Transport is now the UK’s biggest source of climate-warming greenhouse gases. While other sectors slash their emissions, cars continue to produce 15% of our annual emissions, and the figure is still rising.
To solve this, the Government plans to ban new petrol and diesel cars by 2035. Here Policy Exchange sets out how this can be achieved, following best international practice.

Vehicle manufacturers have come a long way in gasoline efficiency since the early 1900s. This rings especially true now, due to the insight that the overall usage of fuel in older vehicles has become a more intense focus. Modern cars, trucks, and SUVs don’t provide a major leap in savings when compared to potential improvements to ancient automobiles, regardless of their origins in the economy. Simply put, mirroring the technology of gasoline efficiency in newer vehicles within the confines of older models helps the United States in a precious manner.

X & Y: saving the environment & the economyRomeu Gaspar
In these dire economic times, organizations across Europe are postponing environmental goals. They shouldn’t: this is one of those areas where you can have the cake and eat it too.
Feedback has been coined as a buzzword. It is undeserved: asking for help and actually listening to the resulting opinions is uncomfortable but very useful.

Electric vehicles and China´s chemical industry Kai Pflug
The trend towards electric vehicles - which receive strong government support in China - pushes the demand for a number of materials provided by the chemical industry, e.g., in the area of plastics, battery materials and lubricants.
Electric Vehicles (EV) use a battery to store the electric energy that powers the motor. EV batteries are charged by plugging the vehicle into an electric power source. Hybrid electric vehicles (HEVs), plug-in hybrid electric vehicles (PHEVs) and all-electric vehicles (EVs)—also called electric drive vehicles collectively—use electricity either as their primary fuel or to improve the efficiency of conventional vehicle designs.
Reduced fuel consumption and emissions, optimized fuel efficiency and performance, lower operational cost, rising conventional fuel costs are some factors that make use of EVs advantageous. However, tech and other challenges are in front of EVs to make them popular selling asset among masses. High EV price limit the current customer group to consist of primarily tech savvy and environmental ideologists, however, new research indicates that charging time and driving range are most influencing the purchase decision. Due to scale of production and technological development, it seems likely that there will be significant price erosion related to EV batteries over the next 10 years. This will most likely influence EV prices and increase sales.
Moreover, along with the gradual emergence of EVs- innovators and entrepreneurs are introducing new and visionary business models. Incidentally, EVs are sold on subscription- and rental companies are beginning to include EVs as part of their fleet of program. For example, as integrators or mobility service providers, the EV value chain creates opportunities for newcomers to participate and create value on mobility market. The integrators are the future industry actors, who will handle the integration between EV charging and intelligent home billing etc. Reportedly, ECOtality partnered Sprint Nextel and Cisco to deliver wireless connectivity for charging stations and home energy management solutions/controllers.
This report aims to highlight the drivers and inhibitors that influence the roll-out of electric cars in terms of adoption speed, cost and user acceptance. The report is largely based on the general market data, which has been analysed and correlated with the data from fleet test of electric vehicles which was conducted in and around the metropolitan area of Copenhagen (Denmark). The report also explores an analysis of comparative advantages of plug-in hybrid electric vehicles over EVs.

Europe could improve its growth prospects and create 500,000 to 1.1 million net additional jobs in 2030 through auto sector innovation. Increased technology to cut fuel consumption would allow the EU to reduce its dependence on foreign oil and deliver between €58 and €83 billion a year in fuel savings for the EU economy by 2030. This shift will achieve the double bonus of mitigating climate change and creating a much-needed economic stimulus.
Key findings:
• Jobs are created by increased spending on vehicle technology, but more importantly by a shift in spending away from imported fossil fuels and back towards other areas of the European economy.
• In scenarios in which the Internal Combustion Engine is either optimized or hybridized, the yearly cost of running and replacing the EU car and van fleet is reduced by €36 billion and EU-wide employment increases by 500,000 to 660,000 in 2030. This takes account of jobs lost in the transition, such as in refining.
• In scenarios in which Europe moves rapidly to a fleet of advanced hybrid, battery-electric and fuel-cell vehicles, EU-wide employment increases by 850,000 to 1.1 million in 2030. By 2050, jobs increase by 1.9 million to 2.3 million in all low-carbon scenarios examined.
• The fuel bill for Europe’s car and van fleet is reduced by €58 – 83 billion in 2030 by a shift to low-carbon vehicles, and by €115 – 180 billion in 2050. (excluding taxes and duties)
• While jobs are created and spending on oil imports is reduced in all low-carbon scenarios, CO2 is also cut by between 64 per cent and 97 per cent in 2050. Air quality is significantly improved, with emissions of health-damaging particulates down by 73 – 95 per cent by 2050.
• Demand is reduced for a small fraction of auto sector professions, and some skill shortages also emerge during the transition. The pace of change is likely to allow time for the development of the relevant new skills in Europe, if industry, governments and academic institutions start planning now

Should you buy an electric car?
1. Should you buy an electric car?

