Vision of Digital Bangladesh and the Governance of New Media "Digital Bangladesh" is currently the most commonly used words in politics, media, among the intellectuals and the civil societies. The present government in its election manifesto pledged to develop a digital Bangladesh by 2021; it has given a great hope to the citizens of Bangladesh. Not too many people understood the concept of digital Bangladesh but they believed it, as something related to information technology. It has been widely accepted by a good number of young people, believing that the concept of Digital Bangladesh will solve most of our national crisis involving corruption, unemployment, illiteracy, poverty and price-hike. However, to make digital Bangladesh, what should be done first? What is actually necessary for making digital Bangladesh, as promised, by year 2021?

1. How can information systems contribute
to build a Digital Bangladesh?

2. • Lack of adequate communications;
• Poor power infrastructure;
• Inadequate ICTs facilities;
• Lack of ICTs skilled individuals;
• Few technology based university;

3. • Insufficient tools arrangement;
• Limited financial resources;
• Inadequate public private partnership;
• Limited data management capacity and so on.

4. An ideal policy can be a significant element to materialize any
vision to be a successful one if we can create an innovative
policy and then to apply it effectively and properly in respective
sectors. Therefore, an ideal ICT Policy should be following:
• Need to develop an e-Government policy and legal framework for
the sustainable development of country;
• Need to modernize every ministry and department of the
Government by ensuring computerized information systems;
• By establishing an updated informative and interactive website for
every Government Ministry and Parastatal;

5. • Creating an e-Government Agency to
coordinate and rationalize efforts by government
entities working on ICTs;
• Ensuring e-Government services accessible to
all citizens;
• Providing a systems security framework for e-
Government;
• Building capacity for e-Government and so on.
