Fuel EconomyCompared to light-duty vehicles like vans, SUVs, and pick-up trucks, medium and heavy-duty trucks get terrible fuel economy. The heavier trucks get about a third to half as much mileage per gallon. However, legislation in this 2015 may potentially improve that issue while also reducing the output of harmful emissions.

PLS_LNG_Study
The majority of industrial freight carriers surveyed (76.1%) were aware of LNG vehicles but none planned to purchase them in 2012. While carriers recognized potential cost savings and environmental benefits, 72% felt LNG adoption for long-haul trucking was limited due to insufficient refueling infrastructure and stations being too far apart. The top barrier to adoption was viewed as inadequate refueling infrastructure (53.6%), followed by higher vehicle costs (23.2%) and uncertainty around potential fuel savings (14.3%). Progress is being made to address these barriers through building out fueling stations and offering incentives, but widespread adoption may still be several years away.

It allows for station management, driver communications, reporting, utility coordination, and other services. EV Connect also helps generate credits under California's Low Carbon Fuel Standard by tracking electricity dispersed and carbon reduced from public charging stations. A case study estimates a sample public charging network could generate over $5,000 in carbon credits in 2016.

Electric vehicles and electric utilities – a clear opportunity with many shapes
While several stakeholders are supportive of the widespread adoption of electric vehicles, we have looked specifically at electric utilities to understand the opportunities that such a change in the transportation landscape can generate, and define the key questions to be addressed in order to embrace them. We have identified four business models – by no means evolutionary – that can be looked at independently, and eventually combined to fit the company’s strategy and the specific market conditions (e.g., regulation, competition, ecosystem, customer readiness). We strongly believe electric utilities are ideally positioned to leverage the opportunities offered by the adoption of electric vehicles on a mass-market scale, but they need to act fast, as many other players are addressing the same opportunity

SUBJECT: Electrifying Heavy-Duty Trucking in Oregon
SUMMARY: This memo describes the current state of heavy-duty diesel trucking in Oregon
and the need to steer towards electrification, with a focus on businesses that are vulnerable to
policy changes. Recommendations are made to a future potential assembly of decision-makers
and stakeholders in the realm of Oregon trucking. These recommendation include advocating for
House Bill 2020 to reduce vehicle registration and taxes for MWESB trucking businesses,
establishing a loan guarantee program to accelerate the deployment of electric trucking
infrastructure, and creating a cash voucher program to lower the initial purchase price electric
trucks for business owners. Pursuing these recommendations now will allow Oregon to move
towards a cleaner, healthier future.
PROBLEM: Diesel emissions from heavy-duty trucks are significantly impacting the health of
Oregonians and contributing to climate change.
Did you know that diesel exhaust causes more fatalities than do traffic crashes in Oregon each
year (OEC, 2019)?
Diesel exhaust costs Oregon billions of dollars each year, with increases in health care costs, lost
lives, and missed work and school. Oregon is burdened with up to $3.5 billion a year in health
costs and lost productivity because of diesel pollution (Figure 1).

Currently, 23 of 36 counties exceed the state benchmark for diesel pollution (OEC, 2019). This is
a huge burden, and the impacts are felt disproportionately in vulnerable (children, elderly, low
income, minority) populations (ODEQ, 2018).
In addition to the health impacts, diesel engines from heavy-duty trucks emit carbon dioxide,
which contributes significantly to climate change. In addition, 70% of diesel particles are black
carbon, which has immediate local climate effects. Black carbon can alter precipitation, cause
faster snow and ice melt, and contribute to warmer temperatures.
Heavy-duty trucks make up the largest portion of diesel engines in Oregon. 73% of these trucks
are older than 2010 models, which is before federal standards for much cleaner engines were
established (OEC, 2016). Federal and state laws and regulations aim to reduce diesel pollution;
however, these regulations are often established at a long time frame to give trucking companies
enough time to phase out their fleet (OEC, 2019). Another issue is even when trucks begin to get
phased out and replaced, the trucks that would provide the greatest reductions in emissions
(electric trucks) are not the ones being purchased due to multiple barriers (UPS, 2018).

ViewPoint - Coming Clean
The EPA has released new carbon emissions standards for trucks that will require a 25% reduction in emissions by 2027. This will impact both the trucking industry and industrial real estate sector. The new standards will increase costs for trucking companies but save on fuel costs in the long run. For industrial real estate, the changes may lead to greater dependence on rail and fewer but larger distribution centers over the long term as efficiency reduces the need for as many sites. Smaller trucking fleets especially may struggle with the costs of compliance.

