1 Health Disparity among Latino Introduction Healthcare is one of the basic needs that a normal human being must be granted. Not only should healthcare be granted but it should be of high quality that is beneficial to all who need it. In the recent past the Latinos have experienced disparities with health care being affected. However, there are different temperaments of these disparities. This is because of the many differences that they have being foreigners these include external and internal factors such as the language barrier, limited health insurance they also seem to lack trust from the rest. However, this is not the case as the quality of healthcare differs based on very many factors some of which include external factors that goes under xenophobia such as race, geography, disability, ethnicity, sex or gender, income, immigrant status, and sexual orientation. This difference in the quality of healthcare brings in the concept of healthcare disparity among a population. In the case of Latino, these disparities are greatly influence by internal factors such as language and cultural barriers, poor healthcare literacy, limited health workers, insufficient health insurance, and distrust health providers among others. Definably, healthcare disparity can be described as the moral standing or disability as well as elevated burden of harm which are normally felt by the majority social group. This group usually has a common location, gender, ethnicity or status. Healthcare disparity is an important factor when it comes to the discussion on the health status of a nation; this is because the variations in healthcare provided waters down the overall quality of health and also has drastic effects on the given population. The disparities that are experienced in the health sector are majorly seen by the African American, Hispanic/Latino, Pacific Islanders, and Native Americans as compared to the white population of the country. These subgroups of the populations face health disparity majorly because of social factors such as their lower literacy levels, their low economic status, poor housing that is unsafe for all human habitation, and their habitation areas are near environmental hazards. With all these contributing factors the effects of healthcare disparity are visible due to the low numbers of the population in this subgroup being able to acquire health insurance and also the high financial burden that this population experiences when disaster strikes them. Healthcare disparity is an area where not only the government should get involved in, but also non-governmental organizations that have the will and the resources should take part in so that this situation can be rectified for it has a high impact on the finances of the individuals affected and consequently on the economy of the country. Health inequalities have been described by race, ethnic group, gender, and social class. A variety of theories have been proposed to account for health inequalities, including access to medical care and absolute material deprivation. Several theorists (including Michael Marmot and Richard Wilkinson) have argued that relative deprivation is the primary factor. By this they mean the inability of individuals to achieve the kind of lifestyle that is valued and considered normative in their social context. In this article, we show that the concept and measurement of cultural consonance can operationalize what Marmot and Wilkinson mean by relative deprivation. Cultural consonance is the degree to which individuals approximate, in their own beliefs and behaviors, the prototypes for belief and behavior encoded in shared cultural models. Widely shared cultural models in society describe what is regarded both as appropriate and desirable in many different domains. These cultural models are both directive and motivating: people try to achieve the goals defined in these models; however, as a result of both social and economic constraints, some individuals are unable to effectively incorporate these cultural goals into their own lives. The result is an enduring loss of coherence in life, because life is not unfolding in the way that it, culturally speaking, “should.” The resulting chronic stress is associated with psychobiological distress. We illustrate this process with data collected in urban Brazil. A theory of cultural consonance provides a uniquely biocultural contribution to the understanding of health inequalities. Generations of workers in the highly strati fied British Civil Service have marched to work each day in the govern ment offices lining the road, with top bureaucrats working and living in pala tial brick mansions built for aristocrats. Over the years, the denizens of Whitehall have fallen prey to the ills of the modern world: Their arteries have filled with fatty plaque; their blood sugar has spiked from diabetes; their lungs have been damaged by emphysema. And with surprising and troubling frequency, lower ranked workers have died earlier from these ailments than have their superiors. To find out why, thousands of these civil servants, from typists to top officials, have gone to nearby medical clinics to have blood drawn, fill out questionnaires about how much they exercise and smoke, and don scratchy paper gowns for physical ex ams. Investing in health care and making it widely available can boost the health of those at the bottom. Redistributing wealth to the lower end of the curve helps, too. Depression is a topic that hits home because I have battled with it in my past, and I have also had family plagued by the same issues. It is a wide issue throughout the United States and even though there are many medications and therapy solutions, there are many people that still suffer from depression on a daily basis. Although there have been many studies on depression in human beings, it is not yet known the exact cause. Many different factors may be involved, such as biological differences, inherited traits, hormones and brain chemistry to name a few. There is some evidence that one etiology of depression is inherited according to the Mayo Clinic, as depression is more common in individuals who're biological family members also suffer from some type of depression. Another suspect of depression is a person's environment. It is believed that there is a possible link between depression patients and their physical environment. Such situations would include highly stressful situations such as the