A Worker Dialogue: Improving Health, Safety and Security at the U.S. Departme...The Collaboration Project
During the summer of 2010, the Department of Energy Office of Health, Safety and Security (HSS) partnered with the National Academy of Public Administration to host an online dialogue to solicit ideas from front line union workers at DOE sites on how to improve worker safety across the DOE complex. Based on the results of the Dialogue, an expert Panel of the National Academy identified several themes that emerged from workers’ suggestions and offered recommendations for HSS in following up on the issues raised as well as continuing to build its capacity for employee engagement.

There have been three releases; in 1999, 2005 and 2017. The most significant changes between the 1999 and 2005 release were a greater emphasis on the responsibilities of senior management, explicit requirements for continual improvement of the management system itself, and communication with the customer. It also aligned more closely with the 2000 version of ISO 9001

Climate change is increasing in importance to organizations, Investors and regulators are demanding climate risk disclosures Corporate Social Responsibility is growing as an area that all stakeholders, including investors, customers, local communities, are focusing on and demanding meaningful and accurate information. The SEC has begun tracking corporate CSR reports against annual filings to identify disparate information which may impact stock prices. The whole issue of Sustainability has gone beyond financial resources to environmental and human resources as well.

BEAC is a certification board, not a membership organization. We do not have chapters, hold conferences, or elect officers. We do not provide training courses.
BEAC is primarily governed by volunteers
BEAC’s parent organizations appoint Board members The Roundtable and the IIA each appoint 5 directors.
BEAC Board members are appointed to two year terms, and may serve three terms The chair position alternates each year between an IIA and a Roundtable appointee. The BEAC Board has several meetings during the year, either face to face or via conference call
BEAC is governed by a 10 member volunteer Board of Directors. Each of BEAC’s parent organizations appoints 5 board members. Each director serves a two year term, and can be appointed to three terms. Our current board of directors is a mix of internal auditors from a variety of industries and consultants

CPEAs provide input via participation on committees. There are 5 standing committees, which meet primarily via conference call and email discussion. There is also a RCMS Committee, which is convened on an as-needed basis
BEAC receives input from the public through the Strategic Advisory Board
BEAC receives input from the public through the Strategic Advisory Board. The SAB provides input to potential new certification programs, as well as regulatory issues that may impact EHS auditor certification. The Strategic Advisory Board is chaired by the previous year’s Board Chair. The SAB meets via quarterly conference call.
BEAC is administered by two paid employees - a full time Manager and part time Administrator
The IIA provides accounting, human resource, IT, and other functions. BEAC pays rent and a monthly service fee.
The ASSE provided comments on the BEAC Standards (jointly with the AIHA), and are currently selling the BEAC Standards in their bookstore. BEAC certification met the requirements for audits of facilities seeking to join EPA’s Performance Track program, however The EPA recently discontinued the Performance Track program, and has not yet announced a replacement program.
The BEAC Board chair is from Canada, and was recently invited to attend the AAC board meeting. They requested information about our Standards, and we have provided them with copies. BEAC is providing guidance to IEHSG in developing an EHS auditor training and certification program in Japan
CPEAs maintain competency by: paying an annual fee, meeting Continuing Professional Development requirements, which are 40 hours every 2 years, and attesting that they have complied with the Code of Ethics.
The application fee is $125 ($95 for IIA or AR members) We will send you a copy of the Standards and a CD with the Study Guide and forms (also a paper copy of the forms) Exam registration fee is $125 per part ($100 for IIA or AR members) You have 5 years to meet all of the requirements, and paperwork does not need to be submitted before you register for the exam Once all qualifications have been met, your application is sent to the BEAC Certification Committee for their review and recommendation to the BEAC Board of Directors. Once approved, you will receive a certificate and wallet card, and the right to use the title “CPEA”
Pass rates are overall number of applicants who eventually pass; some applicants take the exam more than once in order to pass.
Exams have been paper / pencil. We are currently migrating them to electronic format, and they will be available through ACT test centers There are some exam exemptions: CIA/CPA exempt from Part 1 CHMM exempt from Part 2 of the Environmental Compliance exam CIH/CSP exempt from Part 2 of the H&S exam Study guides can also be downloaded from the BEAC website
And you have the personal satisfaction of attaining a recognized measure of competency. Interesting article by Paul Thomas, titled “The Few…The Proud…The Certified”: “Accomplishments don’t mean much unless there’s some exclusivity attached to them…..So it goes for professional certifications….the journey is no walk in the park. Not everyone is eligible…..even the most experienced professional will have skills gaps to overcome…It should be undertaken by those who have clear career goals…and who want to create change.”
ERM requested special exams for their offices in Philadelphia and Chicago, due to an increase in RFP’s requiring CPEAs. There are some companies that require their EHS auditors to become BEAC certified in order to maintain employment; BEAC receives requests for CPEAs from companies and consultants, which I forward via email

As of April 1, Over 1,340 individuals are CPEAs or applicants Over half are CPEAs in Health & Safety A CPEA may be certified in one or more specialty programs The EMS-14000 Plus certification is no longer offered and was replaced with the more comprehensive Management System certification
Initially there was a bit of controversy over who should develop EHS auditor standards. EAR had published Standards, but many members did not agree. Many companies felt that pursuing ISO 14000 certification for their company was too expensive, but wanted to have a credible internal EHS audit program. They also wanted a program that would assess compliance. The first BEAC certification and Standards were developed to address those concerns.
One of the primary drivers of the revision was Sarbanes-Oxley, and it’s impact on auditor independence and management assurance of EHS activities. The Standards Board currently has four members: one from industry, two consultants, and one environmental attorney BEAC received feedback on the initial draft from over 10 members of the Auditing Roundtable, and from over 20 individuals and organizations on the exposure draft.
