2015 Activities Highlights
•Joined the Bloomberg Philanthropies 2015-2019 Global
Initiative for Road Safety.
•Renewed grant support to ASEAN NCAP, Latin NCAP and
the Safer Cars for India project.
•Appointed ADAC as our Technical Partner 2015-17.
•Launched our ‘Democratising Car Safety’ report .
•Exhibited at the ESV Conference in Sweden.
•Ran a Training Course for Brazilian policy makers
•Established the ‘Stop the Crash’ Partnership.
•Obtained UN Consultative Status (ECOSOC) and worked
closely with both the WHO and the UNECE.
Global NCAP’s Road Map for Safer Cars
was launched at the World Forum in March.
The report:
•Calls for the combination of stronger
consumer information and universal
application of minimum UN standards for
crash protection and avoidance.
•Offers ten key recommendations including
the application to all new cars of the UN’s
front, side and pedestrian impact crash tests
and the anti-skid system, electronic stability
control, by 2020 at the latest.
•Has been our main advocacy platform ahead
of the 2nd
Global High Level Conference on
Road Safety.
Democratizing Car Safety: A Road Map for Safer Cars 2020
• Meeting minimum crash standards can cost less
than US $200 per vehicle.
• Airbag costs have fallen by over 60% in 15 years to
about US$50 per unit.
• Car companies use global platforms to produce
many different models with large costs reductions.
• Universal implementation of UN regulations bring
economies of scale, and promote fair competition .
• Governments can promote safer cars by giving short
term fiscal incentives for safety technologies.
• Fleet mangers can choose ‘five star’ safety rated
vehicles.

2015 Update
Since 2010 Latin NCAP has tested over 50
models. The results reveal that the
top selling cars are twenty years behind
UN standards, but show signs of progress
with more four and five star cars now on
the market.
This year Latin NCAP expects to test as
many as twenty models results being
released through the year see:

Latin NCAP has now ended its pilot phase
and become a legal entity. Members
include motoring and consumer groups.
In September Latin NCAP hosted its 2015
Media Day at the ADAC crash lab which
has generated significant news reporting.
Over 50 Cars Tested – 26 four and five star results
Since 2012 ASEAN NCAP has tested over 50
models with results varying from zero to five
stars. The test requirement in ASEAN NCAP
for five stars includes electronic stability control.
This year ASEAN NCAP plans to test at least 17 cars
with further results being released through the

In September ASEAN NCAP held its Annual Forum
in Bandung Indonesia bringing together road safety
experts and partners from across the ASEAN
region. They completed their pilot phase and
published a report listing all the results.
Last month ASEAN NCAP also carried out a motor
cycle crash test to demonstrate the two wheeler
safety issues.

Over 56 cars tested
with 18 five star
results
Safer Cars for India Project
The project was developed with the Indian
Institute for Road Traffic Research (IRTE) in 2013.
Since January 2014 the project has:
Released the results of seven models in 2014.
Organised two launch events in Delhi in January
and November 2014.
Featured on NDTV’s Car & Bike Show and also
on the Satyameva Jayate social issues show.
Received extensive and repeated print news
coverage especially among influential automotive
and motoring titles.
Will test a further six models this year with support
from Bloomberg Philanthropies. The results to be
released in early 2016.
Safer Cars for India – 2014 Test Results
Reactions and Responses
VW began promoting the results for the Polo.
Toyota are making air bags standard on all their
Indian cars and report a pick up in demand.
Datsun Go has been modified to improve body
shell strength and to fit airbags as an option.
The Indian Government plans to apply crash tests
from 2017 and is developing a Bharat NCAP.
SIAM (the Indian Auto Makers) seem to be lobbying
to reduce the speed of the frontal crash test from
the UN Regulatory speed of 56 km/h.
The Courts in the State of Assam issued an interim
order banning sale of small cars failing UN tests.
Global NCAP has urged car makers to voluntarily
apply UN crash tests without any reply from SIAM.
Better to Stop the Crash than Have One!
#Stop the Crash is a new global initiative to promote
the most important crash avoidance systems and also
tyre safety.
#Stop the Crash partners include the ADAC, Autoliv, Bosch,
Continental, Denso, Thatcham, ZF-TRW, and the Towards
Zero Foundation.
#Stop the Crash will promote electronic stability control,
autonomous emergency braking ,and anti-lock brakes on
motorcycles.
#Stop the Crash will be launched on 17 November in
Brasilia prior to the Global High Level Conference on Road
Safety and feature demonstrations for VIPs and the media.
#Stop the Crash supports the UN Global Goals target to
halve road fatalities and injuries by 2020.

