Impact simulation of ecowas rice self sufficiency policyAnatole GOUNDAN
Rice is a strategic commodity for food security in West Africa. Its consumption has grown rapidly over time as a result of population growth, urbanization, and increasing purchasing power. Dependency on imported rice exposes the region to external shocks stemming from the global market. Given its economic and social importance, most countries in West Africa have developed a national strategy for rice development alongside their agricultural sector-wide policy. In addition, the Economic Community of West African States is actively supportive of national strategies under a regional offensive to boost rice production and meet the challenge of rice self-sufficiency in the region by 2025. Our analysis uses economic models to forecast rice consumption, and then simulates the economywide impacts of achieving rice self-sufficiency in West Africa. Results show that per capita consumption of rice is expected to increase from 44 to 53 kilograms on average between 2011 and 2025. Total rice consumption is projected to reach around 24 million metric tons by 2025, increasing by 74 percent over the period 2011–2025. The required average annual increase in production (8 percent) is estimated to be twice that of consumption (4 percent) to achieve the self-sufficiency goal by 2025. Under the regional policy, the rice sector average annual value added growth rate is expected to double, from 6 to 12 percent. As a consequence, rice imports decline and exports improve rapidly to cover the cost of imports by 2025. The regional gross domestic product growth rate is expected to increase by an average of 0.4 percentage point per year relative to the baseline scenario over the period 2015–2025. As real consumption expenditures increase by 14 percent for rice and 4 percent for all food products, the policy is expected to improve food security in the region.

Most countries improved slightly in food security from 2013-2014, though economic growth did not always correlate with improvements. Food prices and affordability affected country scores the most. The region shows both strengths like robust governance and challenges such as natural disasters and rising food prices.
Respondents viewed the primary causes of price volatility in the food and agribusiness industry as increasing consumption in emerging markets, climate change, natural disasters, and the price of or access to agricultural inputs. Economic growth and higher incomes in emerging markets like China are having a major effect on demand as more people seek meat-based diets. Supply is affected by extreme weather and natural disasters. Urbanization also increases demand for high-value foods and creates supply challenges. Climate change and weather events were seen as a concern and cause of volatility. Emerging middle classes and urbanization in Asia, particularly China, were viewed as market-changing phenomena for the industry.

Africa has become a net importer of food since the mid-1970s, with its food trade deficit exceeding $13 billion by 2005. While some countries can afford food imports due to oil/mineral wealth or industrialization, many cash-strapped countries struggle to pay high food bills without compromising development. Only about a third of African countries had sufficient agricultural export revenues in 2007 to cover their food import costs. This document seeks to explain Africa's rising food trade deficit by examining factors affecting both food demand and supply, such as population growth, low agricultural productivity, policy distortions, infrastructure issues, and conflicts. Potential policy solutions around domestic reforms, regional integration, and improving input access/technology are also discussed.

The role of agriculture in an economy is a major factor in determining the economy‟s state of development (Hazell and Diano, 2005). Most African countries are mainly agrarian since agriculture contributes immensely to their economies. Agriculture‟s contribution to GDP in the Africa is between 30% and 40% on the average. The sector accounts for almost 60% of total export earnings in the continent, provides the dominant occupation for about 65% of Africa‟s population and has been growing on the average at about 3.3% each year since 2000 (IFPRI, 2009). Despite this impressive contribution of agriculture to Africa‟s economy, the sector remains largely under-developed. Most farmers are still at the subsistence level and small scale, having less than 2ha of land. The level of technology is also low, production remains weather-dependent and consequently, farmers‟ incomes are low. Poor market access, weak infrastructure and limited ability to influence government policy also characterize the sector (Quartey et al, 2012). Majority of Africa's agricultural population live in rural areas and the rural population comprises over 60% of the entire population. Further, over 600 million people in sub-Saharan Africa are youths under the age of 30 years and about 65% of this number, work in subsistence agriculture. Rural agricultural workers are among the poorest in Africa with poverty rate averaged at about 50% (UN/ECA, 2010).

Demand for agricultural goods continues to rise, especially in Asian markets, and changing dynamics in developed markets like the US and the EU are reshaping the face of the industry. As we enter the 2020's, there has never been a better time to pursue opportunities in the agricultural sector.
Nonetheless, the industry also faces unprecedented challenges. The global population is rising like never before, and urbanization is rapidly changing the world's demographic landscapes, especially in emerging markets, all while the total area of farmland is diminishing. These factors have put tremendous pressure on agricultural sector to lead the effort to advance global food security through new technology, optimized farm practices, and strategic investment.

Lessons Learned from Building Resilience in South Sudan2020resilience
South Sudan gained independence in 2011 with 8.5 million people whose main livelihoods are agriculture, livestock, and fishing, though urban areas depend on food imports. Political instability, declining oil production and taxes, natural disasters, and weak policies have influenced food insecurity. Over 4 in 5 households can meet needs without unsustainable coping strategies, while at least 1 in 5 have minimal food consumption and cannot afford other needs without irreversible strategies. To improve resilience, interventions must address instability, diversify agriculture, strengthen coping strategies, and improve production and market linkages. South Sudan relies heavily on oil exports, so the economy must diversify income generation, especially through prioritizing agriculture.

SDG 2 aims to end hunger and malnutrition by 2030 through sustainable agriculture and equal access to food. Progress on SDG 2 will require investments in nutrition, small farmers, and resilient agricultural practices that protect ecosystems. Nepal has made progress on related MDG targets but still faces challenges with hunger and malnutrition rates.
