PROGRAM STRUCTURE:
a) Conducted weekly for 40 minutes.
b) Non-credit activity but mandatory for promotion and graduation.
c) Handled by section advisers who receive proper training.
DEPARTMENT ORDER NO. 67, S. 1997:
• This order outlines the implementation of the Revitalized Homeroom Guidance
Program (RHGP) across all public and private high schools, including technical
and vocational institutions.
• It emphasizes developing students' personalities to prepare them for their
roles in society, work, and family life.

educational system. It set the stage for further developments in student support
programs, including HG.
• Mental Health Law (Republic Act No. 11036)
Enacted in 2018, this law recognizes the importance of mental health services in
educational settings. The Homeroom Guidance Program serves as a proactive
measure to address mental health issues among students by providing a
supportive environment for discussion and personal development.
• DepEd Order No. 18, s. 2016 (Guidelines on the Implementation of the K to
12 Basic Education Program)
This order outlines the need for effective guidance and counseling services
within schools, which aligns with the objectives of HG to provide developmental
support across various domains.
QUESTION?
•Why do we need to be familiarized with these
legal bases?
IMPLEMENTATION GUIDELINES:
• NOMENCLATURE-HG shall be reflected in the class program of every week in
the school forms as HG.
• MEDIUM OF INSTRUCTION- learning materials are written in English or any
language convenient for the learner to ensure participation and better und
erstanding.
IMPLEMENTATION GUIDELINES
• Time Allotment-one hr. per week from grade 1 to grade 12 while for
kindergarten it will be included in their blocks of time.
• Class Program-HG shall be scheduled once a week.
• Class Adviser shall be assigned to implementthe program with technical
assistance from the GC
IMPLEMENTATION GUIDELINES
• Collaboration with the family and the community is also encouraged in order
to create a venue for the learners in developing life skills.
• Teaching HG shall be equivalent to one teaching load on top of the teacher’s
advisory and subject’s load.

• HG shall not be treated like the other subject. It shall treated as a program
that will help the learners develop the competencies need in the three
domains.
• Orientation and Capacity Building. CO, through the Bureau of Curriculum
Development shall conduct orientation and capacity building to Region and
Division Supervision In-charge of guidance nad counseling.
IMPLEMENTATION GUIDELINES
• Homeroom Guidance Most Essential Learning Competencies (MELCs)and
Learning Materials will be issued by the DepED
• HG assessment results must be distributed and discussed by the adviser during
Parent-Teacher conference. This shall be issued as an attachment to the
learner’s report card.
IMPLEMENTATION GUIDELINES
• DepEd school shall be include all expenses relative to the HG in their Annual
School Improvement Plan
• Non-implementation or improper implementation of HG shall be subject to
existing applicable administrative actions.
