1.0 Company Profile and Experience
Africa Capability (Private) Limited (AfriCap) (www.africap.org.za) was registered in South Africa in 2011 as a
health development and social sector consulting firm. Through its core team and strategic partners AfriCap
has a combined experience of over 30 years in strategic and operational planning, health financing, resource
tracking,monitoringand evaluation,capacity building, financial management, health systems, strategy change
and business transformation in the social sector. This includes expertise and experience in core functions
analysis, institutional assessment and development, and organisational repositioning for sustainability. We
also possess expertise in corporate, programme and national planning; budgeting, monitoring and evaluation
using results based management (RBM) approaches which cut across all the key sectors. In this respect we
have developed strategic plans and frameworks for the ECSA-Health Community, National HIV and AIDS
Strategic Framework for Tanzania (NMSF III), Lesotho, Zimbabwe, Zambia and a repositioningStrategic Plan for
RATN (now known as Africa Capacity Alliance).
We provide innovations in risk management, governance and leadership, internal control assessment and
strengthening of institutions for effective implementation of strategies, programmes and grants. We have a
robustand wide understandingof all Global Fund processes; including approaches related to the New Funding
Model; CCM Performance Self- Assessment and the conceptualisation of community systems strengthening
approaches.
We facilitatekey country and regional meetings and processes ranging from sustainable financing options for
health and HIV services to the orientation of Cabinet Committees on HIV and Health. In this respect we have
worked with the SADC Secretariat, UNAIDS and the SADC- PF to facilitate regional meetings of NACs, and MPs
on the New HIV Architecture, the AU Road Map on Shared Responsibility and Global Solidarity for AIDS, TB and
Malaria Response in Africa; respectively. We continue to contribute to the regional agenda on sustainable
financing and the reformation of the AIDS Architecture and its integration in health development. In addition
we contribute to the translation of the “Investment Framework” in strategic planning and the development of
strategic value propositions for CSOs. Further, we contribute to the regional and global discussions on
governance and mutual accountability in health; including discussions related to health and community
systems strengthening.
Further our core members facilitate the writing of funding applications to the Global Fund, assessment of
implementation arrangements and capacities to ensure effective grant implementation. In addition, we have a
network of experts, institutions and organisations in the ESA region with capacity to deliver sustainable
institutional development, systems strengthening; programme and grant management.
Our Core Team
Our core team includes experts in health, community systems strengthening and social sector development,
leadership and governance; strategic and operational planning using the strategic investment approaches,
monitoring and evaluation, procurement and supply management, grant management, and resource tracking.
We have experience in facilitating organisational change and repositioning processes; high level leadership
orientation to ensure that country ownership related strategic investment approaches is garnered. This
includes designing and delivering tailor- made training and capacity building interventions predicated on
institutional, capacity and systems assessment to assure strategic focus and sustainability.
Jeff Tshabalala (Founding member and Managing Partner: Africa Capability (Pty) Limited): Jeff is a
governance and leadership strengthening expert with experience in health financing, strategic planning,
strategy change and business transformation in health and HIV programming. He has led end of strategy
evaluations,institutional repositioning and rebrandingof regional organisations, and the conceptualisation of
governance strengthening using CCM processes. He has extensive experience in Global Fund processes,
strategic planning, the strengthening of district health systems, public sector financial management and
procurement systems. Jeff facilitates processes for strengthening the value proposition of CSOs in the HIV
response and strategy change dialogue to ensure their relevance in the Post 2015 Era. He has assessed the
performance of CCMS in Lesotho, Malawi, Nigeria, The Gambia, Thailand, Zimbabwe and Zambia. He is a
contributor to publications and guidance materials on governance in health and oversight of country
coordinating mechanisms (CCMs); and community systems strengthening. He is a proponent of systems
thinking in institutional strengthening for effective and sustainable implementation of strategic plans and
programmes.
Florence Ntsoko (Lead Business Development and Grant Management): Florence has extensive experience in
operations management, financial accounting,financial management, financial reporting and analysis, extensive
experience in preparation, monitoring and control of budgets in multi -currency environments. She has also
acquired trainingof rules and regulations and contractingstandardsand requirements of specific donor agencies
such as US Government Awards, DFID, EC/ECHO, UN, Global Fund and several Foundations.
