate was deposited may be contacted. 4. No request for postponement of Entrance Examination will be entertained under any circumstances. 5. The question papers for various Entrance Examinations will consist of objective type multiple choice questions only. 6. The candidates should refer to "Syllabi for Entrance Examinations" for outlines of syllabi and composition of Entrance Examination Question Papers. 7. The venue/centre for all Entrance Examinations will be I.G.U. Meerpur, Rewari unless otherwise changed by the University through a special notification. 8. There will be no negative marking. 9. Question Booklet. i) The examinees, immediately after taking their seats, will be given a sealed Test Booklet containing an OMR/paper Answer Sheet and a Question Booklet containing serially numbered questions. The examinees are advised to read and follow the instructions on front and back-page of the question Booklet carefully. ii) A Question Booklet Number and a Booklet Code (A or B or C or D) are given on the front page of the Question Booklet. The examinees must write the Number and the Code carefully in the appropriate places on the OMR/ Answer Sheet. iii) The examinee must affix his/her signature on the front page of the Question Booklet at the place earmarked for this purpose. iv) The Question Booklet has paper seal pasted on it. The examinees should open the Question Booklet by breaking the paper seal only when they are asked to do so by the Invigilator. v) The examinees must check immediately after breaking the seal that the Question Booklet contains the same number of questions as indicated in the instructions at the top. If any deficiency is noticed in the Question Booklet, the Invigilator may be requested to replace the same immediately. vi) The Question Booklet and the Answer Sheet must be returned to the Invigilator before leaving the Examination Hall. 10. OMR/Answer Sheet i) The examinees must check their Answer Sheets which are serially numbered. If any discrepancy is detected, the same should be brought to the notice of the Invigilator immediately. ii) Use good quality ball point pen (blue or black) strictly as directed on the OMR Answer Sheet. ii) Do not fold or put any stray mark or do any rough work on the Answer Sheet. iv) Fill in the Roll No., Question Booklet No., and Booklet Code in the blocks provided for the purpose on the OMR/paper Answer Sheet. 39
  • 52. v) The examinee must affix his/her signature with the ball point pen at the appropriate place on the OMR/paper Answer Sheet. 11. Rough Work The examinees should not do any rough work or writing work on the OMR Answer Sheet/Paper Answer Sheet. Rough work, if any, may be done in the Test Booklet itself. 12. The following procedure shall be followed in the Examination Hall: i) No candidate will be allowed to enter the Examination Hall 15 minutes after the commencement of the examination. iii) No candidate will be allowed to leave the Examination Hall before the expiry of time. iii) The doors of Examination Hall will be opened 30 minutes before the time fixed for commencement of the Examination. iv) v) vi) Each examinee will be given a sealed Test Booklet with an Answer Sheet 10 minutes before the commencement of the Examination. The examinees, immediately on receipt of the Test Booklet, will fill in the required particulars with the ball point (black or blue) pen only on its cover page. The examinees shall not open the Test Booklet until asked to do so by the Invigilator. Use of calculators, slide rules or log tables, books, papers, cellular phones or any other electronic device, etc. is not allowed. viii) The Examination will start exactly at the appointed time. The Invigilator will make an announcement to this effect. The examinees should start writing only after the announcement of the Invigilator. ix) The Invigilator will check 'Admit Card' of each examinee during the Examination to satisfy himself about each of them. This 'Admit Card' must be deposited with the Invigilator on duty. The Invigilator will also put his signature in the place provided in the question booklet and OMR Answer Sheet. x) The examinees shall bring their own ball point pens (blue or black), eraser, and foot-rule. These items will not be supplied by the University. xi) After completing the test and before handing over the Test Booklet and Answer Sheet, the examinees must check again that all the particulars required in the Test Booklet and the Answer Sheet have been correctly written. xii) A signal will be given at the beginning of the Examination and at half-time. A signal will also be given before the closing time when the examinees must stop marking responses. 13. Punishment for use of Unfair Means If any candidate is found guilty of any breach of rules mentioned in the Information Brochure or guilty of using unfair means, he/she will be liable to be punished according to the Act, Statutes, Ordinances, and Rules & Regulations of I.G.U. Meerpur. 40
  • 53. 14. Re-Checking There shall be no re-checking or re-evaluation of answer sheets of the Entrance Examination. No request in this regard shall be entertained. 15. If any person(s) or officer(s) or official(s) dealing with the conduct of Entrance Examination is found indulged in any act that would result in the leakage of the question paper(s) or renders help directly or indirectly in the use of unfair means in the examination, he/she shall be liable to be prosecuted under the Indian Penal Code. 16. Legal Jurisdiction All disputes pertaining to the conduct of Entrance Examination and admissions shall fall within the jurisdiction of Rewari only. 17. Enquiries regarding Entrance Examinations, if any, may be made till a day before the Entrance Examinations during office hours and not on the day of Entrance Examination with the offices where the Application Form has been submitted as per the instructions mentioned in this brochure. 41