While reducing trucks' emissions, Australia is also focusing on reducing emissions from construction and mining equipment as well as ships and locomotives. Companies should collaborate with compliance teams to track upcoming diesel bans and consider converting parts of their fleets to electric vehicles. Retailers are exploring autonomous delivery trucks and robots to make last-mile delivery more sustainable and reduce costs.
A Fuel Efficiency Horizon for U.S. Automobiles
The document analyzes the potential for improving fuel efficiency in the US automobile fleet through 2035 using evolutionary rather than revolutionary technologies. It finds that a 3x increase in efficiency over 2005 levels, reaching 52 MPG for new vehicles by 2025, can be achieved through widespread adoption of technologies like turbocharged direct injection engines, hybrid systems, and aerodynamic and mass improvements. However, increasing vehicle efficiency is only part of the solution; policies also need to address transportation infrastructure and fuel supply to fully manage emissions. The Prius was successful due to its technological advances, lower price than other hybrids and SUVs, and its ability to appeal to consumers affected by high gas prices. Toyota's launch of the Prius took advantage of society's need for more fuel efficient vehicles when gas prices were rising and people drove uneconomical vehicles. Government incentives further contributed to the Prius' popularity by offering tax breaks for hybrid owners. Competition in the electric vehicle market was growing as most major automakers began introducing electric models across various vehicle classes between 2009-2012.

The transport sector has not seen the same decline in greenhouse gas emissions as many other sectors. CO2 emissions from passenger cars and trucks form a persistent problem and policymakers struggle to find effective solutions to meet the goals.
First, there is this ongoing race to the bottom among declared CO2 values with a growing gap with the emissions in real-world use. Second, manufacturers are only responsible for the performance of their cars under idealized circumstances, as measured during vehicle emission tests. Third, the economic and life-style aspects of owning and driving heavy and expensive cars are forces in the opposite direction. And last, the European Union has only limited systems in place for the monitoring and verification of the CO2 emissions of vehicles.

• Launching PEVs worldwide will initially have higher purchase costs, of a quite uncertain magnitude; $500B reflects very large volume sales and could be considered a high estimate.
• One can imagine a feebate system that generates a sustainable funding stream for the introduction of large numbers of PEVs and other low-carbon vehicles.
• Fuel economy could get us half way to a low carbon LDV system, but we will likely need PEVs to get the rest of the way, especially after 2030.
• PEVs are projected to become more cost-effective than fuel economy improvement after 2030 or 2035.

Presented at the Global Fuel Economy Initiative ‘Accelerator Symposium’ on September 5th, ahead of the September 2014 UN Climate Summit.
The Symposium hosted by the French Government at the Ministry of Ecology Sustainable Development and Energy on 5th September, provided a forum for countries, experts, NGOs and the private sector to advance the agenda on fuel economy globally and prepare for the UN Secretary General Ban Ki-moon’s Climate Summit.
Government representatives from a wide range of countries working on fuel economy policies participated in the Symposium. Countries presenting at the Symposium included China, Georgia Kenya and Mauritius. There were more than 70 delegates attending the symposium from around the world with countries represented including Chile, Costa Rica, Hungary, Ivory Coast, Kosovo, Peru, Sri Lanka, St. Vincent and the Grenadines, the UAE, Uganda and Vietnam. Organisations included Transport & Environment, the FIA, ExxonMobil, Michelin, Renault, CEDARE, the OECD and the World Bank.

Fuel economy with new legislation
- 1. Fuel Economy With New Legislation
- 2. Compared to light-duty vehicles like vans, SUVs, and pick-up trucks, medium and heavy-duty trucks get terrible fuel economy.
- 3. The heavier trucks get about a third to half as much mileage per gallon.
- 4. However, legislation in this 2015 may potentially improve that issue while also reducing the output of harmful emissions.
- 5. Fuel Economy in Medium and Heavy Trucks
- 6. The new legislation targets vehicle models in the range of the years 2021 to 2027.
- 7. The Environmental Protection Agency and the National Highway Traffic Safety Administration have brought together the potential standards with the help of suggestions from a few third- party organizations.
- 8. While on the highway, I only see black smokes from two types of vehicles: the larger 18-wheeler types and older model vehicles that should have already been retired.
- 9. It seems nice that environmental laws will catch up with legislation already made for light-duty trucks.
- 10. Even if it might require an investment ahead of time, those who purchase medium and heavy-duty trucks will benefit in the fuel economy.

- 17. Volvo has already dedicated itself to engine designs for that certain Phase.
- 18. Recognition that incompatibilities will likely arise brings even more interested third- parties into the discussions.
- 19. Acceptance of the future standards will expectedly arrive in a sluggish manner.
- 20. That includes a reason why the legislation will affect medium and heavy duty trucks in 2021 to 2027.
- 21. Requiring upgrades earlier than that would meet resistance.