Dr. Samukeliso Dube (Lead Health Systems and Public Health): Samu is a public health physician with eleven
years’ experience in clinical management, policy, programming and advocacy of public health programs
especially around HIV and gender in Southern Africa. Samu has extensive experience working internationally
holding various clinical, policy advisory and implementation roles specifically in Kenya, Zambia, Zimbabwe,
Botswana, Swaziland and in South Africa. In addition to her work in public health hospitals in Zimbabwe,
Swaziland and South Africa Samu has done work in the HIV/AIDS field with a number of international
organisationssuch asOxfam UK, Action AID International, PATH and with the Global Campaign for Microbicides.
She has teachingresponsibilities for school of Public Health students in Medical University of Southern Africa and
the University of Pretoria both in South Africa. Her strengths include designing and developing programs,
strategy development, monitoring and evaluation of projects and operations, and change management in the
context of HIV and AIDS; and gender.
Juliann Moodley (Lead Strategic Information Management): Juliann has worked extensively in the field of
planning, monitoring and evaluation and project management over the past 20 years on a number of assignments
within Southern, Eastern and West Africa. She has worked on Global Fund assignments since 2003 – initially
auditing performance of Global Fund recipients in the areas of HIV and AIDS, Malaria and TB. The countries where
these assignments were undertaken were Egypt, the IslamicRepublic of Afghanistan,Tajikistan Swaziland,Lesotho,
Angola, Zambia and Zimbabwe. She has provided extensive technical support in the area of planning, monitoring
and evaluation and capacity buliding to a number of programmes within across different spheres of government.
She has undertaken assignments at provincial level including M&E audits, M&E capacity building, development of
M&E systems, and developed five year strageic plans.
Christopher Chiwevu (Lead Financial Management and Accounting Systems Development): Chris has a strong
background in costing and a broad range of financial management services for donor funded programs focused
exclusively on global health. His experience spans over 10 years, with demonstrated ability in project management.
He has worked collaboratively with various in-country project team members, Technical Working Groups (TWGs)
and Country Coordinating Mechanisms to ensure necessary assignment planning and execution. Chris has also
provided oversight for the preparation and submission of consultant and technical reports to PEPFAR, the U.S.
Agency for International Development (USAID), UNAIDS, UNICEF, UNDP, WHO, Technical Support Facility (TSF), the
Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) as well as to private-sector clients. He is US Citizen of
Zambian parentage and has spent several years working in The United States of America, Asia, Europe and Africa.

Dr. Samukeliso Dube (Lead Health Systems and Public Health): Samu is a public health physician with eleven years’ experience in clinical management, policy, programming and advocacy of public health programs especially around HIV and gender in Southern Africa. Samu has extensive experience working internationally holding various clinical, policy advisory and implementation roles specifically in Kenya, Zambia, Zimbabwe, Botswana, Swaziland and in South Africa. In addition to her work in public health hospitals in Zimbabwe, Swaziland and South Africa Samu has done work in the HIV/AIDS field with a number of international organisationssuch asOxfam UK, Action AID International, PATH and with the Global Campaign for Microbicides. She has teachingresponsibilities for school of Public Health students in Medical University of Southern Africa and the University of Pretoria both in South Africa. Her strengths include designing and developing programs, strategy development, monitoring and evaluation of projects and operations, and change management in the context of HIV and AIDS; and gender. Juliann Moodley (Lead Strategic Information Management): Juliann has worked extensively in the field of planning, monitoring and evaluation and project management over the past 20 years on a number of assignments within Southern, Eastern and West Africa. She has worked on Global Fund assignments since 2003 – initially auditing performance of Global Fund recipients in the areas of HIV and AIDS, Malaria and TB. The countries where these assignments were undertaken were Egypt, the IslamicRepublic of Afghanistan,Tajikistan Swaziland,Lesotho, Angola, Zambia and Zimbabwe. She has provided extensive technical support in the area of planning, monitoring and evaluation and capacity buliding to a number of programmes within across different spheres of government. She has undertaken assignments at provincial level including M&E audits, M&E capacity building, development of M&E systems, and developed five year strageic plans. Christopher Chiwevu (Lead Financial Management and Accounting Systems Development): Chris has a strong background in costing and a broad range of financial management services for donor funded programs focused exclusively on global health. His experience spans over 10 years, with demonstrated ability in project management. He has worked collaboratively with various in-country project team members, Technical Working Groups (TWGs) and Country Coordinating Mechanisms to ensure necessary assignment planning and execution. Chris has also provided oversight for the preparation and submission of consultant and technical reports to PEPFAR, the U.S. Agency for International Development (USAID), UNAIDS, UNICEF, UNDP, WHO, Technical Support Facility (TSF), the
  • 3. Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) as well as to private-sector clients. He is US Citizen of Zambian parentage and has spent several years working in The United States of America, Asia, Europe and Africa.
