With this parameter you define the lower limit for the percentage of free full rate resources. AMR
full rate TCHs are allocated until the number of free full rate resources is reduced below the value
of the parameter.

With this parameter you define the upper limit for the percentage of free full rate resources. AMR
Full rate TCHs are allocated when the number of free full rate resources exceeds the value of the
parameter

Defines the lower threshold value above which the number of free full rate TCH resources has to