death of a loved one, loss of a job or other financial difficulties that have an impact on individuals. According to the US Surgeon General, other factors that have an impact on developing depression include having been neglected as a child, sexual and physical abuse either as a child or in adulthood and other types of maltreatment that affects the development of adult emotional health. The research that I conducted on depression was not shedding any light on specific damage to cells, organs or tissues; however, they are still affected adversely by the symptoms of depression. Some symptoms of depression include, but are not limited to, loss of appetite or overeating, tiredness and lack of energy, and sleep disturbances. If we take a closer look at the effects of our tissues, cells and organs by under eating or overeating, we will see signs of weight loss or gain. Overeating, for example, can negative affect a person's joints and organs. This can eventually lead to complications in the body such as high blood pressure, coronary heart disease, stroke or gallbladder disease, all potentially deadly. Another symptom or sign of depression is a lack of sleep, tiredness or sleep disturbances. These symptoms again can lead to issues such as impaired brain activity and cognitive dysfunction. With impaired brain activity and cognitive dysfunction, your central nervous system is disrupted. Your central nervous system is the information highway of your body. Reducing the number of people living in extreme poverty throughout the world is clearly one of the great moral challenges of our time. Although the issue is by no means absent from what we study and teach, as educators in the United States we appear to be falling short in the task of ensuring that our students are adequately informed about world poverty, its consequences, and the ways in which it can be reduced. Is it possible that some of the reluctance to deal with the topic stems from the fact that it may have uncomfortable conclusions for our own lives? If we take seriously the idea that the value of a human life does not diminish when we cross national boundaries, then we ought to be giving a much higher priority to reducing world poverty. I have in mind a broad re-envisioning of what we teach. We should not limit so important a topic to specialized courses on international development (valuable as they are). The issue should be prominent in anthropology, cultural studies, economics, ethics and sociology. In political-science courses, we should ask why we pay so little attention to people living in poverty outside our borders. Psychology courses could take up the factors that limit our willingness to give to distant strangers. Engineers might increase the amount of class time they devote to how their skills can be applied to assist the world's poorest people. Medical schools could focus more on the global burden of disease and how it might be reduced, and law students should be prompted to think about an international legal regime that allows American oil companies to buy oil from dictators who pocket most of the proceeds. Programs could also be produced to help to educate the broader public. Nor should we shy away from reconsidering our emphasis on teaching in fields that have timeless artistic and cultural value. It is legitimate to ask: In a situation in which more people die each year from poverty-related causes than died in any one year during World War II, how much should we be spending on the refinement of our artistic sensitivities and those of our students? I began to think about our obligations to the poor in 1971, when I was a graduate student in philosophy at the University of Oxford. A few years earlier, such a question would not have been considered one for philosophers to discuss. The prevailing view then was that the business of philosophy was to analyze the meanings of words. The linguistic analysis that preoccupied philosophers was supposed to be ethically neutral. On July 1, 1665, the lordmayor and aldermen of the city of London put into place a set of orders “concerning the infection of the plague,” which was then sweeping through the population. He intended that these actions would be “very expedient for preventing and avoiding of infection of sickness” (1). At that time, London faced a public health crisis, with an inade- quate scientific base in that the role of rats and their fleas in disease transmission was unknown. Nonetheless, this crisis was faced with good intentions by the top medical and political figures of the community. Daniel Defoe made an observation that could apply to many public health interventions then and today, “This shutting up of houses was at first counted a very cruel and unchristian method… but it was a public good that justi- fied a private mischief” (1). Then, just as today, a complex relationship existed between the science of public health and the practice of public health and politics. We address the relationship between science, public health, and politics, with a particular emphasis on infectious diseases. Science, public health, and politics are not only com- patible, but all three are necessary to improve the public’s health. The progress of each area of public health is related to the strength of the other areas. The effect of politics in public health becomes dangerous when policy is dictat- ed by ideology. Policy is also threatened when it is solely determined by science, devoid of considerations of social condition, culture, economics, and public will. When using the word “politics,” we refer not simply to partisan politics but to the broader set of policies and systems. Although ideology is used in many different ways, in this case, it refers to individual systems of belief that may color a person’s attitudes and actions and that are not nec- essarily based on scientific evidence (2). Public Health Achievements Science influences public health decisions and conclusions, and politics delivers its programs and messages. This pattern is obvious in many of public health’s greatest triumphs of the 20th century, 10 of which were chronicled in 1999 by the Centers for Disease Control and Prevention (CDC) as great public health achievements, and several of which are presented below as examples of policy affecting successes (3). These achievements remind us of what can be accomplished when innovation, persistence, and luck converge, along with political will and public policy.