Agenda Item 4 - Road Safety & the Global Goals
On 25 September the UN adopted a new agenda of
Global Goals including road safety in two of 17 Goals:
Goal 3. Ensure healthy lives and promote well-being
for all at all ages
 
3.6 By 2020, halve the number of global deaths and 
injuries from road traffic accidents 
Goal 11. Make cities and human settlements
inclusive, safe, resilient and sustainable
 
11.2 By 2030, provide access to safe, affordable, 
accessible and sustainable transport systems for 
all, improving road safety, notably by expanding 
public transport, with special attention to the 
needs of those in vulnerable situations, women, 
children, persons with disabilities and older 
persons.
Road Safety and the Global Goals
The New Agenda for Global Goals calls for a
“revitalized global partnership” bringing together
governments, the private sector, civil society
and the UN system. This inclusive approach is
specifically encouraged with a Goal and target to
mobilize multi-stakeholder partnerships. 
Goal 17. Strengthen the means of implementation and revitalize the global partnership
for sustainable development
17.16 Enhance the global partnership for sustainable development, complemented by 
multi-stakeholder partnerships that mobilize and share knowledge, expertise, 
technology and financial resources, to support the achievement of the sustainable 
development goals in all countries, in particular developing countries. 
 
17.17 Encourage and promote effective public, public-private and civil society partnerships, 
building on the experience and resourcing strategies of partnerships.

Report
Global Status Report on Road Safety 2015
The World Health Organisation’s new report
shows that in 79 countries road fatalities have
fallen but risen in 68. Although the overall level
of road deaths has stabilized the WHO warns
that “the pace of change is too slow”.
The report also shows that fatality rates of low
and middle income countries are more than
twice that of high income nations. Despite
having only half the worlds vehicles they also
have 90% of total road deaths.
The report also confirms that road crashes are
the number one killer of young people aged
between 15-19 years.
More action is clearly required to achieve the
new UN target to halve road deaths by 2020.
The 2015 Status Report:
•Reveals “worrying data” showing that
only 40 out of a total of 193 UN Member
States fully apply the seven most
important UN safety regulations and these
are overwhelmingly high-income
countries.
•Says “there is an urgent need for these
minimum vehicle standards to be
implemented by every country”.
•Warns that “regulations helping to
protect occupants withstand front and
side impact crashes are poorly
implemented globally” and also calls for
mandatory fitment of electronic stability
control.

Democratising Car Safety: Road Map 2020
Update

We have updated our Road Map 2020
recommendations to include:
•motorcycle anti-lock brakes as a
suggested regulatory requirement
and to:
•highly recommend automatic
braking systems.
The latter is only recommended as
it is premature to specify legislation
in the absence of any available
global standards.
Road Map 2020 - Update
Ahead of the High level Conference the Brazilian Government
has facilitated an intergovernmental negotiation on the official
meeting communique. The text of the Brasilia Declaration has a
strong section on safer vehicles as follows:
PILLAR 3 – SAFER VEHICLES
Promote the adoption of policies and measures to implement
United Nations vehicle safety regulations or equivalent national
standards to ensure that all new motor vehicles, meet
applicable minimum regulations for occupant and other road
users protection, with seat belts, air bags and active safety
systems such as anti-lock braking system (ABS) and electronic
stability control (ESC) fitted as standard;
The Declaration will be debated by the UN General Assembly in
April 2016 which will adopt a new road safety resolution.

