• State-run China Radio International (CRI) has global affiliates.
• CRI delivers China-friendly content and news to those affiliates.
• CRI does this through several layers of subsidiary companies.
• These subsidiaries could allow it to bypass FCC rules in the US.
• CRI owns a stake in the affiliates but “leases” their airtime.
• In the US, the affiliates are owned by a naturalized US citizen.
