Parity and Substrate are building tools for blockchain 3.0 including Polkadot, an interoperable blockchain network. Substrate is a framework for building blockchains or applications that can integrate with Polkadot. Polkadot will allow independent blockchains to securely transfer messages and transactions between each other. Governance of Polkadot will involve token holders voting on proposals and a rotating council.