Legislation Save Lives!
Action by the European Parliament 20 years ago
to strengthen European Union crash test
standards have contributed to a 55% reduction
in car occupant fatalities in the EU.
The Parliament amended EU legislation to use a
more realistic frontal impact barrier ‘offset’ by a
40% overlap at 56 km/h & a side impact test at
50 km/h with a 300 mm ground clearance.
These tougher requirements were applied in
the EU from 1998 and were then also adopted
by the United Nations as global standards (Reg.
94 & 95) now applied in 49 countries. By 2020
this number needs to be more than doubled.
Legislation Save Lives!
In July Global NCAP has awarded its 2015
Consumer Champion and Individual
Achievement Awards to the European
Parliament and Alan Donnelly to mark the
20th
anniversary of legislation.
Receiving the award Alan Donnelly said:
20 years ago when I was drafting this
legislation, I never imagined that it would
become such a life saver for many families. I am
delighted that it is becoming a bench mark for
countries in the world who have never had any
automobile safety standards in the past. I am
very proud to have played a part in bringing this
about.

  • 3. 2015 Activities Highlights •Joined the Bloomberg Philanthropies 2015-2019 Global Initiative for Road Safety. •Renewed grant support to ASEAN NCAP, Latin NCAP and the Safer Cars for India project. •Appointed ADAC as our Technical Partner 2015-17. •Launched our ‘Democratising Car Safety’ report . •Exhibited at the ESV Conference in Sweden. •Ran a Training Course for Brazilian policy makers •Established the ‘Stop the Crash’ Partnership. •Obtained UN Consultative Status (ECOSOC) and worked closely with both the WHO and the UNECE.
  • 4. Global NCAP’s Road Map for Safer Cars was launched at the World Forum in March. The report: •Calls for the combination of stronger consumer information and universal application of minimum UN standards for crash protection and avoidance. •Offers ten key recommendations including the application to all new cars of the UN’s front, side and pedestrian impact crash tests and the anti-skid system, electronic stability control, by 2020 at the latest. •Has been our main advocacy platform ahead of the 2nd Global High Level Conference on Road Safety. Democratizing Car Safety: A Road Map for Safer Cars 2020

  • 7. 2015 Update Since 2010 Latin NCAP has tested over 50 models. The results reveal that the top selling cars are twenty years behind UN standards, but show signs of progress with more four and five star cars now on the market. This year Latin NCAP expects to test as many as twenty models results being released through the year see: http://www.latinncap.com/en/home Latin NCAP has now ended its pilot phase and become a legal entity. Members include motoring and consumer groups. In September Latin NCAP hosted its 2015 Media Day at the ADAC crash lab which has generated significant news reporting.

  • 9. Since 2012 ASEAN NCAP has tested over 50 models with results varying from zero to five stars. The test requirement in ASEAN NCAP for five stars includes electronic stability control. This year ASEAN NCAP plans to test at least 17 cars with further results being released through the year. See: http://www.aseancap.org/ In September ASEAN NCAP held its Annual Forum in Bandung Indonesia bringing together road safety experts and partners from across the ASEAN region. They completed their pilot phase and published a report listing all the results.   • 11. Safer Cars for India Project The project was developed with the Indian Institute for Road Traffic Research (IRTE) in 2013. Since January 2014 the project has: Released the results of seven models in 2014. Organised two launch events in Delhi in January and November 2014. Featured on NDTV’s Car & Bike Show and also on the Satyameva Jayate social issues show. Received extensive and repeated print news coverage especially among influential automotive and motoring titles. Will test a further six models this year with support from Bloomberg Philanthropies. The results to be released in early 2016.

  • 13. Reactions and Responses VW began promoting the results for the Polo. Toyota are making air bags standard on all their Indian cars and report a pick up in demand. Datsun Go has been modified to improve body shell strength and to fit airbags as an option. The Indian Government plans to apply crash tests from 2017 and is developing a Bharat NCAP. SIAM (the Indian Auto Makers) seem to be lobbying to reduce the speed of the frontal crash test from the UN Regulatory speed of 56 km/h. The Courts in the State of Assam issued an interim order banning sale of small cars failing UN tests. Global NCAP has urged car makers to voluntarily apply UN crash tests without any reply from SIAM.

