The document summarizes the EBRD's involvement in Ukraine. It discusses that the EBRD has invested over 4.5 billion euros in 185 projects in Ukraine over the past 16 years, making it the largest financial investor in the country. It then provides details on some of the EBRD's municipal financing projects in 2009 that focused on transport infrastructure in Lviv and district heating in Ivano-Frankivsk. The document concludes by discussing the economic impact of the financial crisis in Ukraine and the steps that need to be taken, including recapitalizing banks and improving energy efficiency, and emphasizes the important role the EBRD can play in supporting Ukraine during this difficult time.
This research paper examines the Private Finance Initiative (PFI) in the UK. It discusses the origins and scope of PFI projects, which aim to increase private sector involvement in public services. As of September 2001, there had been almost 450 PFI deals signed totaling £20 billion. The paper analyzes arguments around whether PFI increases public expenditure and offers value for money. It considers risks transferred to the private sector and evidence from specific projects. Current issues discussed include high bidding costs, the cost of borrowing, EU procurement rules, and refinancing of PFI contracts.
This document summarizes key developments from the February 2011 issue of the EUROCITIES Flash newsletter. It discusses the European Commission's promise of an "ambitious urban agenda" and EUROCITIES' message that for cohesion policy to be effective, it must tap into the full capacities of cities and metropolitan areas. The document also outlines EUROCITIES' view that delivering an ambitious urban agenda requires compulsory urban earmarking in mainstream programs, a development and investment policy for the entire EU, involving cities at every stage of the process, and other measures. Finally, it previews EUROCITIES' work program for 2011, which will focus on issues like cohesion policy and the EU budget.
Handbook for the introduction of Building Information Modelling by the Europe...Alvaro Urbano
The European construction sector is at the centre of a tough but also promising set of economic, environmental and societal challenges. The sector represents 9% of EU GDP and employs 18 million people. It is a driver for economic growth and home to 3 million enterprises, most of which are SMEs.
Climate change, resource efficiency, greater demands on social care, urbanisation and immigration, an ageing infrastructure, the need to stimulate economic growth, as well as constrained budgets: these are challenges faced by governments, public infrastructure owners and society as a whole. An innovative, competitive and growing construction sector is a crucial component for tackling these challenges.
Similar to other sectors, construction is now seeing its own “digital Revolution”, having previously benefitted from only modest productivity improvements. Building Information Modelling (“BIM”) is being adopted rapidly by different parts of the value chain as a strategic tool to deliver cost savings, productivity and operations efficiencies, improved infrastructure quality and better environmental performance.
The document discusses eGovernment in Greece. It finds that Greece lags behind the EU average in many digital indicators, especially broadband access, ecommerce, and education technology. It outlines Greece's 2014-2020 eGovernment Strategy to modernize the state through increased digital services and interoperability. Key projects include expanding broadband access, integrating tax and social security systems, implementing CRM and ERP systems, and creating centralized data centers. The goal is to improve public services, increase efficiency and transparency, and enhance digital inclusion.
This document summarizes the key points from a PHP user group meeting about using Composer:
- Sven Rautenberg introduced himself and his background developing with PHP for over 15 years. He discussed using Composer to autoload PHP libraries and manage dependencies.
- Attendees were encouraged to ask questions during or after the presentation. Sven explained how to install Composer and initialize a composer.json file to get started managing a project's dependencies.
- Sven covered best practices for defining autoloading rules in composer.json using PSR-4 and PSR-0, and alternatives like classmaps and files. He emphasized the importance of semantic versioning and provided guidance on using version constraints

The document discusses a study on the REVA Plan in Senegal, which aims to engage young people in modern agriculture. The study examines whether this engagement changes young people's views and livelihoods regarding farming. Interviews found that some young people discover substantial incomes from modern techniques, but others remain doubtful due to low earnings. The conclusion is that the REVA Plan begins to change perceptions for some youth, but more can be done to improve incomes and make agriculture a viable long-term career. Recommendations include reducing costs, improving market access, and promoting successful young farmers.

The document discusses creating a parody based on the TV show TOWIE. It analyzed which shows were most popular among their target age group and found TOWIE was watched the most. This would help more people understand the parody. YouTube's suggestion feature also helped research other related videos to get ideas. Audience feedback was gathered to tweak the rough cut before finishing, ensuring it appealed to their target demographic. Cast lists and costumes were also shown to get early reactions to avoid needing to refilm.

This document describes a proposal for improving the throughput of complex event processing techniques. It summarizes the existing SASE technique which uses a non-deterministic finite automaton and active instance stack to detect patterns in a stream and output occurrences. The proposal extends SASE by performing "bulk evaluation" - generating multiple pattern matches simultaneously when the accepting state is reached, rather than generating them one by one. An evaluation shows the proposal can improve throughput by up to 5.24 times compared to SASE on a pattern of A->B->D. Future work includes implementing the proposal in the Falcon stream processing system.

The document discusses public-private partnerships (PPPs) in Ghana. It notes that in 2011, Ghana approved a national PPP policy and is drafting PPP legislation to facilitate PPP projects. The Ministry of Finance and Economic Planning is responsible for overseeing PPP transactions. Infrastructure deficits exist in transportation, health, water and sanitation. While PPPs can help address these, Ghana's implementation of PPPs still needs improvement according to World Bank ratings. Ghana has implemented some PPP projects in areas like transport and power generation, but some projects, like in agriculture and water, have failed due to inefficiencies.

EIB financing for broadband infrastructures - Jussi HÄTÖNEN - European Invest...IDATE DigiWorld
The document discusses broadband infrastructure financing by the European Investment Bank (EIB). It notes that while telecom operators invest billions annually in Europe, they focus on profitable urban areas and are unwilling to invest in rural areas without subsidies. Several governments have created subsidy programs to spur rural broadband rollout, but they remain fragmented. The EIB has provided over €12 billion in financing for 52 broadband projects since 2007, and is increasingly supporting fiber networks. It offers various financing instruments including loans to telecom companies, public sector entities, and infrastructure funds to help bridge financing gaps for broadband deployment.

Innovative financing of transport infrastructure j. hensenEuropean Commission
This document is a speech manuscript for a presentation on the Danish State Guarantee Model for financing major transport infrastructure projects. The model involves establishing a state-owned company to oversee projects, raising loans guaranteed by the Danish state, and repaying debt through user fees. Key points made include:
- Denmark has over 25 years of good experience with this model financing major bridges and tunnels.
- It combines shifting funding from taxes to users, and from the state budget to off-budget investors, simply and with low costs.
- Major projects financed through this model include the Great Belt and Øresund fixed links, and the planned Fehmarn Belt link.
- EU support is important for cross-border rail

This project has received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement No 693319
