Aim: To use GM Housing as a case study to demonstrate how working with others can help to maximise social value
There are 26 housing providers across the region
‘We want everyone in Greater Manchester to live in a home they can afford’
Everyone knows that we provide homes
One in every five homes in the City Region (258,000 homes) is owned or managed by Greater Manchester Housing Providers;
House over half a million residents
In recent years we’ve delivered around 40% of new homes across GM
But we also do much more: help residents into work, help with food and fuel poverty
GM Housing Providers group made up of CEOs of all organisations
New sub group formed in April focusing on social value
Chaired by Nigel Wilson, CEO of WCHG
Social value representative from each organisation, currently meet monthly
Purpose – to find a common framework to help demonstrate what we deliver across GM
Understanding what we do in our day to day activities
Agreeing common activities that (nearly) all GM Housing Providers do
Have agreed 23 indicators that we’ll measure and report on each year
Agreeing a consistent way of measuring them
By working towards common goals and by learning from each other we can start to fill the gaps – therefore increasing the impact across the sector.
We recognise that we can have greater impact by involving our supply chain, rather than just focusing on our own activities
15 GM housing providers have jointly commissioned research to build our understanding and ability to influence
Survey sent to top 30 suppliers of each housing provider
Spend worth £327 million was analysed
In addition to buying goods and services, we want to achieve maximum value for the community
We now have a baseline of what our supply chain is achieving
Outcomes:
Develop processes for continually monitoring data
Explore the spend leaking out of the GM economy
Influence the behaviour of the supply chain
Provide signposting and information to suppliers
What information can we provide to increase the impact of our supply chain
GM social value policy was launched in 2014
We’ve used it in developing the common framework and writing the questions for the survey sent to suppliers
Anyone can use it as a guide
6 themes:
Tackling unemployment and encouraging investment in the local economy e.g. supporting people into work, promoting jobs locally and using local suppliers
Raising living standards e.g. paying the Living Wage and providing financial support to local people
Encouraging involvement in the local community e.g. volunteering
Supporting the voluntary and community sector e.g. using them as suppliers or providing support
Promoting equity and fairness e.g. ensuring our workforce is reflective of our tenants and achieving accreditation from equality schemes
Promoting environmental sustainability e.g. planning how to reduce our carbon footprint, increasing recycling, reducing energy use and providing energy advice to tenants

Provide free access to a funding database that we pay for and provide training and support
Several senior staff are board members, trustees and governors
Other examples:
Contributing business planning support / financial, legal or HR advice
Provide facilities e.g. meeting rooms or office space
Create volunteering opportunities to support organisations in the sector
Buying goods and services from them