Better to Stop the Crash than Have One! #Stop the Crash is a new global initiative to promote the most important crash avoidance systems and also tyre safety. #Stop the Crash partners include the ADAC, Autoliv, Bosch, Continental, Denso, Thatcham, ZF-TRW, and the Towards Zero Foundation. #Stop the Crash will promote electronic stability control, autonomous emergency braking ,and anti-lock brakes on motorcycles. #Stop the Crash will be launched on 17 November in Brasilia prior to the Global High Level Conference on Road Safety and feature demonstrations for VIPs and the media. #Stop the Crash supports the UN Global Goals target to halve road fatalities and injuries by 2020.

  • 18. On 25 September the UN adopted a new agenda of Global Goals including road safety in two of 17 Goals: Goal 3. Ensure healthy lives and promote well-being for all at all ages   3.6 By 2020, halve the number of global deaths and  injuries from road traffic accidents  Goal 11. Make cities and human settlements inclusive, safe, resilient and sustainable   11.2 By 2030, provide access to safe, affordable,  accessible and sustainable transport systems for  all, improving road safety, notably by expanding  public transport, with special attention to the  needs of those in vulnerable situations, women,  children, persons with disabilities and older  persons.   • 21. Global Status Report on Road Safety 2015 The World Health Organisation’s new report shows that in 79 countries road fatalities have fallen but risen in 68. Although the overall level of road deaths has stabilized the WHO warns that “the pace of change is too slow”. The report also shows that fatality rates of low and middle income countries are more than twice that of high income nations. Despite having only half the worlds vehicles they also have 90% of total road deaths. The report also confirms that road crashes are the number one killer of young people aged between 15-19 years. More action is clearly required to achieve the new UN target to halve road deaths by 2020.

The 2015 Status Report: •Reveals “worrying data” showing that only 40 out of a total of 193 UN Member States fully apply the seven most important UN safety regulations and these are overwhelmingly high-income countries. •Says “there is an urgent need for these minimum vehicle standards to be implemented by every country”. •Warns that “regulations helping to protect occupants withstand front and side impact crashes are poorly implemented globally” and also calls for mandatory fitment of electronic stability control.   • 24. We have updated our Road Map 2020 recommendations to include: •motorcycle anti-lock brakes as a suggested regulatory requirement and to: •highly recommend automatic braking systems.   • 25. Ahead of the High level Conference the Brazilian Government has facilitated an intergovernmental negotiation on the official meeting communique. The text of the Brasilia Declaration has a strong section on safer vehicles as follows: PILLAR 3 – SAFER VEHICLES Promote the adoption of policies and measures to implement United Nations vehicle safety regulations or equivalent national standards to ensure that all new motor vehicles, meet applicable minimum regulations for occupant and other road users protection, with seat belts, air bags and active safety systems such as anti-lock braking system (ABS) and electronic stability control (ESC) fitted as standard; The Declaration will be debated by the UN General Assembly in April 2016 which will adopt a new road safety resolution.   • 27. Legislation Save Lives! Action by the European Parliament 20 years ago to strengthen European Union crash test standards have contributed to a 55% reduction in car occupant fatalities in the EU. The Parliament amended EU legislation to use a more realistic frontal impact barrier ‘offset’ by a 40% overlap at 56 km/h & a side impact test at 50 km/h with a 300 mm ground clearance. These tougher requirements were applied in the EU from 1998 and were then also adopted by the United Nations as global standards (Reg. 94 & 95) now applied in 49 countries. By 2020 this number needs to be more than doubled.
  • 28. Legislation Save Lives! In July Global NCAP has awarded its 2015 Consumer Champion and Individual Achievement Awards to the European Parliament and Alan Donnelly to mark the 20th anniversary of legislation. Receiving the award Alan Donnelly said: 20 years ago when I was drafting this legislation, I never imagined that it would become such a life saver for many families. I am delighted that it is becoming a bench mark for countries in the world who have never had any automobile safety standards in the past. I am very proud to have played a part in bringing this about.
