I am working as BP’s Technical Authority Driving Safety for Group Safety and Operational Risk
I am presenting today on behalf of IOGP, the International Association of Oil and Gas Producers where I am the chair of the Land Transportation Subcommittee.
I am going to present to you the IOGP initiative on “Safer Vehicles”.
IOGP’s Members produce 40% of the world’s oil and gas - safely, efficiently and reliably
IOGP works on behalf of the world’s oil and gas companies and organizations to promote safe, responsible and sustainable exploration and production
The Association encompasses many of the world's leading publicly-traded, private and state-owned oil and gas companies, industry associations and major upstream service companies

There are 14 Committees under the Management Committee.
One of IOGP’s founding committees is the Safety Committee, which is primarily a forum where participants engage deeply to learn from significant events.
The Safety Committee:
Works to prevent fatalities and injuries, with a strong focus on major incidents
Aims to develop a level playing field for safety, recognized by regulatory authorities
Collects and publishes data on worldwide upstream operations, onshore and offshore, from participating member companies and their contractor employees
Under the Safety Committee there are 5 Subcommittees.
One of the Safety Subcommittees is the Land Transportation Safety Subcommittee which I am the chair of.
Land transportation-related incidents have historically been the single largest cause of fatalities in IOGP member company operations, accounting for 23% of all work-related fatalities reported to IOGP since year 2000.
Since year 2000 land transportation fatalities accounted for 334 workforce fatalities in 307 events.
In 2005 the IOGP Land Transportation SubCommittee was formed to address this problem and is providing clear guidance and tools on how to implement land transport safety elements within a management system.
Progress has been made, however Land transportation activities continues to be a key risk across the Oil and Gas industry, in Upstream as well as Downstream.

There is no room for complacency, and there is actually much more to be done to achieve zero fatalities.
Our goal is simple: Eliminate land transportation related workforce fatalities amongst IOGP member companies
Having said so, if member companies have the systems and policies in place, and these are well implemented, what more can be done…??
At the heart of Towards Zero is the belief that human health is paramount to all else.
It acknowledges that, as people, we all make mistakes. However, when mistakes happen on the road they can cost a live or cause serious injury.
We have came up with a set of 3+1 recommendations to meet our goal of eliminating fatalities:
Three-point seatbelts for all occupants in all vehicles including busses, coaches, forklift trucks. Rigorous enforcement of the seatbelt rule and technical features to enhance compliance
Safer Vehicles – which is the NCAP business case
Enhanced vehicle technology, mainly focused on Heavy Vehicles for example roll stability systems, rollover protection, forward collision warning.
The ‘+1’ recommendation relates to Leadership and commitment to effectively implement these recommendations.
As an industry, to achieve zero fatalities involving light vehicles, moving to 5-star NCAP rated vehicles will help us get there.
Therefore IOGP calls on its members to purchase, lease or contract new light vehicles that have a 5-star NCAP rating from the 1st of January 2019 where available in the region of purchase.
In countries/Regions with no NCAP, or no 5-star rated vehicle available, IOGP recommends to:
Work directly with the OEMs to make availability of 5-star cars a reality – we refer to the change in Australia in just a few years;
If OEMs can not make the vehicle available in country, explore if you can import vehicles from a region with NCAP rating;
If importing vehicles is also not feasible, require compliance with specific UN vehicle regulations as a minimum.
I have received indication that companies such as: Shell, Chevron, Conoco, Altrad, Babcock, Bilfinger, DeepOcean, Hydrasun, Petrofac, Schlumberger, Score Group, SLB, SNC Lavalin, Stork, Subsea7, Sulzer, Topaz, Vinci, Weir, Wood are committed to implement in next 12 months.
