2. Conceptualized a “Governance” for a New Institute: “Security Operations (SECOPS) Institute”, a Not-for-profit (NFP)
Organization, dedicated to the transfer of knowledge in the field of security management, and in the research and
development of best practices in the various ancillary disciplines.
Senior lead advisor and organizer for the 2015 Government of Canada Security Summit, first joint security summit
hosted by Privy Council Office (PCO) and Treasury Board of Canada Secretariat (TBS); over 450 government wide
delegates from cost to cost participated to the event.
Established Centennial College’s Emergency Management and Public Safety Institute - the first of its kind in
Canada. The institute is a collaborative and innovative teaching and research institution dedicated to community and
organizational resilience. Soulieres has built its governance and infrastructures with a Bachelor degree in Emergency
Management, continuing education, international, national, provincial, regional, local solid partnerships and alliances with
leaders and experts. Soulieres has devised its concept and model and led its transformation into a Centre of Excellence. Under
her leadership successfully negotiated and awarded the Canadian Centre for Emergency Preparedness (CCEP)
assets for Centennial College; co-lead the development and implementation of the College Incident Management
System (IMS) structure, lockdown procedures, training, exercises and drills.
Southeastern Ontario: serving six counties: Hastings, Prince Edward Counties, Kingston, Frontenac, Lennox and
Addington Counties, Lanark, Leeds and Grenville Counties, under the Healthcare Network of Southeastern Ontario (HCNSEO)
working with local and regional network partners consisting of 8 hospitals, 1 Community Care Access Centre, 3 Public
Health Units, Queen’s Faculty of Health Science and the Southeastern Ontario Health Sciences Centre working closely with
municipal, counties, provincial and regional key stakeholders.
From concept-to-execution, Soulieres has initiated, led, developed, and implemented the Southeastern Ontario
Regional Health Emergency Management and Business Continuity Program. This is the first risk-based integrated
comprehensive program. She also led the development and implementation of the Incident Management Systems (IMS)
tailored to each sector and organization, CBRNE and Pandemic Planning. Through education and training, creating benchmarks
and performance targets, designing and hosting symposiums, spring workshops, exercises and mock simulations, creating
local and regional resilience and sustainability.
Quinte Health Care wrote and reviewed QHC Hospitals Emergency Colour Codes policies, procedures and IMS Job Action Sheets;
developed education and training material; delivered education session on IMS and Hospitals Colour Codes to Senior Leadership
Team, Directors, Managers and Team Leaders; designed scenario, facilitated and staged a Blood Shortage simulation exercise.
