Rule 149 of GFR amended to “Procurement of Goods and Services by
Ministries or Department will be mandatory for Goods or Services
available on GeM”
GeM aims to enhance efficiency, transparency, inclusiveness in public
procurement.
It provides the tools of e-Bidding, Reverse Auction and Direct
Procurement to facilitate Government users achieve the best value for
their money.

• GeM has surpassed its last year’s GMV of 2 lakh crore in less than 7.5 months of FY23-24.
• GeM has surpassed GMV of 2.5 lakh crore in less than 9 months of FY23-24.
• GeM has also crossed a GMV of more than INR 1 lakh crore in a single quarter (Q2 FY23-24).
• September 2023 witnessed the highest ever monthly GMV of nearly INR 44,000 crore.
• Daily order value - jumped from INR 292 crore in FY21-22 to INR 930 crore in FY23-24 (3X growth)
• The average order value has also grown from 3.2 lakh in FY21-22 to 6.5 lakh in FY23-24 (2X growth)
• Central Ministries and allied CPSEs have witnessed a growth of 140% and States have also grown at
an impressive rate of 55% (10th Dec’23 versus 10th Dec’22)

Mine Development and Operations (MDO)
• NTPC has awarded 3 bids for MDO worth INR 42,763 crore (INR 20,402, INR 13,869 crore and INR 8,492 crore)
Ministry of Coal
• Coal India & its subsidiaries haveawarded bids worth INR35,000+ crore for Handling, Transport and Mining Services in FY23-24.
Vaccine Bids
• Vaccines procurement worth over INR 6,000 crore under “Universal Immunization Program” for FY 22-23 & FY 23-24.
• Procurement value for Local Chemist Empanelment Service for FY 23-24 (till 30th Nov) is INR 1,055 crore from Central
Government Health Scheme (CGHS) offices across India under MoHFW.
Smart Meter Bids
• REC Ltd. has awarded smart meter bids for INR 3,482 crore.
• PowerGrid India Ltd. has awarded a smart meter bid for INR 4,200 crore.

Cost Savings through GeM
• Independent study conducted by the World Bank and IIM Lucknow (2020)
• Estimated an average savings of 9.75% from the median price.
• Participation of each bidder translates into an additional saving of 0.55%.
• The Economic Survey 2021-22 highlighted a cost comparison for 22 common-use goods
• Prices on GeM were observed to be 9.5% lower in comparison with other online platforms for 10
out of 22 commodities.
• Boston Consulting Group (BCG) estimated the annual cost savings in FY22 to be in the range of 8-11%.
• Major reasons: Higher seller participation, information symmetry and availability, bulk discounts,
better price discovery functionalities such as reverse auction and demand aggregation

• IIT Delhi has been awarded the study to conduct an impact assessment across a bouquet of techno-
functional, tangible and intangible aspects of GeM.

 GeM supports over 50,000 documents per day that are digitally or electronically signed.
 GeM handles over 1000 user authentication requests and over 250 OTP validations per minute.
 Every year, more than 1.5 million calls arrive at the contact center, resulting in 1.2 million CRM tickets.
 Every month, 18 million emails and over 10 million messages are sent.
 Over 2.5 million product/ brand approval requests received, with an average disposal TAT of 1.13 days.

• Total Value wise:
– L1 will be determined on the overall cost of the items
• Item wise-Schedule wise:
– Seller has the choice to participate in a single or multiple items and then after L1 will
be determined for individual items
• Item wise-Consignee wise:
– Seller has the option to offer prices for an item at different locations. It helps buyer
to get best value because some sellers may be more competitive on some consignee
locations.
• Group Wise: Buyer has the choice to combined items/schedule in a group and then L1
determined based on the items available with group

for bill processing during demand processing. Once the consignee is selected, they will be treated as
a Bill processor post CRAC which is being done by Buyer without selection.
• BOQ mode of procurement disabled where number of unique items is <= 5
• Change in workflow for MSE/MII status after bidder representation- Buyer will be able to evaluate
the MSE/MII Status of the bidder while addressing the sellers representation against buyer’s
technical evaluation result
• Blocking for single billing cycle in services - During the placement of the Contract, now buyers with
GPA/PFMS mode of payment can block the fund only for one billing cycle, initially it was two billing
cycles.

Forward auction are auctions, which can be used by
sellers to sell their items to many potential buyers.
Items are commonly placed at an online auction site.
Buyers can continuously bid for the items they are
interested in. Eventually the highest bidder wins the item.
The Secondary user registered as Buyer on GeM will have
to be Auto registered as an Auctioneer onto the FA
Module. To access the forward auction module,
Auctioneer will need to first log-in onto the GeM Portal
using their User-id and Password. Post successful log-in,
the buyer will be able to access the FA module. The link
will redirect (SSO Login) the Auctioneer to the FA
Dashboard where s/he would be able to create their
category, create auctions, configure auction parameters
(such as start price, increments, time-extension etc.)

  • 12. 12 Cost Savings through GeM • Independent study conducted by the World Bank and IIM Lucknow (2020) • Estimated an average savings of 9.75% from the median price. • Participation of each bidder translates into an additional saving of 0.55%. • The Economic Survey 2021-22 highlighted a cost comparison for 22 common-use goods • Prices on GeM were observed to be 9.5% lower in comparison with other online platforms for 10 out of 22 commodities. • Boston Consulting Group (BCG) estimated the annual cost savings in FY22 to be in the range of 8-11%. • Major reasons: Higher seller participation, information symmetry and availability, bulk discounts, better price discovery functionalities such as reverse auction and demand aggregation GeM has facilitated cost savings of more than ₹ 60,000 crore for the government, in addition to providing a fair chance to marginalized sellers