  • 55. WEIGHTAGE CRITERIA FOR PREPARING MERIT LIST Important Note: 1. While preparing the merit list, marks in fractions will not be rounded off. 2. The candidates must secure at least 25% marks in the Entrance Test to be eligible for admission to M.A./M.Sc./M.Com/MCA Lateral Entry /LL.B courses except SC candidates of Haryana. If seats remain vacant, the above requirement of 25% can be relaxed upto 5% by the Head of the Dept. concerned. 3. No document on the basis of which weightage is claimed shall be entertained, if it has been issued after the last of submission of online application. GUIDELINES FOR RESERVATION: 1. The reservation of seats is as per the Reservation Policy of Haryana Govt. and is subject to change/amendment made by the State Govt. from time to time. 2. Candidates belonging to SC/ST are required to submit a certificate from the competent authority as per Appendix-C.The list of Scheduled Castes notified by the Haryana Government is available at Appendix-K. 3. Candidates belonging to Backward Classes are required to submit a certificate from the competent authority as per Appendix-D. The list of Backward Classes and Special Backward Classes in Haryana notified by the Haryana Government, is available at Appendix-I. Circular no. 1170-SW (1)-95 dated 7.6.95 of the Haryana Govt. for excluding Socially Advanced Persons/Sections (Creamy Layer) from Backward Classes may be referred to Appendix-J. 4. The children or Grand Children (Maternal & Paternal) of Freedom Fighters are required to submit a certificate from the competent authority as per Appendix-E. 5. Only those candidates who have permanent disability of not less than 40% (being otherwise fit for admission to the course) will be considered for admission as Physically Handicapped. They will submit a certificate from the competent authority as per Appendix-H.Disability Certificate shall, however, be subject to verification by a Medical Board to be constituted by the University. The decision of Medical Board in this regard shall be final. 6. Children or Wards of Military Personnel (including personnel of Para-Military Forces killed in Action or Permanently Disabled in Action and Boarded Out from the Services or Ex-Servicemen and their wards will be considered for reservation. They will submit a certificate as per Appendix- F. The following categories of personnel of Territorial Army are included in the definition of Ex - Servicemen in terms of the State Govt. letter No. 12/18/2006-GS-II dated 8-01-2008: i) Pension holders for continuous embodied service; ii) Persons with disability attributable to military service; iii) Gallantry Award Winners; and iv) Such recruits boarded out/released on medical grounds and granted medical/disability pension. 45

In case, he is not selected in general category, he will be considered for reserve category. The Scheduled Castes/Backward Classes candidates who get selected /admitted in Educational /Professional/ Technical Institutions and Universities in open competition on the basis of their own merit, will not be counted against the quota reserved for scheduled caste/ backward classes, rather they will be treated as open competition candidates. However, such candidates shall fulfill condition of eligibility regarding age etc. as are meant for general category candidates (Memo No.13864-75 dated 24.8.2012 received from the Principal SecretarytoGovt.ofHaryana,WelfareofScheduledCasteandBackwardClasses,Department,Chandigarh). 8. If a candidate belongs to more than one reserved category, he/she shall be required to give his/her preference at thetimeoffillinguptheadmissionform.Preferenceoncegivenshallnotbechanged. 9. If any seat remains vacant in sub-categories of BC(A) and BC(B), the same will be filled up through the candidates belonging to other category. For example, if any seat in BC(B) category remains vacant, the same willbefilledupfromBC(A) categoryandvice-versa. 10. Benefit of reservation will be given to all the reserved categories upto 3rd counselling according to the reservation policy given in the Information Brochure. In case at the time of 3rd counselling the reserved seats of various categories remain vacant and no eligible candidates of the reserved categories are available, these vacant seats may be thrown open to Haryana General Category with the approval of the Vice-Chancellor. In case, the seats in Haryana General Category remain vacant at the end the same will be thrown open toAll India OpenCategorywiththepermissionoftheVice-Chancellor. 11.For providing the benefit of reservation to Special Backward Classes, the criteria shall be same as is applicable to Backward Classes in the State and other instructions issued by the Government from time to time. It is also clarified that once a member of a family of Special Backward Classes gets benefit of reservation, his descendants will not get benefit of reservation. The criteria for exclusion of creamy layer for Special BackwardClasseswillbesameasapplicableforthereservationinBackwardClasses. The criteria for consideration as Economically Backward Persons in the General Castes category will be as under:- i) Family' for the purpose of the applicant seeking reservation as ‘Economically Backward’ is defined as follows: a) Head of Family and his/her spouse; b) Dependent childrenand their spouses; c) Unmarried dependentbrothers andsisters. ii) The total annual income of the family of the applicant syhould not cumulatively exceed Rs.2,50,000/- per annumfromallsourcesincludingagriculturalincome. iii) In case any person in the family, as described in (i) above, is income-tax/wealth tax payee, benefit of reservationshallnotbeextended. iv) Applicant or family as described in (i) above should not be in Class-I/Class-II services of Government of India or State Government level or equivalent or hold any equivalent post in any statutory board/corporation /University/ society/trust or an equivalent position in any public/private limited company or in any Internationalorganization. v) Family shall be deemed to be in service as mentioned above when a person in family has superannuated and/or has sought voluntary retirement or has been dismissed/terminated/compulsory retired from such service. vi) In case, family as described in (i) above, is engaged in a profession as doctor, lawyer, chartered accountant, income –tax consultant, financial or management consultant, engineer, architect, computer specialist, film/TV artist, play write, author, model, media personnel or holds any elected/appointed office either under theConstitutionorintermsofanystatuteout
