4. Brief history
• The national youth national youth policy was established in 1996 and it was revised in August
2013 by the ministry of youth and sports.
• The purpose of the policy was to formerly and clearly establish the identity and status of the
Malawian youth as a distinct sector of government policy and to create a direction for youth
activities and involvement in various national development programmes .
5. NATIONAL YOUTH POLICY
• Policy is a course or principles of actions adopted or proposed by
an organization or individual.
• Youth are those between the age 10 to 18 years by Malawi national
policy.
• Problems faced by the youths, high literacy rate , unemployment,
underemployment, high population growth, poverty, exploitation
by adults.
6. 1 .YOUTH PARTICIPATION AND LEADERSHIP
This policy explores capability of youth in facilitating various
developmental issues but lather they are not involved in decision
making, leadership roles and they are mostly considered as passive
recipient of services which are no even meeting their needs.
7. GOAL
• To raise the status of youth and visibility of their contribution to the
group and development to country.
8. Objective
• To increase participation of youth in development initiatives at
community and national level
9. Guiding principles
• Conducive environment is created for the establishment of youth
structure such as youth clubs, organization networks and youth
parliament to facilitate meaningful youth participation
• Youth participation guidelines are developed and made available to all
stakeholder implementation
• An award scheme for recognizing outstanding contribution to national
development by the youth as groups or as individual is set and
promoted
• Equal access to young men and young women to participate in
decision making and for fulfilling civic duties
10. 2. Youth economic empowerment
• This policy emphasizes the large number of jobless youth which are
both from formal and informal sectors .this large numbers of jobless
youth is worsening everyday more especially in rural areas where
poverty is in high extent.
11. Goal
• To improve social economic status of youths through increased
incomes .
12. Objective
• To create more and decent employment for the youth both in the
formal and informal sectors and in urban and rural areas
13. Guiding principles
• The establishment of community –based skills training programs for
the youth including village polytechnics , business incubation and
youth multipurpose skills training centers is promoted
• Measures to provide conducive business in the informal economy to
prevent unfair labor practices where the majority of youths are
developed
• Strategies that ensure youth involvement in public works and major
infrastructure development programs promoted.
14. 3. YOUTH HEALTH NUTRITION
• Health and nutrition in youth led to morbidity and mortality due to
protein energy malnutrition and micro-nutrient deficiency which
results to infectious and chronic diseases.
15. GOAL
• Ensure health and productive generation of young people.
OBJECTIVE
• To promote general health and non-discriminatory sexual
reproductive health and rights of young people.
16. GUIDING PRINCIPLES
• Full involvement of youth in identifying their reproductive
health needs and designing programs that respond to these
needs with special attention to vulnerable and dis
advantaged youth.
• Provision of comprehensive sexuality education that
promotes abstinence mutual faithfulness and condom use,
uptake of family planning services among the youth is
advocated.
• A deliberate program for young people to access integrated
counselling and testing, ART,HIV, PEP services and other
nutrition supplements.
17. THE RETIONSHIP OF THE POLICY TO THE
MATERNAL AND NEONATAL HEALTH.
• Women and boys should be involved in decision making to increase their
participation and thus observing their rights.
• The policy empowers women and boys to be economically stable through
provision of an ongoing trainings and education so as they meet their daily
dietary needs.
• The policy empowers young women to go back to school after delivery so as to be
equipped with knowledge so that they should be involved in all sectors.
• The policy emphasizes on providing programs for young people to access
integrated counselling and testing for ART, HIV,PEP services and other nutritional
supplements.
• It also emphasizes on providing comprehensive sexuality education that
promotes abstinence, mutual faithfulness and condom use, uptake of family
planning methods among the youth.
• Women and young men should be involved in physical exercises for body fitness.
18. 4 Education for youth
GOALS
To increase the levels of literacy and numerous among the youth for
effective participation in the development.
OBJECTIVES
To improve both formal and non formal education.
19. GUIDING PRINCIPLES
• Programs to target the school drop-outs to go back to school one put
in place( re-admission policy).
• Feeding programs in all primary schools are encouraged.
• Compulsory for all girls OVC (orphan and vulnerable children) and
access to secondary education is promoted.
• Promote mentality of youth to facilitate attainment of other
education levels and enter the labor market.