2. Should you buy an electric car?
“
Yes, but probably not just yet. The latest iterations
of the venerable internal combustion engine are
still competitive, both from an environmental and
an economical standpoint.
The forecasts for global electric vehicle (eV) sales are undoubtedly ambitious – 2
million vehicles sold by 2020 – which reflects the high hopes that both manufacturers
and governments are placing on this technology. So far, actual sales have been
somewhat lackluster: in 2011 approximately 44.000 electric vehicles were sold,
instead of the expected 66.000 units (Exhibit 1). It is not yet an immense difference,
but it does raise some questions about the feasibility of the 2020 goal. In this
scenario, should you, as a consumer or someone responsible for a company car
fleet, buy an electric car?
Exhibit 1 – Global electric vehicle sales forecast for 2010 – 2025 (excludes electric scooters and
bicycles)
2
3. Most industry analysts agree that, with the advent of cheaper and more reliable
batteries (currently the main issue for this type of vehicles), the market will take off. It
is however not clear when this will happen, as the technological roadmap for the next
few years is still relatively uncertain.
So, given time, most of us will probably be driving electric cars. But what about right
now? When is an electric vehicle an immediate viable option? That was exactly the
question that one of our clients, a leading European fleet management company,
asked us.
From an environmental standpoint, the electric car seems hard to beat: Exhibit 2
shows how the carbon footprint of a Nissan Leaf (currently the most sold eV in
Europe) compares with that of a Volkswagen Golf 2.0 Diesel (currently the most sold
car in Europe). Although that may not be true for all vehicles and all countries, in this
particular example the electric vehicle is always the greenest option, irrespectively of
the country’s electricity mix (unlike a conventional car, an electric car will emit less in
a country that gets most of its electricity from renewable or nuclear sources – e.g.
France – and will emit more in a country that is more dependent on fossil fuels – e.g.
United Kingdom).
Exhibit 2 – Comparison between the carbon footprint of a Volkswagen Golf 2.0 Diesel and a Nissan
Leaf, for several countries
3
4. From an economical standpoint however, the answer is not as clear. The evolution of
the internal combustion engine is far from over, as illustrated by the 21% fuel
consumption difference between the Volkswagen Golf and the BMW Series 1, a
competing offer for the same segment (Exhibit 3).
Exhibit 3 – Fuel consumption for eight vehicles in the same segment as the Volkswagen Golf
Besides fuel and maintenance costs, there are two other important factors that
influence Total Ownership Costs (TCO): retail price and residual value (i.e. by how
much you can buy the car at the end of the leasing period). These costs can vary
significantly from country to country, so Exhibit 4 shows the TCO calculation for two
different European countries: Germany, which expects strong short-term eV sales,
and Portugal, which has ambitious plans for the deployment of a broad network of eV
charging points.
4
5. Exhibit 4 – Environmental and economical cost comparison for the Nissan Leaf, Volkswagen Golf and
BWM Series 1, for Portugal and Germany
In both countries, the electric vehicle is the most expensive option, mainly because of
its low residual value: the Nissan Leaf’s batteries are warranted for a period of 5
years, which means that the second-hand market value of these vehicles will likely
be severely impacted by the risk of facing battery issues beyond that warranty period.
Another interesting conclusion is that, for these countries, the BMW Series 1 is a
more affordable option that the Volkswagen Golf, the current sales leader. This is
both true from an economical standpoint (TCO is 20% lower in Portugal and 35%
lower in Germany) and from an environmental standpoint (carbon emissions are 9%
lower).
Exhibit 5 summarizes these conclusions: for these countries, buying a Nissan Leaf
instead of a Volkswagen Golf means paying a premium a 2-3€ per kCO2 avoided.
But buying a BMW Series 1 instead of a Volkswagen Golf actually saves 7-11€ per
kCO2 avoided.

Does this mean that buying a more efficient conventional vehicle is always a better
option than buying an electric car? Certainly not, as results will vary from country to
country and segment to segment. It does however hint at a conclusion that is both
valuable for our fleet management client and consumers in general: electric cars may
be the best option from a purely environmental standpoint, but the new generation of
highly efficient conventional cars are probably a better compromise between
environmental impact and cost savings.
