CLES and AGMA Procurement Hub recently update to
baseline supply chain spend analysis across 10 GM authorities.
Findings demonstrate improved understanding of social value,
and increasing impact of public sector spending decisions.

  • #3 OPPORTUNITIES GMCA - Members of GMSVN are involved in drafting the new GMCA constitution with a particular emphasis on having an explicit responsibility around social value in financial regulations. GM look at the growth and reform agendas – how can what we do contribute towards local economic growth and a reduction in demand for public services? Inclusive Growth Analysis Unit – Partnership between Manchester University and JRF – Providing research and analysis into how GM can transform it’s economic model into one of inclusive growth Greater Manchester Strategy – stronger together GM H&SC Devolution – Taking Charge – emerging opportunity for social value as an enabler to wider health outcomes – jobs, skills, workforce conditions, tackling poverty and disadvantage…. GM Spatial Framework in development Health and Social care Locality planning across 10 districts GM LEP – huge opportunity for social value via the business sector
  • #6 POLICY GMCA – Social Value Policy and Procurement Framework – GMSVN actively supporting the promotion of this across GM STAR Procurement Strategy (Stockport, Trafford, Rochdale) - Oldham Council SV Procurement Framework, Co-operative Council Salford City Council – Procurement Strategy and SV Policy Wigan Council – Procurement Strategy
  • #7 POLICY All GM Authorities now starting to focus on social value in procurement: GMCA – currently drafting theirs constitution which looks likely to include 20% weighting on SV STAR Procurement Strategy (Stockport, Trafford, Rochdale): – Training procurement personnel in social value - Analysing spend data to produce baseline info re: local SMEs and social enterprises, with a view to increasing spend in these areas in future. Salford City Council – Lots going on, including recent publication of its first social impact report and Salford Social Value Alliance developing and launching its 10% better campaign. Manchester Council, - 20% weighting attached to social value in all tenders. Bury – led on the banking contract (awarded to Barclays), extracted social value to a notional value of £80,000 on a £75,000 p.a. contract. Tameside led on procurement that led to the appointment of tier one Oldham Council & Wigan Council’s have all published their own SV Procurement strategies or frameworks – all aligned to the GM SV Procurement Framework.
